{"id":33811,"date":"2026-09-21T11:22:00","date_gmt":"2026-09-21T09:22:00","guid":{"rendered":"https:\/\/kosovatimes.info\/?p=33811"},"modified":"2026-09-21T12:03:51","modified_gmt":"2026-09-21T10:03:51","slug":"pdk-propozon-ndryshime-ne-ligjin-per-dhomat-e-specializuara","status":"publish","type":"post","link":"https:\/\/kosovatimes.info\/index.php\/2026\/09\/21\/pdk-propozon-ndryshime-ne-ligjin-per-dhomat-e-specializuara\/","title":{"rendered":"PDK propozon ndryshime n\u00eb Ligjin p\u00ebr Dhomat e Specializuara"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\"><strong>Partia Demokratike e Kosov\u00ebs (PDK) ka dor\u00ebzuar n\u00eb Kuvendin e Kosov\u00ebs nj\u00eb Projektligj p\u00ebr ndryshimin dhe plot\u00ebsimin e Ligjit p\u00ebr Dhomat e Specializuara dhe Zyr\u00ebn e Prokurorit t\u00eb Specializuar.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Kryetari i Partis\u00eb Demokratike t\u00eb Kosov\u00ebs, Bedri Hamza, ka th\u00ebn\u00eb se Grupi Parlamentar i PDK-s\u00eb ka proceduar k\u00ebrkes\u00ebn n\u00eb Kuvend p\u00ebr plot\u00ebsim-ndryshim t\u00eb Ligjit p\u00ebr Dhomat e Specializuara.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sipas kryetari t\u00eb PDK-s\u00eb, iniciativa vjen n\u00eb kuad\u00ebr t\u00eb q\u00ebndrimit t\u00eb k\u00ebsaj partie lidhur me zhvillimet n\u00eb proceset gjyq\u00ebsore n\u00eb Dhomat e Specializuara t\u00eb Kosov\u00ebs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ai ka th\u00ebn\u00eb se Kosova po kalon dit\u00eb t\u00eb r\u00ebnda dhe se qytetar\u00ebt&nbsp;n\u00eb vazhdim\u00ebsi po protestojn\u00eb kund\u00ebr vendimit t\u00eb Gjykat\u00ebs Speciale.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sipas Hamz\u00ebs, ky reagim i qytetar\u00ebve nuk mund t\u00eb injorohet e as Kuvendi nuk mund t\u00eb sillet sikur kjo \u00e7\u00ebshtje nuk e prek Republik\u00ebn e Kosov\u00ebs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cKjo gjykat\u00eb nuk \u00ebsht\u00eb imponuar nga nj\u00eb rezolut\u00eb e K\u00ebshillit t\u00eb Sigurimit t\u00eb Kombeve t\u00eb Bashkuara, por \u00ebsht\u00eb krijuar me Kushtetut\u00ebn dhe ligjet e Kushtetut\u00ebs t\u00eb martuara nga Kuvendi i Kosov\u00ebs\u201d, ka th\u00ebn\u00eb ai.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Hamza ka deklaruar se gjith\u00e7ka ka nisur nga raporti i Dick Martyt dhe rezoluta e K\u00ebshillit t\u00eb Evrop\u00ebs. Sipas tij, n\u00eb qend\u00ebr t\u00eb atij raporti ishin pretendime t\u00eb r\u00ebnda q\u00eb godisnin luft\u00ebn dhe \u00e7lirimtar\u00ebt.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Hamza tha se projektligji nuk parasheh mbylljen e Dhomave t\u00eb Specializuara t\u00eb Hag\u00ebs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cKosova mori nj\u00eb vendim t\u00eb v\u00ebshtir\u00eb dhe Kosova veproi me bindjen q\u00eb nuk kishte asgj\u00eb p\u00ebr t\u00eb fshehur. Sot pas m\u00eb shum\u00eb se nj\u00eb dekade, ekziston nj\u00eb fakt q\u00eb k\u00ebrkon p\u00ebrgjigje. N\u00eb Dhomat e Specializuara nuk \u00ebsht\u00eb ngritur nj\u00eb rast lidhur me pretendimet e Martyt. N\u00ebse Kosova krijoi k\u00ebt\u00eb Gjykat\u00eb me mision t\u00eb posa\u00e7\u00ebm, a duhet q\u00eb ky mision t\u00eb ket\u00eb