{"id":24150,"date":"2026-07-14T16:31:00","date_gmt":"2026-07-14T14:31:00","guid":{"rendered":"https:\/\/kosovatimes.info\/?p=24150"},"modified":"2026-07-14T18:35:05","modified_gmt":"2026-07-14T16:35:05","slug":"kdi-presidentja-ne-detyre-ta-caktoje-sa-me-pare-seancen-konstituive","status":"publish","type":"post","link":"https:\/\/kosovatimes.info\/index.php\/2026\/07\/14\/kdi-presidentja-ne-detyre-ta-caktoje-sa-me-pare-seancen-konstituive\/","title":{"rendered":"KDI: Presidentja n\u00eb detyr\u00eb ta caktoj\u00eb sa m\u00eb par\u00eb seanc\u00ebn konstituive"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\"><strong>Instituti Demokratik i Kosov\u00ebs (KDI) i ka b\u00ebr\u00eb thirrje Presidentes n\u00eb detyr\u00eb, Albulena Haxhiu, q\u00eb pas p\u00ebrfundimit t\u00eb konsultimeve me subjektet politike parlamentare, t\u00eb caktoj\u00eb sa m\u00eb par\u00eb dat\u00ebn e mbajtjes s\u00eb seanc\u00ebs konstituive t\u00eb Kuvendit.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">N\u00eb nj\u00eb reagim publik, KDI thekson se pas certifikimit t\u00eb rezultateve p\u00ebrfundimtare t\u00eb zgjedhjeve t\u00eb 7 qershorit ka nisur afati kushtetues p\u00ebr konstituimin e legjislatur\u00ebs s\u00eb re, duke vler\u00ebsuar se afati 30-ditor \u00ebsht\u00eb kufiri maksimal kushtetues dhe nuk duhet t\u00eb shnd\u00ebrrohet n\u00eb periudh\u00eb pritjeje, pasigurie dhe mosfunksionimi t\u00eb Kuvendit.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sipas KDI-s\u00eb, edhe pse afati kushtetues nuk ka p\u00ebrfunduar ende, Presidentja n\u00eb detyr\u00eb ka p\u00ebrgjegj\u00ebsi institucionale q\u00eb t\u00eb shmang\u00eb \u00e7do vones\u00eb t\u00eb panevojshme dhe t\u00eb siguroj\u00eb fillimin me koh\u00eb t\u00eb procesit t\u00eb konstituimit t\u00eb Kuvendit, n\u00eb p\u00ebrputhje me interesin publik.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Instituti vler\u00ebson se Kosova, pas nj\u00eb periudhe t\u00eb zgjatur me institucione n\u00eb detyr\u00eb, ka nevoj\u00eb p\u00ebr institucione me mandat t\u00eb plot\u00eb, t\u00eb afta p\u00ebr t\u00eb ushtruar p\u00ebrgjegj\u00ebsit\u00eb e tyre kushtetuese. Po ashtu, rikujton se p\u00ebrvojat e m\u00ebparshme kan\u00eb d\u00ebshmuar se vonesat n\u00eb konstituimin e institucioneve mund t\u00eb krijojn\u00eb bllokada dhe t\u00eb d\u00ebmtojn\u00eb funksionimin normal t\u00eb shtetit.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">KDI i ka k\u00ebrkuar ushtrueses s\u00eb detyr\u00ebs s\u00eb Presidentes q\u00eb, pas p\u00ebrfundimit t\u00eb konsultimeve, t\u00eb caktoj\u00eb sa m\u00eb par\u00eb dat\u00ebn e seanc\u00ebs konstituive, n\u00eb m\u00ebnyr\u00eb q\u00eb procesi t\u00eb p\u00ebrfundoj\u00eb brenda afatit dhe t\u00eb shmanget afrimi i panevojsh\u00ebm me kufirin kushtetues t\u00eb 7 gushtit.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Po ashtu, organizata ka k\u00ebrkuar q\u00eb Presidentja n\u00eb detyr\u00eb t&#8217;u b\u00ebj\u00eb thirrje publike subjekteve politike parlamentare p\u00ebr pjes\u00ebmarrje konstruktive n\u00eb seanc\u00eb, me q\u00ebllim q\u00eb Kuvendi t\u00eb konstituohet plot\u00ebsisht, si dhe ta informoj\u00eb publikun brenda 48 or\u00ebve p\u00ebr p\u00ebrfundimin e konsultimeve dhe dat\u00ebn e pritshme t\u00eb seanc\u00ebs konstituive.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sipas KDI-s\u00eb, konstituimi i Kuvendit \u00ebsht\u00eb parakusht p\u00ebr formimin e institucioneve t\u00eb reja, p\u00ebrfshir\u00eb Qeverin\u00eb dhe zgjedhjen e Presidentit t\u00eb ri, si dhe p\u00ebr rikthimin e funksionimit t\u00eb plot\u00eb t\u00eb rendit kushtetues dhe ushtrimin e funksioneve legjislative e mbik\u00ebqyr\u00ebse t\u00eb Kuvendit.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Instituti Demokratik i Kosov\u00ebs (KDI) i ka b\u00ebr\u00eb thirrje Presidentes n\u00eb detyr\u00eb, Albulena Haxhiu, q\u00eb pas p\u00ebrfundimit t\u00eb konsultimeve me subjektet politike parlamentare, t\u00eb caktoj\u00eb sa m\u00eb par\u00eb dat\u00ebn e mbajtjes s\u00eb seanc\u00ebs konstituive t\u00eb Kuvendit.
