Neni 38(7) i Rregullores parasheh qartazi q\u00eb d\u00ebgjimi publik nuk duhet t\u00eb mbahet pa kaluar t\u00eb pakt\u00ebn pes\u00eb dit\u00eb nga data e caktimit t\u00eb tij. Kjo dispozit\u00eb ka p\u00ebr q\u00ebllim t\u00eb garantoj\u00eb nj\u00eb koh\u00eb t\u00eb arsyeshme q\u00eb pal\u00ebt e interesuara, p\u00ebrfshir\u00eb OJQ-t\u00eb, institucionet dhe ekspert\u00ebt, t\u00eb japin kontribut p\u00ebrmbajt\u00ebsor.<\/p>\n\n\n\n<p>Organizimi i d\u00ebgjimit brenda nj\u00eb afati m\u00eb pak se 24 or\u00ebsh, e pamund\u00ebson praktikisht nj\u00eb organizim t\u00eb mir\u00ebfillt\u00eb t\u00eb d\u00ebgjimit, duke kufizuar ndjesh\u00ebm pjes\u00ebmarrjen dhe kontributin e akter\u00ebve relevant.<\/p>\n\n\n\n<p>P\u00ebr m\u00eb tep\u00ebr, KDI rikujton q\u00eb Kuvendi nuk ka mb\u00ebshtetur shmangien e shqyrtimit t\u00eb projektligjit n\u00eb afate t\u00eb p\u00ebrshpejtuara, pik\u00ebrisht p\u00ebr shkak t\u00eb historikut t\u00eb zvarritjes s\u00eb k\u00ebtij projektligji. Andaj, konsiderojm\u00eb q\u00eb asnj\u00eb rrethan\u00eb t\u00eb tanishme, sado urgjente, nuk arsyetohet shkelja e procedurave parlamentare dhe afateve t\u00eb p\u00ebrcaktuara n\u00eb Rregullore, q\u00eb kufizojn\u00eb standardet minimale p\u00ebr organizimin e nj\u00eb d\u00ebgjimi publik.<\/p>\n\n\n\n<p>P\u00ebr m\u00eb keq, qasja e deputet\u00ebve t\u00eb pozit\u00ebs, e shp\u00ebrfaqur gjat\u00eb diskutimit t\u00eb sot\u00ebm, duke anashkaluar asistenc\u00ebn e KDI-s\u00eb p\u00ebr organizimin e d\u00ebgjimit publik, jo vet\u00ebm q\u00eb kufizon ndjesh\u00ebm bashk\u00ebpunimin ton\u00eb, por edhe p\u00ebr\u00e7on mesazh negativ p\u00ebr p\u00ebrfshirjen e shoq\u00ebris\u00eb civile n\u00eb procese vendimmarr\u00ebse. P\u00ebrvoja e m\u00ebhershme tregon se bashk\u00ebpunimi nd\u00ebrmjet Kuvendit, e posa\u00e7\u00ebrisht Komisionit p\u00ebr Legjislacion, dhe organizatave t\u00eb shoq\u00ebris\u00eb civile ka qen\u00eb pjes\u00eb e praktik\u00ebs dhe ka shtuar vler\u00eb n\u00eb procese t\u00eb tilla.<\/p>\n\n\n\n<p>N\u00eb nj\u00eb faz\u00eb kur po trajtohet nj\u00eb projektligji me ndikim t\u00eb drejtp\u00ebrdrejt\u00eb n\u00eb luftimin e korrupsionit dhe q\u00eb prek t\u00eb drejta kushtetuese, m\u00ebnyra se si zhvillohet procesi ligjv\u00ebn\u00ebs ka po aq r\u00ebnd\u00ebsi sa edhe p\u00ebrmbajtja e tij.
