Sipas saj, Raporti Vjetor i Auditimit p\u00ebr Buxhetin e Kosov\u00ebs pritet t\u2019i dor\u00ebzohet Kuvendit t\u00eb Kosov\u00ebs jo m\u00eb von\u00eb se 31 gusht t\u00eb vitit 2026.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Spanca b\u00ebri t\u00eb ditur se nga 94 raporte t\u00eb auditimit financiar dhe t\u00eb pajtueshm\u00ebris\u00eb, jan\u00eb dh\u00ebn\u00eb 55 opinione t\u00eb kualifikuara, 4 t\u00eb kund\u00ebrta dhe 35 t\u00eb pamodifikuara.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sipas ZKA-s\u00eb, problemet kryesore lidhen me pasakt\u00ebsi n\u00eb raportimin financiar, shkelje n\u00eb procedurat e prokurimit, si dhe mang\u00ebsi n\u00eb menaxhimin e kontratave dhe shpenzimeve publike.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Spanca ka b\u00ebr\u00eb t\u00eb ditur se n\u00eb nd\u00ebrmarrjet publike jan\u00eb regjistruar 4 opinione t\u00eb kund\u00ebrta dhe 5 t\u00eb kualifikuara.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">N\u00eb raportin e prezantuar sot, ZKA evidentoi nj\u00eb seri shkeljesh sistematike n\u00eb nivel qendror dhe lokal. Nd\u00ebr to: hyrje n\u00eb obligime pa mbules\u00eb buxhetore, kontraktim i projekteve pa fonde t\u00eb siguruara, vonesa n\u00eb realizimin e investimeve kapitale, si dhe mosrespektim i procedurave t\u00eb prokurimit publik.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Po ashtu, jan\u00eb evidentuar raste t\u00eb pagesave me vones\u00eb, angazhime t\u00eb stafit jasht\u00eb procedurave ligjore, si dhe p\u00ebrdorim i mang\u00ebt i sistemit t\u00eb e-prokurimit.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nj\u00eb nga pjes\u00ebt m\u00eb t\u00eb theksuara t\u00eb raportit i takon Komun\u00ebs s\u00eb Prishtin\u00ebs, ku ZKA ka dh\u00ebn\u00eb opinion t\u00eb kualifikuar p\u00ebr pasqyrat financiare dhe konkluzion t\u00eb kund\u00ebrt p\u00ebr pajtueshm\u00ebrin\u00eb.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sipas raportit, jan\u00eb identifikuar: klasifikim i gabuar i shpenzimeve n\u00eb 52 raste, n\u00eb vler\u00eb mbi 7.7 milion\u00eb euro, mbivler\u00ebsim i detyrimeve kontingjente mbi 27 milion\u00eb euro, &nbsp;pasakt\u00ebsi n\u00eb llogarit\u00eb e ark\u00ebtueshme dhe detyrimet financiare.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">ZKA ka ngritur gjithashtu shqet\u00ebsime p\u00ebr nj\u00eb projekt me UNDP-n\u00eb, ku jan\u00eb transferuar 5.2 milion\u00eb euro parapagim, nd\u00ebrsa mungon monitorim i plot\u00eb institucional dhe transparenc\u00eb mbi zbatimin e tij.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Raporti evidenton edhe shkelje t\u00eb shumta n\u00eb procedurat e prokurimit, p\u00ebrfshir\u00eb gabime n\u00eb vler\u00ebsim t\u00eb ofertave, mosp\u00ebrfshirje t\u00eb pozicioneve n\u00eb kontrata dhe devijime n\u00eb vlerat p\u00ebrfundimtare t\u00eb projekteve.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Po ashtu, jan\u00eb konstatuar raste t\u00eb lidhjes s\u00eb kontratave pa mbules\u00eb buxhetore dhe fillim i punimeve pa leje t\u00eb nevojshme nd\u00ebrtimore n\u00eb projekte t\u00eb m\u00ebdha infrastrukturore.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Spanca tutje ka b\u00ebr\u00eb t\u00eb ditur se gjat\u00eb vitit 2025, pagesat p\u00ebrmes vendimeve gjyq\u00ebsore kan\u00eb arritur n\u00eb mbi 45 milion\u00eb euro.
