DW<\/p>\n\n\n\n

Nj\u00eb gazsjell\u00ebs i mb\u00ebshtetur nga SHBA-t\u00eb mund ta ndihmoj\u00eb Bosnj\u00ebn t\u00eb zvog\u00ebloj\u00eb var\u00ebsin\u00eb e saj nga energjia ruse. Por Brukseli paralajm\u00ebron se nj\u00eb marr\u00ebveshje mund t\u00eb rrezikoj\u00eb shpresat e vendit p\u00ebr t`u bashkuar me BE.<\/strong><\/p>\n\n\n\n

Gazsjell\u00ebsi i Interkonjeksionit Jugor, i projektuar p\u00ebr t\u00eb lidhur Bosnj\u00ebn dhe Hercegovin\u00ebn me nj\u00eb terminal gazi natyror t\u00eb l\u00ebngsh\u00ebm n\u00eb Kroacin\u00eb fqinje, mund t\u00eb pengoj\u00eb aspiratat e Bosnj\u00ebs p\u00ebr t’u bashkuar me Bashkimin Evropian.<\/p>\n\n\n\n

Ky projekt ka r\u00ebnd\u00ebsi strategjike p\u00ebr vendin, pasi do t\u00eb reduktonte var\u00ebsin\u00eb e Bosnj\u00ebs nga gazi rus. Pas sulmit n\u00eb shkall\u00eb t\u00eb gjer\u00eb t\u00eb Ukrain\u00ebs nga Rusia, BE ka ushtruar presion si ndaj shteteve an\u00ebtare ashtu edhe ndaj vendeve kandidate q\u00eb t\u00eb nd\u00ebrpresin lidhjet e tyre me energjin\u00eb ruse.<\/p>\n\n\n\n

P\u00ebr Bosnj\u00ebn, e cila e importon praktikisht t\u00eb gjith\u00eb gazin e saj nga Rusia, ky gazsjell\u00ebs mund t\u00eb p\u00ebrfaq\u00ebsoj\u00eb nj\u00eb hap ky\u00e7 drejt diversifikimit dhe nj\u00eb lidhje me tregun evropian t\u00eb gazit p\u00ebrmes Kroacis\u00eb.<\/p>\n\n\n\n

Pse \u00ebsht\u00eb i shqet\u00ebsuar Brukseli p\u00ebr planet e gazsjell\u00ebsit t\u00eb Bosnj\u00ebs<\/strong><\/p>\n\n\n\n

N\u00eb mars, ligjv\u00ebn\u00ebsit boshnjak\u00eb miratuan nj\u00eb ligj q\u00eb n\u00eb fakt caktoi nj\u00eb kompani specifike me seli n\u00eb SHBA, AAFS Infrastructure and Energy, si investitorin e projektit. Kompania u themelua n\u00eb fund t\u00eb vitit 2025 dhe thuhet se nuk ka p\u00ebrvoj\u00eb t\u00eb njohur n\u00eb nd\u00ebrtimin e tubacioneve.<\/p>\n\n\n\n

Kjo ka ngritur shqet\u00ebsime n\u00eb Bruksel. Para miratimit p\u00ebrfundimtar t\u00eb marr\u00ebveshjes, ambasadori i BE n\u00eb Bosnj\u00eb dhe Hercegovin\u00eb, Luigi Soreca, u shkroi lider\u00ebve boshnjak\u00eb duke i nxitur ata t\u00eb zbatojn\u00eb rregullat e BE.<\/p>\n\n\n\n

Ai theksoi se autoritetet duhet t\u00eb ‘marrin n\u00eb konsiderat\u00eb me kujdes detyrimet’ q\u00eb rrjedhin nga Traktati i Komunitetit t\u00eb Energjis\u00eb kur hartojn\u00eb legjislacionin energjetik. P\u00ebr t\u00eb ruajtur p\u00ebrparimin drejt an\u00ebtar\u00ebsimit n\u00eb BE, shtoi ai, ishte “thelb\u00ebsore” q\u00eb ligjet t\u00eb p\u00ebrputheshin me rekomandimet e Komisionit Evropian.<\/p>\n\n\n\n

P\u00ebr BE, \u00e7\u00ebshtja nuk \u00ebsht\u00eb vet\u00eb gazsjell\u00ebsi,  por m\u00ebnyra se si po jepet. Brukseli mb\u00ebshtet uljen e var\u00ebsis\u00eb nga energjia ruse, por k\u00ebmb\u00ebngul q\u00eb projekte t\u00eb tilla t\u00eb ndjekin procedura transparente dhe rregulla t\u00eb prokurimit publik.\"\"Nj\u00eb kompani amerikane e sapoformuar ngjall dyshime<\/strong><\/p>\n\n\n\n

Marr\u00ebveshja e planifikuar ka t\u00ebrhequr gjithashtu v\u00ebmendjen n\u00eb Bosnj\u00eb. Ivana Korajlic, nga Transparency International n\u00eb Bosnj\u00eb dhe Hercegovin\u00eb, paralajm\u00ebroi se “anashkalimi i \u00e7do lloj procedure transparente, anashkalimi i \u00e7do lloj konkurrimi” do t\u00eb krijonte nj\u00eb precedent “shum\u00eb t\u00eb rreziksh\u00ebm”.<\/p>\n\n\n\n

