P\u00ebrkundrazi, Kuvendi duhet t\u00eb konstituohet dhe shkelja e deritanishme duhet t\u00eb evidentohet\u201d, ka deklaruar IKD-ja.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Instituti ka drejtuar kritika ndaj kryesuesit t\u00eb seanc\u00ebs konstituive, Avni Dehari, dhe L\u00ebvizjes Vet\u00ebvendosje, duke i konsideruar p\u00ebrgjegj\u00ebs p\u00ebr pamund\u00ebsin\u00eb e konstituimit brenda afatit kushtetues.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cP\u00ebrgjegj\u00ebsia p\u00ebr situat\u00ebn e krijuar duhet t\u00eb p\u00ebrcaktohet. Deputet\u00ebt, ndon\u00ebse kan\u00eb dh\u00ebn\u00eb betimin, p\u00ebr jav\u00eb t\u00eb t\u00ebra nuk kan\u00eb mundur ta ushtrojn\u00eb n\u00eb t\u00ebr\u00ebsi mandatin e tyre\u201d, thuhet n\u00eb reagimin e IKD-s\u00eb.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sipas IKD-s\u00eb, zgjatja e k\u00ebsaj situate ka pasoja p\u00ebr funksionimin e demokracis\u00eb p\u00ebrfaq\u00ebsuese dhe p\u00ebr krijimin e institucioneve t\u00eb reja.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cMbajtja e Kuvendit jasht\u00eb funksionit n\u00ebnkupton kufizim t\u00eb ushtrimit t\u00eb mandatit t\u00eb deputet\u00ebve dhe pengim t\u00eb funksionalizimit t\u00eb institucioneve q\u00eb burojn\u00eb nga vota e qytetar\u00ebve\u201d, ka theksuar instituti.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">IKD-ja ka argumentuar se tejkalimi i afatit nuk e b\u00ebn automatikisht t\u00eb pavlefshme legjislatur\u00ebn aktuale dhe as nuk e p\u00ebrjashton mund\u00ebsin\u00eb e formimit t\u00eb Qeveris\u00eb apo zgjedhjes s\u00eb Presidentit.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cTejkalimi i afatit p\u00ebr konstituim, pavar\u00ebsisht seriozitetit t\u00eb shkeljes, nuk e b\u00ebn vetvetiu juridikisht t\u00eb pamundur formimin e Qeveris\u00eb apo zgjedhjen e Presidentit nga kjo legjislatur\u00eb\u201d, thuhet n\u00eb reagim.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Instituti ka k\u00ebrkuar nga Vet\u00ebvendosje q\u00eb n\u00eb seanc\u00ebn e 9 shtatorit t\u00eb mos vendos\u00eb pengesa t\u00eb reja politike dhe t\u00eb mos e shtyj\u00eb m\u00eb tej procesin.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201c\u00c7do dit\u00eb e re e bllokad\u00ebs nuk e korrigjon shkeljen e kaluar, por vet\u00ebm e thellon at\u00eb. Nuk ka rrug\u00eb tjet\u00ebr p\u00ebrve\u00e7 vazhdimit t\u00eb procesit t\u00eb konstituimit\u201d, ka deklaruar IKD-ja.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">N\u00eb fund, IKD-ja ka b\u00ebr\u00eb thirrje q\u00eb institucionet t\u00eb rikthehen sa m\u00eb shpejt n\u00eb funksion dhe q\u00eb procesi politik t\u00eb vazhdoj\u00eb drejt formimit t\u00eb Qeveris\u00eb dhe zgjedhjes s\u00eb Presidentit.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cKushtetuta nuk mbrohet duke e l\u00ebn\u00eb Kuvendin t\u00eb pakonstituuar.
