RTK ka k\u00ebrkuar shtyrje t\u00eb pages\u00ebs deri n\u00eb vendimin p\u00ebrfundimtar t\u00eb Gjykat\u00ebs Supreme, duke paralajm\u00ebruar se ekzekutimi i menj\u00ebhersh\u00ebm mund t\u2019i bllokoj\u00eb llogarit\u00eb, t\u2019i rrezikoj\u00eb pagat e punonj\u00ebsve dhe ta d\u00ebmtoj\u00eb funksionimin normal t\u00eb transmetuesit publik.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Radio Televizioni i Kosov\u00ebs po p\u00ebrballet me nj\u00eb nga presionet m\u00eb serioze financiare t\u00eb viteve t\u00eb fundit, nj\u00eb procedur\u00eb p\u00ebrmbarimore q\u00eb rrezikon t\u00eb paralizoj\u00eb funksionimin e transmetuesit publik, procedur\u00eb kjo q\u00eb parasheh t\u00ebrheqjen e mbi 800 mij\u00eb eurove nga llogarit\u00eb e transmetuesit publik.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">B\u00ebhet fjal\u00eb p\u00ebr nj\u00eb procedur\u00eb p\u00ebrmbarimore t\u00eb iniciuar nga kompania \u201cGrand Media\u201d, me pronar Enis Ujkanin, pas aktvendimit t\u00eb Gjykat\u00ebs Komerciale, me \u00e7\u2019rast \u00ebsht\u00eb refuzuar prap\u00ebsimi i RTK-s\u00eb dhe \u00ebsht\u00eb l\u00ebn\u00eb n\u00eb fuqi urdhri p\u00ebrmbarimor i dhjetorit t\u00eb vitit 2025.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">RTK ka k\u00ebrkuar shtyrje t\u00eb p\u00ebrkohshme t\u00eb ekzekutimit financiar deri n\u00eb vendimin e shkall\u00ebs s\u00eb dyt\u00eb, duke argumentuar se t\u00ebrheqja e menj\u00ebhershme e mjeteve do t\u00eb shkaktonte bllokim t\u00eb llogarive operative, pamund\u00ebsi p\u00ebr pages\u00ebn e pagave t\u00eb punonj\u00ebsve dhe p\u00ebrmbushjen e obligimeve kontraktuale bazike.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sipas k\u00ebrkes\u00ebs s\u00eb RTK-s\u00eb, institucioni ndodhet n\u00eb pamund\u00ebsi objektive financiare, pasi ende nuk \u00ebsht\u00eb b\u00ebr\u00eb ndarja e buxhetit p\u00ebr k\u00ebt\u00eb vit, nd\u00ebrsa ekzekutimi i menj\u00ebhersh\u00ebm do t\u00eb rrezikonte funksionimin normal t\u00eb transmetuesit publik.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nga ana tjet\u00ebr, kreditori ka k\u00ebrkuar zbatim t\u00eb menj\u00ebhersh\u00ebm t\u00eb p\u00ebrmbarimit p\u00ebrmes bllokimit t\u00eb llogarive bankare, duke theksuar se procedura \u00ebsht\u00eb juridikisht e konsoliduar dhe se detyrimi duhet t\u00eb realizohet n\u00eb t\u00ebr\u00ebsi.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Megjith\u00ebse t\u00eb dyja pal\u00ebt kan\u00eb parashtruar mjete t\u00eb jasht\u00ebzakonshme juridike, revizion pran\u00eb Gjykat\u00ebs Supreme dhe jan\u00eb n\u00eb pritje t\u00eb vendimit, rreziku mbetet prezent.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ndon\u00ebse p\u00ebrmbaruesi privat, Flamur Bogaj, ka aprovuar pjes\u00ebrisht k\u00ebrkes\u00ebn e RTK-s\u00eb, duke shtyr\u00eb p\u00ebr 30 dit\u00eb ekzekutimin, nga data 18 shkurt deri m\u00eb 20 mars 2026, ai nuk ka dashur t\u00eb flas\u00eb p\u00ebr mund\u00ebsin\u00eb e shtyrjes p\u00ebrtej muajit, kur ligji p\u00ebr Procedur\u00ebn P\u00ebrmbarimore e mund\u00ebson nj\u00eb gj\u00eb t\u00eb till\u00eb.