N\u00eb mbledhjen e Komisionit p\u00ebr t\u00eb Drejtat e Njeriut, Barazi Gjinore, Pun\u00eb, Familje, Vlerat e Luft\u00ebs \u00c7lirimtare dhe Peticione n\u00eb Kuvendin e Kosov\u00ebs \u00ebsht\u00eb ngritur debat p\u00ebr mund\u00ebsin\u00eb e thirrjes p\u00ebr raportim t\u00eb kryetares s\u00eb Dhomave t\u00eb Specializuara n\u00eb Hag\u00eb, Ekaterina Trendafilova.<\/strong><\/h2>\n\n\n\n

Propozimi \u00ebsht\u00eb b\u00ebr\u00eb nga an\u00ebtari i k\u00ebtij komisioni nga PDK-ja, Artan Behrami, i cili ka argumentuar se ekzistojn\u00eb shqet\u00ebsime p\u00ebr shkelje t\u00eb t\u00eb drejtave t\u00eb njeriut dhe devijim nga mandati i gjykat\u00ebs.<\/p>\n\n\n\n

Gjat\u00eb mbledhjes s\u00eb komisionit, Behrami argumentoi se gjat\u00eb gjasht\u00eb viteve t\u00eb funksionimit t\u00eb k\u00ebsaj gjykate, sipas tij, ka pasur \u201cdevijim nga mandati\u201d dhe shqet\u00ebsime t\u00eb shumta p\u00ebr t\u00eb drejtat e njeriut t\u00eb t\u00eb paraburgosurve n\u00eb Hag\u00eb.<\/p>\n\n\n\n

\u201cN\u00eb k\u00ebto gjasht\u00eb vite kemi qen\u00eb d\u00ebshmitar\u00eb t\u00eb nj\u00eb devijimi shum\u00eb t\u00eb madh t\u00eb mandatit. Ka shqet\u00ebsime serioze p\u00ebr cenim t\u00eb t\u00eb drejtave t\u00eb njeriut t\u00eb t\u00eb paraburgosurve\u201d, tha Behrami, duke shtuar se raportimi nuk do t\u00eb n\u00ebnkuptonte nd\u00ebrhyrje n\u00eb drejt\u00ebsi, por \u201cndri\u00e7im t\u00eb s\u00eb v\u00ebrtet\u00ebs\u201d.<\/p>\n\n\n\n

Ai theksoi gjithashtu se gjykata, sipas tij, nuk i raporton Kuvendit t\u00eb Kosov\u00ebs, por p\u00ebrmes EULEX-it dhe UNMIK-ut, duke e cil\u00ebsuar k\u00ebt\u00eb si problematik\u00eb institucionale. Behrami renditi edhe nj\u00eb s\u00ebr\u00eb pretendimesh p\u00ebr shkelje, p\u00ebrfshir\u00eb paraburgimin e zgjatur, munges\u00ebn e transparenc\u00ebs, kufizimin e vizitave dhe munges\u00ebn e mekanizmave t\u00eb pavarur t\u00eb ankes\u00ebs.<\/p>\n\n\n\n

\u201cNe nuk synojm\u00eb t\u00eb nd\u00ebrhyjm\u00eb n\u00eb drejt\u00ebsi, por t\u00eb kuptojm\u00eb n\u00ebse jan\u00eb respektuar t\u00eb drejtat e njeriut\u201d, u shpreh ai.<\/p>\n\n\n\n

Ndaj k\u00ebtij propozimi reagoi deputetja e L\u00ebvizjes Vet\u00ebvendosje, Shqipe Selimi, e cila vuri n\u00eb dyshim kompetencat e Kuvendit p\u00ebr t\u00eb thirrur p\u00ebr raportim Dhomat e Specializuara.<\/p>\n\n\n\n

Sipas saj, gjykatat nuk raportojn\u00eb p\u00ebr raste konkrete q\u00eb jan\u00eb n\u00eb proces dhe Dhomat e Specializuara kan\u00eb status t\u00eb ve\u00e7ant\u00eb juridik nd\u00ebrkomb\u00ebtar.<\/p>\n\n\n\n

\u201cEdhe m\u00eb lejoni t\u2019ju rikujtoj se Kuvendi nuk ka kompetenc\u00eb mbik\u00ebqyrjeje direkte p\u00ebr k\u00ebt\u00eb institucion\u201d, tha Selimi, duke cituar edhe nenet e ligjit p\u00ebr Dhomat e Specializuara q\u00eb i japin supremaci k\u00ebtij institucioni mbi ligjet vendore.<\/p>\n\n\n\n

Ajo shtoi se gjykatat n\u00eb Kosov\u00eb nuk thirren p\u00ebr raportim mbi proceset gjyq\u00ebsore dhe se e nj\u00ebjta praktik\u00eb vlen edhe p\u00ebr Dhomat e Specializuara.<\/p>\n\n\n\n
