Vet\u00ebm k\u00ebt\u00eb vit, mbi 7 milion\u00eb euro borxh do t\u00eb shp\u00ebrndahet te konsumator\u00ebt, nd\u00ebrsa vitin e kaluar kjo shum\u00eb kishte arritur mbi 8 milion\u00eb euro.<\/strong><\/p>\n\n\n\n<p>Edhe pse kan\u00eb shpenzuar energji elektrike, nj\u00eb pjes\u00eb e konsumator\u00ebve nd\u00ebr vite nuk e kan\u00eb paguar at\u00eb. Megjithat\u00eb, ky borxh i \u00ebsht\u00eb faturuar qytetar\u00ebve tjer\u00eb. Vet\u00ebm sivjet, Zyra e Rregullatorit t\u00eb Energjis\u00eb Elektrike ka propozuar q\u00eb n\u00eb em\u00ebr t\u00eb borxhit t\u00eb keq, 7.32 milion\u00eb euro t\u2019u tarifohen qytetar\u00ebve tjer\u00eb.<\/p>\n\n\n\n<p>Vitin e kaluar vlera e borxhit t\u00eb keq ishte mbi 8 milion\u00eb. Nga KESCO i kan\u00eb th\u00ebn\u00eb RTK-s\u00eb se ZRRE e p\u00ebrcakton nivelin e borxhit t\u00eb keq, nd\u00ebrkaq ata vet\u00ebm respektojn\u00eb dispozitat rregullative.<\/p>\n\n\n\n<p>\u201cTrajtimi i borxhit t\u00eb keq p\u00ebrcaktohet n\u00eb Rregull\u00ebn p\u00ebr Vendosjen e t\u00eb Hyrave p\u00ebr Furnizuesin me Sh\u00ebrbim Universal, nr. 15\/2017 e aprovuar nga Zyra Rregullatit p\u00ebr Energji (ZRrE). N\u00eb p\u00ebrputhje me k\u00ebt\u00eb rregull, ZRRE e p\u00ebrcakton nivelin e borxhit t\u00eb keq. Ne si kompani e rregulluar respektojm\u00eb me p\u00ebrpik\u00ebri k\u00ebto dispozita rregullative, duke i zbatuar ato brenda metodologjis\u00eb s\u00eb miratuar dhe vendimit rregullativ sikurse kur aplikojm\u00eb per tarifa, ashtu edhe gjate raportimeve\u201d.<\/p>\n\n\n\n<p>E nga ZRRE deklarojn\u00eb se KESCO ka propozuar nivel m\u00eb t\u00eb lart\u00eb t\u00eb borxhit t\u00eb keq, por q\u00eb ata e kan\u00eb ulur at\u00eb.<\/p>\n\n\n\n<p>\u201cSa i p\u00ebrket verifikimit, ZRRE ka analizuar t\u00eb dh\u00ebnat historike t\u00eb ark\u00ebtimit, struktur\u00ebn e borxheve dhe masat e nd\u00ebrmarra nga furnizuesi p\u00ebr mbledhjen e tyre. N\u00eb k\u00ebt\u00eb proces jan\u00eb marr\u00eb parasysh vet\u00ebm ato borxhe q\u00eb konsiderohen realisht t\u00eb paark\u00ebtueshme, duke p\u00ebrjashtuar \u00e7do element q\u00eb mund t\u00eb lidhet me munges\u00eb efikasiteti n\u00eb ark\u00ebtim. Gjithashtu, \u00ebsht\u00eb b\u00ebr\u00eb krahasim me nivelet e m\u00ebparshme dhe me praktikat rregullatore p\u00ebr t\u00eb siguruar q\u00eb niveli i njohur t\u00eb jet\u00eb i arsyesh\u00ebm\u201d.<\/p>\n\n\n\n<p>Fidan Qerimi, profesor i ekonomis\u00eb tha se qytetar\u00ebt e Kosov\u00ebs, ata q\u00eb kan\u00eb qen\u00eb t\u00eb p\u00ebrgjegjsh\u00ebm dhe nd\u00ebrgjegjsh\u00ebm ndaj obligimeve t\u00eb t\u00eb shpenzimeve t\u00eb tyre t\u00eb energjis\u00eb q\u00eb kan\u00eb qen\u00eb pagues t\u00eb rregullt, do t\u00eb thot\u00eb kan\u00eb paguar koston e nj\u00eb pjese q\u00eb kan\u00eb qen\u00eb t\u00eb pap\u00ebrgjegjsh\u00ebm.<\/p>\n\n\n\n<p>&#8220;Mendoj q\u00eb kjo duhet q\u00eb ZRRE-ja t\u00eb ulet dhe ta gjej\u00eb nj\u00eb modalitet se si &nbsp;ato humbje q\u00eb jan\u00eb n\u00eb rrjet, do t\u00eb thot\u00eb qoft\u00eb vjedhje, qoft\u00eb humbje t\u00eb tjera t\u00eb gjejn\u00eb nj\u00eb mekaniz\u00ebm se si do t\u00eb kompensohen\u201d, theksoi ai.<\/p>\n\n\n\n<p>Raporti i Auditorit t\u00eb P\u00ebrgjithsh\u00ebm i vitit 2019, \u2018Sistemi i P\u00ebrcaktimit t\u00eb Tarifave t\u00eb Energjis\u00eb Elektrike, Termike dhe atyre t\u00eb Uj\u00ebsjell\u00ebsit\u2019, citon se ZRRE nuk ka nj\u00eb rregullore p\u00ebr klasifikimin e llogarive t\u00eb ark\u00ebtueshme dhe me fokus t\u00eb ve\u00e7ant\u00eb p\u00ebr identifikimin e borxheve t\u00eb k\u00ebqija.
