Sipas tyre, b\u00ebhet fjal\u00eb p\u00ebr gjuh\u00eb urrejtjeje dhe normalizim t\u00eb ides\u00eb s\u00eb d\u00ebbimit etnik.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Deklarata e ministres s\u00eb Administrat\u00ebs Shtet\u00ebrore dhe Vet\u00ebqeverisjes Lokale, Snezhana Paunoviq, se po t\u00eb kishte qen\u00eb n\u00eb vend t\u00eb Slobodan Millosheviqit do ta \u201cspastronte etnikisht Kosov\u00ebn n\u00eb vitin 1998\u201d, shkaktoi reagime t\u00eb ashpra politike, k\u00ebrkesa p\u00ebr shkarkimin e saj dhe hapi nj\u00eb debat t\u00eb ri mbi kufijt\u00eb e diskursit politik n\u00eb Serbi dhe raportin e shtetit ndaj luft\u00ebrave t\u00eb viteve n\u00ebnt\u00ebdhjet\u00eb.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nd\u00ebr t\u00eb parat reagoi L\u00ebvizja e Qytetar\u00ebve t\u00eb Lir\u00eb (PSG), e cila e vler\u00ebsoi deklarat\u00ebn si gjuh\u00eb urrejtjeje dhe thirrje t\u00eb hapur p\u00ebr d\u00ebbim etnik, duke k\u00ebrkuar nga kryeministri Gjuro Macut ta shkarkoj\u00eb ministren.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cNj\u00eb person q\u00eb arsyeton d\u00ebbimin e njer\u00ebzve vet\u00ebm p\u00ebr shkak t\u00eb p\u00ebrkat\u00ebsis\u00eb s\u00eb tyre komb\u00ebtare nuk mund t\u00eb jet\u00eb an\u00ebtar i Qeveris\u00eb s\u00eb Serbis\u00eb, e aq m\u00eb pak ministre q\u00eb duhet t\u00eb garantoj\u00eb barazin\u00eb e t\u00eb gjith\u00eb qytetar\u00ebve para institucioneve dhe respektimin e Kushtetut\u00ebs dhe ligjeve. N\u00ebse kryeministri Gjuro Macut nuk propozon shkarkimin e Snezhana Paunoviqit, kjo do t\u00eb jet\u00eb d\u00ebshmi se Qeveria aktuale nuk \u00ebsht\u00eb e gatshme t\u00eb distancohet nga politika e nacionalizmit dhe luft\u00ebrave t\u00eb viteve n\u00ebnt\u00ebdhjet\u00eb\u201d, thuhet n\u00eb reagimin e PSG-s\u00eb.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Partia k\u00ebrkoi gjithashtu q\u00eb prokuroria kompetente t\u00eb shqyrtoj\u00eb n\u00ebse deklaratat e ministres p\u00ebrmbajn\u00eb elemente t\u00eb vepr\u00ebs penale t\u00eb nxitjes s\u00eb urrejtjes dhe mosdurimit komb\u00ebtar, racor dhe fetar, sipas nenit 317 t\u00eb Kodit Penal.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Paunoviq deklaroi p\u00ebr TV Kurir se me termin \u201cspastrim etnik\u201d nuk kishte n\u00ebnkuptuar vrasje, por \u201clargimin e t\u00eb gjith\u00eb atyre q\u00eb nuk ndiheshin qytetar\u00eb t\u00eb Republik\u00ebs Federale t\u00eb Jugosllavis\u00eb s\u00eb at\u00ebhershme\u201d n\u00eb, si\u00e7 tha ajo, \u201cvendin e tyre am\u00eb\u201d.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">PSG vler\u00ebson se ky sqarim nuk e zbuti deklarat\u00ebn, por p\u00ebrkundrazi e konfirmoi edhe m\u00eb tej kuptimin e saj, pasi d\u00ebbimi i njer\u00ebzve p\u00ebr shkak t\u00eb p\u00ebrkat\u00ebsis\u00eb s\u00eb tyre komb\u00ebtare, sipas tyre, p\u00ebrb\u00ebn thirrje p\u00ebr spastrim etnik.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Reagoi edhe partia Serbia Qendra (SRCE), e cila k\u00ebrkoi nga kryeministri Gjuro Macut t\u00eb deklarohet n\u00ebse fjala e ministres p\u00ebrfaq\u00ebson q\u00ebndrimin zyrtar t\u00eb Qeveris\u00eb dhe t\u00eb inicioj\u00eb shkarkimin e saj.