Hulumtues t\u00eb Institutit Demokratik t\u00eb Kosov\u00ebs e p\u00ebrfaq\u00ebsues t\u00eb partive politike jan\u00eb b\u00ebr\u00eb bashk\u00eb p\u00ebr t\u00eb diskutuar rreth pun\u00ebs s\u00eb legjislatur\u00ebs s\u00eb 10-t\u00eb t\u00eb Kuvendit t\u00eb Kosov\u00ebs. Me k\u00ebt\u00eb rast u publikua edhe raporti monitorues i IKD-s\u00eb p\u00ebr pun\u00ebn e k\u00ebsaj legjislature.<\/strong><\/p>\n\n\n\n

Naim Jakaj, hulumtues i lart\u00eb n\u00eb IKD tha se legjislatura e kaluar nisi me rit\u00ebm t\u00eb shpejt, ku p\u00ebr muajt shkurt-prill u mbajt\u00ebn 24 seanca, 10 prej t\u00eb cilave ishin t\u00eb jasht\u00ebzakonshme.<\/p>\n\n\n\n

Me k\u00ebt\u00eb rast, ai ngriti shqet\u00ebsime p\u00ebr procedurat e p\u00ebrshpejtuara q\u00eb u p\u00ebrdor\u00ebn p\u00ebr kalimin e disa projektligjeve, munges\u00ebn e konsensusit mes partive politike, deputet\u00ebt pasiv q\u00eb nuk mor\u00ebn fjal\u00ebn asnj\u00ebher\u00eb, e sfida tjera me t\u00eb cilat u p\u00ebrball legjislatura.<\/p>\n\n\n\n

Ish-deputeti i LVV-s\u00eb, Ilir K\u00ebrqeli deklaroi se pasi vendi rrezikonte t\u00eb shkonte n\u00eb zgjedhje, pushteti i ka shtyr\u00eb para projektligjet p\u00ebrmes procedurave t\u00eb p\u00ebrshpejtuara.<\/p>\n\n\n\n

“Kan\u00eb qen\u00eb disa projektligje q\u00eb \u00ebsht\u00eb dashur t\u00eb p\u00ebrfundojn\u00eb shpejt. Ndoshta arsyeja se pse jemi ngutur n\u00eb disa projektligje ka qen\u00eb se dukej se vendi po shkonte n\u00eb zgjedhje. Mendoj q\u00eb ka qen\u00eb pun\u00eb e mir\u00eb q\u00eb jan\u00eb shtyr\u00eb k\u00ebto projektligje q\u00eb t\u00eb p\u00ebrfundojn\u00eb sa m\u00eb her\u00ebt. Sa i p\u00ebrket akuzave p\u00ebr procedura t\u00eb p\u00ebrshpejtuara, \u00e7do projektligj q\u00eb ka kaluar dhe asnj\u00eb vendim nuk \u00ebsht\u00eb marr\u00eb jasht\u00eb rendit kushtetues. E p\u00ebr akuzat p\u00ebr munges\u00eb konsensusi politik, LVV ka zhvilluar takime me partit\u00eb opozitare. Konsensusi nuk duhet t\u00eb b\u00ebhet vet\u00ebm nga nj\u00ebra pal\u00eb por t\u00eb gjith\u00eb duhet t\u00eb jemi t\u00eb p\u00ebrfshira”, ka deklaruar ai.<\/p>\n\n\n\n

Mir\u00ebpo sipas Arben Mustaf\u00ebs t\u00eb PDK-s\u00eb, nuk ka qen\u00eb urgjenc\u00eb kalimi i projektligjeve p\u00ebrmes k\u00ebtyre procedurave.<\/p>\n\n\n\n

“Ligje t\u00eb r\u00ebnd\u00ebsishme si\u00e7 \u00ebsht\u00eb buxheti, ligji p\u00ebr \u00e7mimet tavan, ligji p\u00ebr energjin\u00eb kan\u00eb dasht\u00eb t\u2019i kalojn\u00eb pa pas nj\u00eb diskutim mes deputet\u00ebve. N\u00ebse deputet\u00ebve nuk i mund\u00ebsohet t\u00eb japin kontribut p\u00ebr to, \u00e7ka duhen deputet\u00ebt n\u00eb Kuvend. Ajo si i ka par\u00eb kjo legjislatur\u00eb deputet\u00ebt ka qen\u00eb vet\u00ebn p\u00ebr votim. Ne vazhdojm\u00eb zgjatjet buxhetore, t\u00eb nes\u00ebrmen na vjen buxheti n\u00eb procedura t\u00eb p\u00ebrshpejtuara. Nuk kishte fare urgjenc\u00eb. Kjo tregon nj\u00eb joseriozitet”, ka theksuar Mustafa.<\/p>\n\n\n\n

Sipas Jehona Lushaku-Sadriut t\u00eb LDK-s\u00eb, Kosova do ta ket\u00eb problem implementimin e ligjeve t\u00eb miratuara n\u00eb procedura t\u00eb p\u00ebrshpejtuara.<\/p>\n\n\n\n

“Kjo legjislatur\u00eb karakterizohet me arroganc\u00eb t\u00eb shumic\u00ebs n\u00eb p\u00ebrcaktimin e agjend\u00ebs legjislative. Agjenda ka synuar t’i thyej\u00eb afatet kohore vet\u00ebm p\u00ebr t’i proceduar projektligjet. Nj\u00eb parti politike kur ka kaq shum\u00eb vot\u00eb ka arritur t’i kaloj k\u00ebto projektligje. Kosova do t\u00eb ket\u00eb probleme serioz p\u00ebr t’i implementuar ato ligje”, shtoi ajo.<\/p>\n\n\n\n

Kritika rreth mazhoranc\u00ebs n\u00eb legjislatur\u00ebn e kaluar pati edhe Besnik Tahiri i AAK-s\u00eb.<\/p>\n\n\n\n

“Legjislatura e 10-t\u00eb e ka nisur pun\u00ebn mbrapsht\u00eb dhe e p\u00ebrfundoi edhe m\u00eb mbrapsht\u00eb. N\u00eb dit\u00ebn e nisjes \u00ebsht\u00eb k\u00ebrkuar vot\u00eb prej deputet\u00ebve pa e pasur para deputeti ekspozen\u00eb, s\u00eb paku nj\u00eb orientim t\u00eb politikave strategjike. Nuk kemi pasur as list\u00ebn e ministrive as emrat e ministrave. N\u00ebse b\u00ebjm\u00eb nj\u00eb analiz\u00eb t\u00eb k\u00ebsaj legjislature, jan\u00eb dy momente historike. Kjo \u00ebsht\u00eb legjislatura m\u00eb e shkurt dhe \u00ebsht\u00eb legjislatura ku ka pasur m\u00eb s\u00eb shumti k\u00ebrkesa p\u00ebr seanca t\u00eb jasht\u00ebzakonshme.
