{"id":26097,"date":"2026-08-05T11:34:06","date_gmt":"2026-08-05T09:34:06","guid":{"rendered":"https:\/\/kosovatimes.info\/?p=26097"},"modified":"2026-08-05T11:34:07","modified_gmt":"2026-08-05T09:34:07","slug":"ugsh-kundershton-rregulloren-e-re-te-gjkko-se-kufizon-lirine-e-medias-dhe-cenon-te-drejten-e-informimit","status":"publish","type":"post","link":"https:\/\/kosovatimes.info\/index.php\/2026\/08\/05\/ugsh-kundershton-rregulloren-e-re-te-gjkko-se-kufizon-lirine-e-medias-dhe-cenon-te-drejten-e-informimit\/","title":{"rendered":"UGSH kund\u00ebrshton rregulloren e re t\u00eb GJKKO-s\u00eb: Kufizon lirin\u00eb e medias dhe cenon t\u00eb drejt\u00ebn e informimit"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\"><strong>Unioni i Gazetar\u00ebve Shqiptar\u00eb (UGSH) ka reaguar ashp\u00ebr ndaj rregullores s\u00eb re t\u00eb publikuar nga Gjykata e Posa\u00e7me kund\u00ebr Korrupsionit dhe Krimit t\u00eb Organizuar (GJKKO) duke e cil\u00ebsuar at\u00eb si nj\u00eb akt q\u00eb vendos kufizime t\u00eb pajustifikuara p\u00ebr gazetar\u00ebt dhe cenon lirin\u00eb e medias.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">N\u00eb nj\u00eb deklarat\u00eb zyrtare, UGSH thekson se Vendimi nr. 49, i dat\u00ebs 17 korrik 2026, me t\u00eb cilin miratohet \u201cRregullorja e Brendshme p\u00ebr Sigurin\u00eb, Rendin, Solemnitetin dhe Rregullat e Sjelljes n\u00eb Ambientet e GJKKO-s\u00eb\u201d, si dhe komentari shoq\u00ebrues prej 532 faqesh, p\u00ebrmbajn\u00eb dispozita q\u00eb kufizojn\u00eb aksesin e mediave dhe krijojn\u00eb procedura burokratike q\u00eb pengojn\u00eb ushtrimin e profesionit t\u00eb gazetarit.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sipas UGSH-s\u00eb, rregullorja vendos k\u00ebrkesa p\u00ebr autorizime paraprake, kufizon numrin e gazetar\u00ebve q\u00eb mund t\u00eb ndjekin proceset gjyq\u00ebsore, vendos rregulla t\u00eb reja p\u00ebr regjistrimet audio-vizive dhe fotografimin, si dhe parashikon procedura akreditimi q\u00eb cenojn\u00eb pluralizmin mediatik dhe t\u00eb drejt\u00ebn e informimit.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Organizata argumenton se k\u00ebto masa bien ndesh me nenin 22 t\u00eb Kushtetut\u00ebs s\u00eb Shqip\u00ebris\u00eb, si dhe me nenet 6 dhe 10 t\u00eb Konvent\u00ebs Evropiane p\u00ebr t\u00eb Drejtat e Njeriut, t\u00eb cilat garantojn\u00eb lirin\u00eb e shprehjes, zhvillimin publik t\u00eb proceseve gjyq\u00ebsore dhe t\u00eb drejt\u00ebn e publikut p\u00ebr t\u2019u informuar.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">UGSH shpreh shqet\u00ebsim edhe p\u00ebr procedur\u00ebn e akreditimit, e cila parashikon regjistrimin e gazetar\u00ebve vet\u00ebm nj\u00eb her\u00eb n\u00eb vit duke e cil\u00ebsuar at\u00eb t\u00eb pap\u00ebrshtatshme p\u00ebr funksionimin normal t\u00eb redaksive. Gjithashtu, organizata v\u00ebren munges\u00ebn e nj\u00eb mekanizmi ankimi p\u00ebr rastet kur gazetar\u00ebve u refuzohet hyrja n\u00eb ambientet e gjykat\u00ebs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">N\u00eb reagim thuhet se filozofia mbi t\u00eb cil\u00ebn \u00ebsht\u00eb nd\u00ebrtuar rregullorja e trajton median si rrezik p\u00ebr procesin gjyq\u00ebsor, nd\u00ebrkoh\u00eb q\u00eb media duhet t\u00eb konsiderohet garant i transparenc\u00ebs dhe kontrollit publik mbi sistemin e drejt\u00ebsis\u00eb.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">P\u00ebr k\u00ebt\u00eb arsye, UGSH i ka b\u00ebr\u00eb thirrje GJKKO-s\u00eb t\u00eb rishqyrtoj\u00eb menj\u00ebher\u00eb dispozitat q\u00eb lidhen me mediat dhe t&#8217;i harmonizoj\u00eb ato me Kushtetut\u00ebn dhe standardet evropiane.
