T\u00eb dh\u00ebnat e Institutit GAP tregojn\u00eb se mbi 126 milion\u00eb euro jan\u00eb shpenzuar n\u00eb vitin 2025 p\u00ebr t\u00eb shlyer obligimet gjyq\u00ebsore q\u00eb vijn\u00eb nga kontratat kolektive n\u00eb arsim dhe sh\u00ebndet\u00ebsi.<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Parat\u00eb q\u00eb do t\u00eb mund t\u00eb p\u00ebrmir\u00ebsonin mir\u00ebqenien e qytetar\u00ebve, po shpenzohen p\u00ebr shlyerje t\u00eb detyrimeve ligjore q\u00eb kan\u00eb komunat.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pra, n\u00eb vend se t\u00eb nd\u00ebrtoheshin rrug\u00eb , \u00e7erdhe t\u00eb reja e t\u00eb p\u00ebrmir\u00ebsohen sh\u00ebrbimet sh\u00ebndet\u00ebsore, buxheti i parapar\u00eb p\u00ebr k\u00ebto, u shpenzua nga komunat p\u00ebr t\u00eb paguar obligimet gjyq\u00ebsore dhe p\u00ebrmbarimore.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Vet\u00ebm vitin e kaluar, plot 126.6 milion\u00eb euro u paguan p\u00ebr p\u00ebrmbarues e vendime gjyq\u00ebsore nga komunat.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">T\u00eb dh\u00ebnat e Instituti GAP tregojn\u00eb se k\u00ebto para jan\u00eb shpenzuar p\u00ebr t\u00eb shlyer obligimet gjyq\u00ebsore q\u00eb vijn\u00eb nga kontratat kolektive n\u00eb arsim dhe sh\u00ebndet\u00ebsi, obligimet nga vendimi qeveritar i 2008-t\u00ebs p\u00ebr pages\u00eb shtes\u00eb bazuar n\u00eb kualifikim, kompensimet p\u00ebr shujta e transport. Shto k\u00ebtu edhe vonesat n\u00eb pagesa ndaj furnitor\u00ebve.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&nbsp;\u201cShumica e tyre kan\u00eb t\u00eb b\u00ebjn\u00eb me kontrata kolektive dhe n\u00eb k\u00ebt\u00eb rast komunave padrejt\u00ebsisht jan\u00eb duke iu marr\u00eb k\u00ebto mjete financiare sepse kontratat kolektive nuk jan\u00eb n\u00ebnshkruar nga komunat dhe sindikatat p\u00ebrkat\u00ebse, po k\u00ebto kontrata i kan\u00eb n\u00ebnshkruar niveli qendror me sindikatat p\u00ebrkat\u00ebse. Prej vitit 2022 deri e deri m\u00eb tani komunave iu kan\u00eb marr\u00eb mbi rreth 350 milion\u00eb euro. Nga k\u00ebto 350 milion\u00eb euro, p\u00ebrve\u00e7 p\u00ebrfituesve direkt q\u00eb jan\u00eb m\u00ebsimdh\u00ebn\u00ebsit edhe kategori t\u00eb tjera, dometh\u00ebn\u00eb, t\u00eb parapara nga kontratat kolektive edhe p\u00ebr sh\u00ebndet\u00ebsi, p\u00ebrmbaruesit, avokat\u00ebt dhe proceset n\u00eb gjyq\u00ebsore q\u00eb kan\u00eb marr\u00eb, shuma totale \u00ebsht\u00eb mbi 93 milion\u00eb euro\u201d, tha Sazan Ibrahimi, kryetar i Asociacionit t\u00eb Komunave.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">P\u00ebr t\u2019i paguar k\u00ebto gjoba e detyrime ligjore, komunat po i marrin parat\u00eb nga projektet kapitale.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Vet\u00ebm n\u00eb Komun\u00ebn e Prishtin\u00ebs jan\u00eb rritur p\u00ebr mbi 300% pagesat p\u00ebr vendime gjyq\u00ebsore dhe p\u00ebrmbarimore n\u00eb 2025-t\u00ebn.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cKur ta bllokon krejt buxhetin ti nuk e ke n\u00eb dor\u00eb kontrollin e buxhetit, prandaj ke edhe p\u00ebrmbaruesit q\u00eb i marrin fondet n\u00eb m\u00ebnyr\u00eb t\u00eb pakontrolluar.
