T\u00eb tjer\u00ebve u pren\u00eb fytin ose u dogj\u00ebn t\u00eb gjall\u00eb ose pas vdekjes, zbuloi raporti.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Gjetjet i shtohen raporteve t\u00eb viteve q\u00eb dokumentojn\u00eb abuzime nga forcat e armatosura t\u00eb Malit dhe partner\u00ebt e tyre rus\u00eb, pasi Bamako \u00ebsht\u00eb mb\u00ebshtetur gjithnj\u00eb e m\u00eb shum\u00eb te Moska p\u00ebr mb\u00ebshtetje ushtarake kund\u00ebr grupeve xhihadiste q\u00eb veprojn\u00eb n\u00eb t\u00eb gjith\u00eb Sahelin.Sundimtar\u00ebt ushtarak\u00eb t\u00eb Malit, t\u00eb cil\u00ebt mor\u00ebn pushtetin me grushte shteti n\u00eb vitet 2020 dhe 2021, u kthyen nga Rusia dhe soll\u00ebn personelin e Wagner nga fundi i vitit 2021.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rreth 1,000 luft\u00ebtar\u00eb t\u00eb Wagner u vendos\u00ebn n\u00eb Mali p\u00ebrpara se grupi t\u00eb z\u00ebvend\u00ebsohej n\u00eb qershor 2025 nga Korpusi i Afrik\u00ebs, i cili vepron n\u00ebn Ministrin\u00eb e Mbrojtjes s\u00eb Rusis\u00eb, sipas Amnesty International.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Civil\u00eb t\u00eb vrar\u00eb gjat\u00eb patrullave t\u00eb p\u00ebrbashk\u00ebta<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Nd\u00ebr rastet e dokumentuara nga Amnesty ishte nj\u00eb operacion i 12 shkurtit 2025 n\u00eb Tin Adanda, nj\u00eb vendbanim i vog\u00ebl n\u00eb rajonin e Timbuktut.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Kat\u00ebr persona u vran\u00eb gjat\u00eb nj\u00eb patrullimi t\u00eb p\u00ebrbashk\u00ebt ushtarak t\u00eb Malit me Wagner, sipas raportit.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nj\u00eb i mbijetuar i intervistuar nga Amnesty p\u00ebrshkroi humbjen e dy djemve dhe nj\u00eb kush\u00ebriri pasi u ndaluan dhe u vran\u00eb.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Organizata tha se rastet tregonin nj\u00eb model m\u00eb t\u00eb gjer\u00eb n\u00eb t\u00eb cilin civil\u00ebt trajtoheshin si bashk\u00ebpun\u00ebtor\u00eb t\u00eb dyshuar me grupet e armatosura pavar\u00ebsisht se nuk kishte prova se ata po merrnin pjes\u00eb n\u00eb luftime.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Shumica d\u00ebrrmuese e viktimave i p\u00ebrkisnin komuniteteve baritore Fulani, arabe dhe Tuareg.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Disa dyshoheshin p\u00ebr lidhje me grupe t\u00eb armatosura vet\u00ebm p\u00ebr shkak t\u00eb prejardhjes s\u00eb tyre etnike dhe sepse jetonin n\u00eb zona ku kryengrit\u00ebsit ishin aktiv\u00eb, zbuloi Amnesty.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Sulmet me dron vrasin t\u00eb pakt\u00ebn 23 persona<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Raporti dokumentoi gjithashtu dy sulme me dron\u00eb ushtarak\u00eb malian\u00eb n\u00eb rajonin e Timbuktut q\u00eb vran\u00eb t\u00eb pakt\u00ebn 23 persona, p\u00ebrfshir\u00eb t\u00eb pakt\u00ebn pes\u00eb f\u00ebmij\u00eb.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nj\u00eb grev\u00eb goditi nj\u00eb treg n\u00eb Ejdeir n\u00eb mars t\u00eb vitit 2025. Nj\u00eb tjet\u00ebr goditi nj\u00eb sht\u00ebpi familjare n\u00eb Tangata n\u00eb n\u00ebntor.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Amnesty tha se nuk gjeti prova se an\u00ebtar\u00eb t\u00eb grupeve t\u00eb armatosura ose objektivave ushtarake ishin t\u00eb pranish\u00ebm n\u00eb asnj\u00ebr\u00ebn prej k\u00ebtyre vendeve.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cN\u00ebse konfirmohen, k\u00ebto operacione do t\u00eb p\u00ebrb\u00ebnin nj\u00eb sulm t\u00eb drejtp\u00ebrdrejt\u00eb kund\u00ebr civil\u00ebve dhe objekteve civile dhe duhet t\u00eb hetohen si krime lufte\u201d, paralajm\u00ebroi Marceau Sivieude, drejtoresh\u00eb rajonale e Amnesty International p\u00ebr Afrik\u00ebn Per\u00ebndimore dhe Qendrore.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">D\u00ebshmitar\u00ebt i than\u00eb Amnesty se 16 civil\u00eb u vran\u00eb dhe shtat\u00eb u plagos\u00ebn n\u00eb sulmin n\u00eb tregun Ejdeir.