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cKryeministri Macut duhet t\u2019i p\u00ebrgjigjet urgjentisht opinionit n\u00ebse kjo deklarat\u00eb shoviniste \u00ebsht\u00eb politik\u00eb zyrtare e Qeveris\u00eb s\u00eb tij, n\u00ebse ai personalisht dhe politikisht q\u00ebndron pas k\u00ebtyre fjal\u00ebve, si dhe \u00e7far\u00eb masash konkrete do t\u00eb nd\u00ebrmarr\u00eb ndaj ministres n\u00ebse kjo nuk \u00ebsht\u00eb politik\u00eb e Qeveris\u00eb, p\u00ebrfshir\u00eb k\u00ebrkes\u00ebn p\u00ebr dor\u00ebheqjen ose procedur\u00ebn p\u00ebr shkarkimin e saj n\u00eb Kuvend\u201d, thuhet n\u00eb reagimin e SRCE-s\u00eb.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">SRCE vler\u00ebsoi se deklarata e ministres paraqet rikthim t\u00eb retorik\u00ebs s\u00eb \u201cperiudhave m\u00eb t\u00eb err\u00ebta\u201d t\u00eb historis\u00eb s\u00eb re t\u00eb Serbis\u00eb dhe paralajm\u00ebroi se \u00ebsht\u00eb e papranueshme q\u00eb nj\u00eb an\u00ebtare e Qeveris\u00eb t\u00eb promovoj\u00eb publikisht politika q\u00eb, sipas tyre, e \u00e7uan vendin gjat\u00eb viteve n\u00ebnt\u00ebdhjet\u00eb n\u00eb izolim nd\u00ebrkomb\u00ebtar, sanksione dhe luft\u00ebra.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sipas SRCE-s\u00eb, deklarata t\u00eb tilla tregojn\u00eb hendekun nd\u00ebrmjet angazhimit deklarativ t\u00eb pushtetit p\u00ebr integrimet evropiane dhe mesazheve q\u00eb d\u00ebrgojn\u00eb funksionar\u00ebt m\u00eb t\u00eb lart\u00eb shtet\u00ebror\u00eb. Ata vler\u00ebsojn\u00eb se mungesa e reagimit nga kryeministri Gjuro Macut do t\u00eb n\u00ebnkuptonte pranimin e nj\u00eb diskursi t\u00eb till\u00eb politik.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Reagoi edhe shoq\u00ebria civile<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Themeluesja e Fondit p\u00ebr t\u00eb Drejt\u00ebn Humanitare, Natasha Kandiq, vler\u00ebsoi se ministrja me deklarat\u00ebn e saj nuk flet p\u00ebr Serbin\u00eb q\u00eb synon an\u00ebtar\u00ebsimin n\u00eb Bashkimin Evropian.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cKur ministrja e Qeveris\u00eb s\u00eb Serbis\u00eb, Snezhana Paunoviq, e paraqet spastrimin etnik si zgjidhje politike, ajo nuk flet n\u00eb em\u00ebr t\u00eb Serbis\u00eb q\u00eb \u00ebsht\u00eb n\u00eb rrug\u00ebn drejt Bashkimit Evropian, por n\u00eb em\u00ebr t\u00eb ideologjis\u00eb s\u00eb luft\u00ebrave t\u00eb viteve n\u00ebnt\u00ebdhjet\u00eb\u201d, shkroi Kandiq n\u00eb rrjetin social X.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Deklarat\u00ebn e d\u00ebnoi ashp\u00ebr edhe Grupi i Pun\u00ebs i Konvent\u00ebs Komb\u00ebtare p\u00ebr Bashkimin Evropian p\u00ebr Kapitullin 35, i cili e cil\u00ebsoi at\u00eb si gjuh\u00eb urrejtjeje dhe i b\u00ebri thirrje kryeministrit Gjuro Macut ta shkarkoj\u00eb menj\u00ebher\u00eb ministren.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cDeklarata e ministres Paunoviq p\u00ebrb\u00ebn gjuh\u00eb urrejtjeje dhe tregon se n\u00eb Serbi ende jan\u00eb n\u00eb pushtet mbrojt\u00ebsit e ideve kriminale t\u00eb Slobodan Millosheviqit, t\u00eb cilat \u00e7uan n\u00eb vuajtje masive njer\u00ebzore, n\u00eb nj\u00eb num\u00ebr t\u00eb madh vendimesh gjyq\u00ebsore nd\u00ebrkomb\u00ebtare dhe vendore p\u00ebr krime lufte, n\u00eb humbjen e kontrollit mbi Kosov\u00ebn pas Marr\u00ebveshjes s\u00eb Kumanov\u00ebs dhe n\u00eb d\u00ebmtimin afatgjat\u00eb t\u00eb reputacionit nd\u00ebrkomb\u00ebtar t\u00eb Serbis\u00eb\u201d, thuhet n\u00eb reagimin e Grupit t\u00eb Pun\u00ebs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Grupi i Pun\u00ebs i b\u00ebri thirrje edhe kryetarit t\u00eb Partis\u00eb Socialiste t\u00eb Serbis\u00eb, Ivica Da\u00e7iq, t\u00eb distancohet publikisht nga deklarata e Snezhana Paunoviqit dhe ta p\u00ebrjashtoj\u00eb at\u00eb nga an\u00ebtar\u00ebsia n\u00eb SPS.