N\u00ebnshkruesit theksojn\u00eb se nj\u00eb incident i kryer nga individ\u00eb n\u00eb terren, sipas tyre, nuk mund t\u00eb n\u00ebnkuptoj\u00eb automatikisht p\u00ebrgjegj\u00ebsi penale t\u00eb drejtuesve politik\u00eb ose t\u00eb Shtabit t\u00eb P\u00ebrgjithsh\u00ebm.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nj\u00eb pjes\u00eb e ve\u00e7ant\u00eb e letr\u00ebs i kushtohet edhe raportit t\u00eb Dick Marty-t t\u00eb vitit 2011. N\u00ebnshkruesit theksojn\u00eb dallimin mes pretendimeve t\u00eb paraqitura n\u00eb at\u00eb raport dhe akuzave t\u00eb p\u00ebrfshira m\u00eb pas n\u00eb aktakuz\u00ebn ndaj Tha\u00e7it, Veselit, Krasniqit dhe Selimit. N\u00ebnshkruesit e paraqesin k\u00ebt\u00eb si \u00e7\u00ebshtje q\u00eb k\u00ebrkon hetim t\u00eb m\u00ebtejsh\u00ebm, duke theksuar se nuk kan\u00eb gjetur prova t\u00eb mjaftueshme p\u00ebr t\u00eb pohuar si fakt se raporti i Marty-t ishte i sajuar nga Serbia n\u00eb bashk\u00ebpunim me Rusin\u00eb.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Letra k\u00ebrkon gjithashtu nj\u00eb vler\u00ebsim t\u00eb pavarur dhe transparent t\u00eb funksionimit t\u00eb Dhomave t\u00eb Specializuara t\u00eb Kosov\u00ebs, p\u00ebrfshir\u00eb m\u00ebnyr\u00ebn e trajtimit t\u00eb provave t\u00eb Prokuroris\u00eb dhe mbrojtjes, verifikimin e pretendimeve p\u00ebr parregullsi procedurale dhe publikimin e nj\u00eb raporti mbi p\u00ebrfundimet e k\u00ebtij vler\u00ebsimi.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">IPAK k\u00ebrkon edhe krijimin e nj\u00eb Komisioni Mbik\u00ebqyr\u00ebs t\u00eb Pavarur, ku do t\u00eb merrnin pjes\u00eb p\u00ebrfaq\u00ebsues t\u00eb institucioneve t\u00eb Kosov\u00ebs, ekspert\u00eb nd\u00ebrkomb\u00ebtar\u00eb t\u00eb s\u00eb drejt\u00ebs penale, p\u00ebrfaq\u00ebsues t\u00eb K\u00ebshillit t\u00eb Evrop\u00ebs, institucioneve t\u00eb BE-s\u00eb dhe organizatave nd\u00ebrkomb\u00ebtare p\u00ebr t\u00eb drejtat e njeriut.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">N\u00eb pjes\u00ebn tjet\u00ebr t\u00eb dokumentit, autor\u00ebt k\u00ebrkojn\u00eb q\u00eb n\u00eb trajtimin e krimeve t\u00eb luft\u00ebs n\u00eb Kosov\u00eb t\u00eb zbatohet parimi i barazis\u00eb para drejt\u00ebsis\u00eb.