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ushtria maliane njoftoi m\u00eb von\u00eb se kishte sulmuar at\u00eb q\u00eb e p\u00ebrshkroi si nj\u00eb grumbullim \u201cterrorist\u00ebsh\u201d n\u00eb nj\u00eb kamp tranziti n\u00eb veriper\u00ebndim t\u00eb L\u00e9r\u00e9 dhe kishte vrar\u00eb 11 luft\u00ebtar\u00eb.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Analiza e Amnesty zbuloi se vendndodhja e p\u00ebrshkruar nga ushtria korrespondonte me tregun q\u00eb u godit.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Tortura n\u00eb Bazat Ushtarake<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Amnesty gjithashtu mblodhi d\u00ebshmi nga 15 burra q\u00eb p\u00ebrshkruan se jan\u00eb torturuar ose keqtrajtuar ndryshe gjat\u00eb patrullave t\u00eb p\u00ebrbashk\u00ebta Malian-Wagner ose nd\u00ebrsa mbaheshin n\u00eb bazat ushtarake L\u00e9r\u00e9 dhe Nampala.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">D\u00ebshmitar\u00ebt v\u00ebrtetuan torturat q\u00eb p\u00ebrfshinin t\u00eb pakt\u00ebn 30 persona, nd\u00ebrsa pes\u00eb t\u00eb paraburgosur u raportua se kishin vdekur n\u00eb baza nga torturat ose kushtet e k\u00ebqija t\u00eb paraburgimit.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">T\u00eb mbijetuarit p\u00ebrshkruan se si ishin varur nga krah\u00ebt n\u00eb shufra metalike, ishin n\u00ebnshtruar simulimit t\u00eb mbytjes, ishin rrahur me shufra dhe shkopinj hekuri dhe ishin goditur me energji elektrike.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Amnesty arriti n\u00eb p\u00ebrfundimin se personeli i Wagnerit kreu shumic\u00ebn e torturave t\u00eb p\u00ebrshkruara n\u00eb d\u00ebshmi, shpesh n\u00eb prani t\u00eb ushtar\u00ebve malian\u00eb.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">N\u00eb disa raste, trupat maliane dyshohet se vepruan si p\u00ebrkthyes, q\u00ebndruan pran\u00eb gjat\u00eb abuzimit ose k\u00ebrc\u00ebnuan vet\u00eb t\u00eb paraburgosurit.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Raporti zbuloi se personat e mbajtur n\u00eb baza nuk u soll\u00ebn para gjykatave dhe nuk kishin qasje n\u00eb avokat\u00eb ose t\u00eb af\u00ebrm gjat\u00eb periudhave t\u00eb paraburgimit q\u00eb varionin nga nj\u00eb dit\u00eb deri n\u00eb kat\u00ebr muaj.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Amnesty k\u00ebrkon p\u00ebrgjegj\u00ebsi<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Amnesty u b\u00ebri thirrje autoriteteve maliane t\u00eb hetojn\u00eb abuzimet dhe t\u00eb sqarojn\u00eb struktur\u00ebn komanduese q\u00eb qeveris personelin ushtarak t\u00eb huaj q\u00eb vepron n\u00eb vend.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cGjetjet tona tregojn\u00eb realitetin e trishtuesh\u00ebm me t\u00eb cilin p\u00ebrballen civil\u00ebt e z\u00ebn\u00eb n\u00eb konflikt, t\u00eb cil\u00ebt po paguajn\u00eb \u00e7mimin m\u00eb t\u00eb lart\u00eb nd\u00ebrsa pand\u00ebshkueshm\u00ebria vazhdon t\u00eb mbizot\u00ebroj\u00eb\u201d, paralajm\u00ebroi Sivieude.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAutoritetet maliane nuk mund t\u2019i injorojn\u00eb k\u00ebto akuza t\u00eb r\u00ebnda dhe t\u00eb mos nisin hetime efektive dhe t\u00eb paanshme p\u00ebr krimet e dyshuara.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Organizata gjithashtu i k\u00ebrkoi Bamakos t\u00eb publikoj\u00eb marr\u00ebveshjen e saj me Korpusin e Afrik\u00ebs dhe t\u00eb krijoj\u00eb nj\u00eb mekaniz\u00ebm t\u00eb pavarur llogaridh\u00ebnieje t\u00eb aft\u00eb p\u00ebr t\u00eb monitoruar abuzimet nga forcat maliane dhe partner\u00ebt e tyre t\u00eb huaj.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Amnesty tha se ia dor\u00ebzoi gjetjet e saj autoriteteve maliane m\u00eb 3 gusht, por nuk kishte marr\u00eb asnj\u00eb p\u00ebrgjigje deri n\u00eb koh\u00ebn kur u publikua raporti.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Wagneri iku, prania ruse mbetet<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Edhe pse Wagner u t\u00ebrhoq