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Konteksti historik dhe juridik<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Snezhana Paunoviq, me origjin\u00eb nga Peja, \u00ebsht\u00eb funksionare e Partis\u00eb Socialiste t\u00eb Serbis\u00eb (SPS), parti politike udh\u00ebheq\u00ebsi i s\u00eb cil\u00ebs gjat\u00eb viteve n\u00ebnt\u00ebdhjet\u00eb ishte Slobodan Millosheviqi. Kund\u00ebr tij, n\u00eb Tribunalin Penal Nd\u00ebrkomb\u00ebtar p\u00ebr ish-Jugosllavin\u00eb, u zhvillua proces gjyq\u00ebsor p\u00ebr krime lufte, krime kund\u00ebr njer\u00ebzimit dhe gjenocid, por ai nuk p\u00ebrfundoi pasi Millosheviqi vdiq n\u00eb vitin 2006 gjat\u00eb gjykimit.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Deklarata e ministres vjen gati tri dekada pas luft\u00ebs n\u00eb Kosov\u00eb, gjat\u00eb s\u00eb cil\u00ebs, sipas t\u00eb dh\u00ebnave t\u00eb Fondit p\u00ebr t\u00eb Drejt\u00ebn Humanitare, u vran\u00eb m\u00eb shum\u00eb se 13.000 njer\u00ebz, nd\u00ebrsa rreth 800.000 shqiptar\u00eb u detyruan t\u00eb largoheshin nga sht\u00ebpit\u00eb e tyre.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">P\u00ebr krimet e kryera n\u00eb Kosov\u00eb, para Tribunalit t\u00eb Hag\u00ebs u gjykuan Slobodan Millosheviqi dhe gjasht\u00eb bashk\u00ebpun\u00ebtor\u00ebt e tij m\u00eb t\u00eb af\u00ebrt. Edhe pse procesi ndaj Millosheviqit nuk p\u00ebrfundoi p\u00ebr shkak t\u00eb vdekjes s\u00eb tij, n\u00eb aktgjykimet p\u00ebrfundimtare n\u00eb rastet \u201cShainoviq&nbsp;dhe t\u00eb tjer\u00ebt\u201d dhe \u201cGjorgjeviq\u201d, ai p\u00ebrmendet si pjes\u00ebmarr\u00ebs n\u00eb nj\u00eb nd\u00ebrmarrje t\u00eb p\u00ebrbashk\u00ebt kriminale.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Me d\u00ebnime shum\u00ebvje\u00e7are me burg p\u00ebr krimet ndaj shqiptar\u00ebve t\u00eb Kosov\u00ebs jan\u00eb d\u00ebnuar Nikola Shainoviq, Nebojsha Pavkoviq, Dragoljub Ojdaniq, Vladimir Lazareviq, Sreten Lukiq dhe Vlastimir Gjorgjeviq&nbsp;p\u00ebr deportime, p\u00ebrndjekje, vrasje dhe zhvendosje t\u00eb detyruar t\u00eb popullsis\u00eb.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">P\u00ebrve\u00e7 vendimeve t\u00eb Tribunalit t\u00eb Hag\u00ebs, edhe gjykatat n\u00eb Serbi kan\u00eb shqiptuar nj\u00eb num\u00ebr aktgjykimesh t\u00eb form\u00ebs s\u00eb prer\u00eb p\u00ebr krime lufte ndaj civil\u00ebve shqiptar\u00eb n\u00eb Kosov\u00eb. Nd\u00ebr m\u00eb t\u00eb r\u00ebnd\u00ebsishmet jan\u00eb aktgjykimi p\u00ebr masakr\u00ebn n\u00eb Suharek\u00eb, ku u vran\u00eb 48 an\u00ebtar\u00eb t\u00eb familjes Berisha; aktgjykimi p\u00ebr krimin n\u00eb Podujev\u00eb, ku pjes\u00ebtar\u00ebt e nj\u00ebsis\u00eb \u201cShkorpion\u00ebt\u201d u d\u00ebnuan p\u00ebr vrasjen e 14 civil\u00ebve shqiptar\u00eb, mes tyre shtat\u00eb f\u00ebmij\u00eb; si dhe aktgjykimi n\u00eb rastin Trnje, ku ish-pjes\u00ebtari i Ushtris\u00eb Jugosllave, Rajko Kozlina, u d\u00ebnua p\u00ebr vrasjen e 15 civil\u00ebve shqiptar\u00eb.
