t\u00eb m\u00ebtejshme sanksionuese ndaj televizioneve dhe radiove t\u00eb licencuara q\u00eb nuk i kan\u00eb shlyer obligimet financiare, duke b\u00ebr\u00eb t\u00eb ditur se masa e paralajm\u00ebruar \u00ebsht\u00eb gjoba n\u00eb vler\u00eb sa dyfishi i obligimeve vjetore ndaj KPM-s\u00eb.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">KPM-ja, pas shqyrtimit t\u00eb raporteve financiare lidhur me borxhet e televizioneve dhe radiove t\u00eb licencuara ndaj saj, ka konstatuar se shuma e p\u00ebrgjithshme e borxheve t\u00eb papaguara \u00ebsht\u00eb jasht\u00ebzakonisht e lart\u00eb.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">KPM-ja ka rikujtuar t\u00eb gjith\u00eb t\u00eb licencuarit q\u00eb ende nuk i kan\u00eb shlyer obligimet e tyre financiare se afati shtes\u00eb prej dy muajsh, i p\u00ebrcaktuar p\u00ebr p\u00ebrmbushjen e k\u00ebtyre obligimeve, \u00ebsht\u00eb duke p\u00ebrfunduar.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sipas KPM-s\u00eb, Neni 13.1 i Rregullores p\u00ebr Tarif\u00ebn Vjetore p\u00ebr Licenc\u00eb p\u00ebrcakton se tarifa vjetore p\u00ebr licenc\u00eb, p\u00ebr t\u00eb gjitha kategorit\u00eb e t\u00eb licencuarve, duhet t\u00eb depozitohet n\u00eb t\u00ebr\u00ebsi n\u00eb llogarin\u00eb bankare t\u00eb KPM-s\u00eb deri m\u00eb 30 qershor t\u00eb vitit respektiv.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nd\u00ebrkaq, KPM-ja ka theksuar se Neni 15 i k\u00ebsaj Rregulloreje p\u00ebrcakton q\u00eb, n\u00eb rast t\u00eb mospages\u00ebs me koh\u00eb t\u00eb tarif\u00ebs p\u00ebr licenc\u00eb, nd\u00ebrmerren masa sanksionuese n\u00eb pajtim me Ligjin p\u00ebr KPM-n\u00eb.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">KPM-ja b\u00ebri t\u00eb ditur se, duke marr\u00eb parasysh detyrimet e pap\u00ebrmbushura t\u00eb disa t\u00eb licencuarve, fillimisht ka zgjedhur nj\u00eb qasje q\u00eb u mund\u00ebson atyre ta korrigjojn\u00eb situat\u00ebn dhe t\u2019i p\u00ebrmbushin vullnetarisht obligimet e tyre.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">P\u00ebr k\u00ebt\u00eb q\u00ebllim, p\u00ebrve\u00e7 masave t\u00eb shqiptuara si \u201cv\u00ebrejtje\u201d, KPM-ja u ka dh\u00ebn\u00eb t\u00eb licencuarve nj\u00eb afat shtes\u00eb prej dy muajsh p\u00ebr shlyerjen e plot\u00eb t\u00eb obligimeve.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cKjo periudh\u00eb shtes\u00eb \u00ebsht\u00eb nj\u00eb mund\u00ebsi e fundit p\u00ebr t\u00eb gjith\u00eb t\u00eb licencuarit q\u00eb t\u00eb p\u00ebrmbushin detyrimet e tyre pa kaluar n\u00eb faz\u00ebn e masave t\u00eb m\u00ebtejshme sanksionuese\u201d, thuhet n\u00eb njoftimin e KPM-s\u00eb.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">KPM-ja ka njoftuar se nuk ekziston asnj\u00eb mund\u00ebsi p\u00ebr ri-programim t\u00eb borxhit apo pages\u00eb me k\u00ebste dhe se t\u00eb gjitha detyrimet financiare t\u00eb papaguara duhet t\u00eb shlyhen n\u00eb t\u00ebr\u00ebsi dhe brenda afatit t\u00eb p\u00ebrcaktuar.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sipas KPM-s\u00eb, t\u00eb licencuarit t\u00eb cil\u00ebt edhe pas skadimit t\u00eb afatit t\u00eb p\u00ebrcaktuar n\u00eb vendimet p\u00ebrkat\u00ebse nuk i kan\u00eb shlyer obligimet e tyre, do t\u2019i n\u00ebnshtrohen masave t\u00eb m\u00ebtejshme sanksionuese.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cN\u00eb p\u00ebrputhje me vendimet e marra, masa e paralajm\u00ebruar p\u00ebr mosp\u00ebrmbushjen e obligimeve brenda afatit t\u00eb dh\u00ebn\u00eb \u00ebsht\u00eb gjoba n\u00eb vler\u00eb sa dyfishi i obligimeve vjetore t\u00eb t\u00eb licencuarit ndaj KPM-s\u00eb\u201d, ka njoftuar KPM-ja.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">KPM-ja ka rikujtuar se, n\u00ebse mosp\u00ebrmbushja e obligimeve vazhdon, mund t\u00eb nd\u00ebrmerren edhe masa t\u00eb tjera t\u00eb parapara me legjislacionin n\u00eb fuqi, p\u00ebrfshir\u00eb pezullimin dhe marrjen e licenc\u00ebs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cRespektimi i kushteve t\u00eb licenc\u00ebs \u00ebsht\u00eb detyrim, jo \u00e7\u00ebshtje vullneti\u201d, ka theksuar KPM-ja.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">KPM-ja u ka b\u00ebr\u00eb thirrje t\u00eb gjith\u00eb t\u00eb licencuarve q\u00eb kan\u00eb obligime t\u00eb papaguara q\u00eb t\u00eb shfryt\u00ebzojn\u00eb dit\u00ebt e mbetura dhe t\u2019i p\u00ebrmbushin obligimet e tyre, duke shmangur nd\u00ebrmarrjen e masave t\u00eb m\u00ebtejshme