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Flamur Bogaj, p\u00ebrmes telefonit, i ka th\u00ebn\u00eb RTK-s\u00eb se nuk pranon t\u00eb deklarohet n\u00eb asnj\u00eb form\u00eb p\u00ebr k\u00ebt\u00eb \u00e7\u00ebshtje.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sipas Ligjit p\u00ebr Procedur\u00ebn P\u00ebrmbarimore, Neni 63, Paragrafi 1, specifikon se organi p\u00ebrmbarues mund t\u00eb shtyj\u00eb p\u00ebrmbarimin n\u00eb baz\u00eb t\u00eb nenit 61 dhe 62 t\u00eb k\u00ebtij ligji p\u00ebr koh\u00ebn q\u00eb e vler\u00ebson t\u00eb arsyeshme, duke i marr\u00eb parasysh rrethanat e rastit konkret, por jo m\u00eb gjat\u00eb se gjasht\u00eb (6) muaj, p\u00ebrve\u00e7 n\u00eb rastet kur vlen paragrafi 3 i k\u00ebtij neni.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ajo q\u00eb e b\u00ebn k\u00ebt\u00eb rast edhe m\u00eb t\u00eb ndjesh\u00ebm jan\u00eb elementet q\u00eb dalin nga komunikimet mes pal\u00ebve. P\u00ebrve\u00e7 insistimit p\u00ebr zbatim t\u00eb menj\u00ebhersh\u00ebm t\u00eb p\u00ebrmbarimit, kreditori, kompania \u201cGrand Media\u201d me pronar Enis Ujkanin, ka paraqitur oferta p\u00ebr marr\u00ebveshje q\u00eb p\u00ebrfshijn\u00eb kushte t\u00eb reja kontraktuale dhe angazhime p\u00ebr vitet n\u00eb vijim.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Kjo situat\u00eb ngre dyshime serioze n\u00ebse presioni financiar po p\u00ebrdoret si instrument ndikimi ndaj transmetuesit publik, n\u00eb nj\u00eb moment kur RTK ndodhet n\u00eb pamund\u00ebsi objektive financiare dhe ende pa ndarje t\u00eb buxhetit p\u00ebr vitin aktual.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Megjithat\u00eb, rreziku p\u00ebr t\u00ebrheqjen e mjeteve mbetet prezent, nd\u00ebrsa menaxhmenti i RTK-s\u00eb paralajm\u00ebron se nj\u00eb veprim i till\u00eb do t\u00eb kishte pasoja serioze p\u00ebr stabilitetin financiar dhe funksionimin institucional t\u00eb transmetuesit publik.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">N\u00eb k\u00ebt\u00eb rast, \u00e7\u00ebshtja nuk \u00ebsht\u00eb vet\u00ebm financiare. \u00cbsht\u00eb \u00e7\u00ebshtje e mbrojtjes s\u00eb institucioneve publike nga nj\u00eb veprim q\u00eb mund t\u00eb ket\u00eb pasoja zinxhirore n\u00eb funksionimin e tyre. Madje, nj\u00eb paralizim financiar do t\u00eb n\u00ebnkuptonte cenim t\u00eb drejtp\u00ebrdrejt\u00eb t\u00eb interesit publik, rrezik p\u00ebr vendet e pun\u00ebs dhe destabilizim institucional.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">RTK ka paralajm\u00ebruar gjithashtu ushtrimin e mjeteve t\u00eb m\u00ebtejshme juridike, duke e konsideruar situat\u00ebn si nj\u00eb rrezik serioz p\u00ebr interesin publik dhe funksionimin e nj\u00eb institucioni me r\u00ebnd\u00ebsi komb\u00ebtare.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Radio Televizioni Publik gjendet n\u00eb pozit\u00eb t\u00eb d\u00ebmtuar si pasoj\u00eb e nj\u00eb procesi q\u00eb buron nga kontrata e vitit 2011 me kompanin\u00eb \u201cGrand Media\u201d p\u00ebr realizimin e emisionit \u201cKush do t\u00eb b\u00ebhet milioner\u201d.