nj\u00eb kufi. Projektligji jep nj\u00eb p\u00ebrgjigje t\u00eb qart\u00eb. Nuk k\u00ebrkon mbylljen e Dhomave t\u00eb Specializuara. Nuk k\u00ebrkon q\u00eb akuzat q\u00eb lidhen me pretendimet p\u00ebr t\u00eb cilat u krijuan Dhomat e Specializuara t\u00eb mos hetohen. Ato raste do t\u00eb vazhdojn\u00eb t\u00eb jen\u00eb pjes\u00eb e mandatit t\u00eb tyre. kjo nuk \u00ebsht\u00eb nism\u00eb p\u00ebr pand\u00ebshkueshm\u00ebri. \u00cbsht\u00eb nism\u00eb p\u00ebr t\u00eb paracaktuar se kush ka t\u00eb drejt\u00eb t\u00eb gjykoj\u00eb \u00e7far\u00eb\u201d, ka th\u00ebn\u00eb ai.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pas k\u00ebtij vendimi, PDK ka paralajm\u00ebruar se, krahas hapave t\u00eb tjer\u00eb demokratik\u00eb dhe institucional\u00eb, do t\u00eb nd\u00ebrmarr\u00eb edhe veprime konkrete ligjore n\u00eb Kuvendin e Republik\u00ebs s\u00eb Kosov\u00ebs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Projektligji i dor\u00ebzuar sot synon ndryshimin dhe plot\u00ebsimin e korniz\u00ebs ligjore mbi t\u00eb cil\u00ebn funksionojn\u00eb Dhomat e Specializuara dhe Zyra e Prokurorit t\u00eb Specializuar, duke u mb\u00ebshtetur n\u00eb Kushtetut\u00ebn e Republik\u00ebs s\u00eb Kosov\u00ebs, Amendamentin nr. 24 t\u00eb Kushtetut\u00ebs, marr\u00ebveshjet nd\u00ebrkomb\u00ebtare p\u00ebrkat\u00ebse dhe Aktgjykimin KO26\/15 t\u00eb Gjykat\u00ebs Kushtetuese.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Partia Demokratike e Kosov\u00ebs konsideron se \u00e7do institucion i themeluar me ligjet e Republik\u00ebs s\u00eb Kosov\u00ebs duhet t\u00eb veproj\u00eb n\u00eb p\u00ebrputhje t\u00eb plot\u00eb me Kushtetut\u00ebn, ligjet e vendit, standardet nd\u00ebrkomb\u00ebtare t\u00eb drejt\u00ebsis\u00eb dhe garancit\u00eb p\u00ebr nj\u00eb proces t\u00eb drejt\u00eb gjyq\u00ebsor.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">P\u00ebrmes k\u00ebsaj nisme, PDK k\u00ebrkon q\u00eb Kuvendi i Republik\u00ebs s\u00eb Kosov\u00ebs ta ushtroj\u00eb p\u00ebrgjegj\u00ebsin\u00eb e tij kushtetuese dhe ligjv\u00ebn\u00ebse, duke shqyrtuar me seriozitet dispozitat ligjore q\u00eb rregullojn\u00eb funksionimin e Dhomave t\u00eb Specializuara.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">PDK do t\u00eb vazhdoj\u00eb t\u00eb ndjek\u00eb \u00e7do rrug\u00eb demokratike, institucionale dhe ligjore p\u00ebr t\u00eb kund\u00ebrshtuar at\u00eb q\u00eb e konsideron padrejt\u00ebsi ndaj Hashim Tha\u00e7it, Kadri Veselit, Jakup Krasniqit dhe Rexhep Selimit dhe p\u00ebr t\u00eb k\u00ebrkuar respektimin e plot\u00eb t\u00eb standardeve t\u00eb drejt\u00ebsis\u00eb n\u00eb t\u00eb gjitha fazat e m\u00ebtejshme t\u00eb procesit.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nisma \u00ebsht\u00eb nd\u00ebrmarr\u00eb pas aktgjykimit d\u00ebnues ndaj ish-krer\u00ebve t\u00eb Ushtris\u00eb \u00c7lirimtare t\u00eb Kosov\u00ebs, Hashim Tha\u00e7i, Kadri Veseli, Jakup Krasniqi dhe Rexhep Selimi.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Partia Demokratike e Kosov\u00ebs (PDK) ka dor\u00ebzuar n\u00eb Kuvendin e Kosov\u00ebs nj\u00eb Projektligj p\u00ebr ndryshimin dhe plot\u00ebsimin e Ligjit p\u00ebr Dhomat e Specializuara dhe Zyr\u00ebn e Prokurorit t\u00eb Specializuar.
