Kjo dilem\u00eb, e l\u00ebn\u00eb pezull p\u00ebr vite me radh\u00eb, po rikthehet s\u00ebrish n\u00eb qend\u00ebr t\u00eb v\u00ebmendjes institucionale.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">N\u00eb vendet postkomuniste, kjo traum\u00eb historike \u00ebsht\u00eb trajtuar me sukses p\u00ebrmes t\u00eb ashtuquajturve &#8220;Ligje t\u00eb Lustracionit&#8221;. K\u00ebto korniza ligjore funksionuan si filt\u00ebr shtet\u00ebror, duke ua kufizuar automatikisht qasjen n\u00eb poste t\u00eb larta publike t\u00eb gjith\u00eb personave q\u00eb rezultonin t\u00eb lidhur me aparatet represive t\u00eb koh\u00ebs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cLigjet p\u00ebr lustracionin jan\u00eb \u00e7\u00ebshtje q\u00eb jan\u00eb krijuar p\u00ebr t\u00eb kontrolluar njer\u00ebzit t\u00eb cil\u00ebt kan\u00eb qen\u00eb bashk\u00ebpun\u00ebtor\u00eb t\u00eb regjimeve t\u00eb kaluara dhe kjo \u00ebsht\u00eb nj\u00eb \u00e7\u00ebshtje postkomuniste\u201d, tha p\u00ebr RTK, Gurakuq Ku\u00e7i, ekspert i \u00e7\u00ebshtjeve t\u00eb siguris\u00eb.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Problemi kryesor mbetet dokumentacioni.