Sipas saj, AAFS Infrastructure and Energy u zgjodh p\u00ebr t\u00eb sh\u00ebrbyer interesave financiare t\u00eb dikujt. T\u00eb tilla “ligje t\u00eb b\u00ebra me porosi”, tha Korajlic, sh\u00ebrbejn\u00eb interesave private m\u00eb shum\u00eb sesa t\u00eb mir\u00ebs publike dhe nuk jan\u00eb n\u00eb p\u00ebrputhje me rregullat e BE.<\/p>\n\n\n\n

Korajlic gjithashtu ngre dyshime p\u00ebr kompanin\u00eb amerikane, duke v\u00ebn\u00eb n\u00eb dukje se mbetet e paqart\u00eb nga do t\u00eb vinte investimi i raportuar prej 1.5 miliard\u00eb dollar\u00ebsh (1.3 miliard\u00eb euro), dhe n\u00ebse kompania \u00ebsht\u00eb n\u00eb gjendje t\u00eb realizoj\u00eb nj\u00eb projekt me k\u00ebt\u00eb shkall\u00eb.<\/p>\n\n\n\n

Ajo vuri n\u00eb dukje se lidhjet e kompanis\u00eb meindivid\u00eb t\u00eb af\u00ebrt me presidentin amerikan  Donald Trump, s\u00eb bashku me p\u00ebrpjekjet e dyshuara t\u00eb lobimit, sugjerojn\u00eb se ndikimi politik mund t\u00eb ket\u00eb luajtur nj\u00eb rol n\u00eb p\u00ebrzgjedhjen e saj. DW k\u00ebrkoi koment nga kompania, por nuk mori asnj\u00eb p\u00ebrgjigje para publikimit t\u00eb artikullit.<\/p>\n\n\n\n

Rruga me pengesa e Bosnj\u00ebs drejt an\u00ebtar\u00ebsimit n\u00eb BE<\/strong><\/p>\n\n\n\n

Kjo polemik\u00eb nxjerr n\u00eb pah sfidat m\u00eb t\u00eb gjera t\u00eb procesit t\u00eb an\u00ebtar\u00ebsimit t\u00eb Bosnj\u00ebs n\u00eb BE, i cili prej koh\u00ebsh \u00ebsht\u00eb karakterizuar nga reforma t\u00eb ngadalta dhe ndarje politike. Vendi aplikoi zyrtarisht p\u00ebr an\u00ebtar\u00ebsim n\u00eb BE n\u00eb vitin 2016 dhe iu dha statusi i kandidatit n\u00eb vitin 2022.<\/p>\n\n\n\n

Analistja Berta L\u00f3pez Domenech, nga qendra k\u00ebrkimore me baz\u00eb n\u00eb Bruksel European Policy Centre, i tha DW-s\u00eb se negociatat formale p\u00ebr an\u00ebtar\u00ebsimin e Bosnj\u00ebs n\u00eb BE nis\u00ebn n\u00eb vitin 2024. Megjithat\u00eb, procesi \u00ebsht\u00eb bllokuar p\u00ebrs\u00ebri p\u00ebr shkak t\u00eb problemeve t\u00eb qeverisjes dhe paaft\u00ebsis\u00eb p\u00ebr t\u00eb p\u00ebrmbushur standardet e BE-s\u00eb.<\/p>\n\n\n\n

Domenech shton se d\u00ebshtimi i Bosnj\u00ebs p\u00ebr t\u00eb miratuar ligjet e nevojshme ka b\u00ebr\u00eb q\u00eb BE, n\u00eb vitet e fundit, t\u00eb t\u00ebrhiqet nga k\u00ebrkesat e saj dhe t\u00eb ul\u00eb standardet. P\u00ebr t\u00eb, \u00ebsht\u00eb “lajm i mir\u00eb” q\u00eb BE-ja tani q\u00ebndron e pal\u00ebkundur n\u00eb kritikat dhe k\u00ebmb\u00ebngul q\u00eb legjislacioni p\u00ebr sigurin\u00eb energjetike t\u00eb p\u00ebrputhet me udh\u00ebzimet e BE-s\u00eb.<\/p>\n\n\n\n

Financimet e BE n\u00eb rrezik<\/strong><\/p>\n\n\n\n

Por \u00e7\u00ebshtja nuk \u00ebsht\u00eb thjesht politike. Bosnja dhe vendet e tjera t\u00eb Ballkanit Per\u00ebndimor rrezikojn\u00eb t\u00eb humbin financime t\u00eb konsiderueshme nga BE, n\u00ebse d\u00ebshtojn\u00eb t\u00eb zbatojn\u00eb reformat e dakorduara. Bosnja mund t\u00eb humbas\u00eb gati 374 milion\u00eb euro n\u00ebn Planin e Rritjes s\u00eb BE-s\u00eb p\u00ebr rajonin n\u00ebse zbatimi vazhdon t\u00eb vonohet.<\/p>\n\n\n\n

Kjo mund t’i jap\u00eb Brukselit nj\u00eb avantazh t\u00eb konsideruesh\u00ebm. Ngrirja e fondeve ka rezultuar m\u00eb par\u00eb efektive n\u00eb shtytjen e Bosnj\u00ebs drejt reformave t\u00eb nevojshme, shpjegoi Domenech p\u00ebr DW.<\/p>\n\n\n\n

T\u00eb dy, Domenech dhe Korajlic, theksuan se mbetet e paqart\u00eb n\u00ebse nd\u00ebrhyrja e BE do t\u00eb jet\u00eb e mjaftueshme p\u00ebr t\u00eb ndryshuar rrjedh\u00ebn e projektit.
