shefave t\u00eb grupeve parlamentare dhe deputet\u00ebve, OVL U\u00c7K-ja ka k\u00ebrkuar q\u00eb kjo t\u00eb p\u00ebrcaktohet qart\u00eb n\u00eb kuad\u00ebr t\u00eb projektligjit.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cOrganizata e Veteran\u00ebve t\u00eb Luft\u00ebs s\u00eb U\u00c7K-s\u00eb, pas shqyrtimit t\u00eb Projektligjit p\u00ebr Plot\u00ebsimin dhe Ndryshimin e Ligjit p\u00ebr Dhomat e Specializuara, ju drejtohet me k\u00ebrkes\u00ebn q\u00eb n\u00eb kuad\u00ebr t\u00eb k\u00ebtij projektligji t\u00eb p\u00ebrfshihet nj\u00eb amendament i ve\u00e7ant\u00eb, p\u00ebrmes t\u00eb cilit t\u00eb p\u00ebrcaktohet qart\u00eb ndalimi i rihapjes s\u00eb \u00e7\u00ebshtjeve dhe procedurave p\u00ebr t\u00eb nj\u00ebjtat fakte dhe rrethana thelb\u00ebsore, t\u00eb cilat jan\u00eb shqyrtuar dhe p\u00ebrfundimisht gjykuar nga Tribunalit Penal Nd\u00ebrkomb\u00ebtar p\u00ebr ish-Jugosllavin\u00eb (TPNJ), UNMIK-u, EULEX-i apo nga \u00e7do gjykat\u00eb tjet\u00ebr kompetente\u201d, thuhet n\u00eb k\u00ebrkes\u00ebn e OVL U\u00c7K-s\u00eb.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sipas organizat\u00ebs, nj\u00eb garanci e till\u00eb ligjore \u00ebsht\u00eb e domosdoshme p\u00ebr t\u00eb siguruar parimin e siguris\u00eb juridike dhe respektimin e parimit ne bis in idem.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cKonsiderojm\u00eb se nj\u00eb garanci e till\u00eb ligjore \u00ebsht\u00eb e domosdoshme p\u00ebr t\u00eb siguruar parimin e siguris\u00eb juridike dhe respektimin e parimit ne bis in idem, sipas t\u00eb cilit askush nuk duhet t\u00eb p\u00ebrballet n\u00eb m\u00ebnyr\u00eb t\u00eb p\u00ebrs\u00ebritur me procedura penale p\u00ebr t\u00eb nj\u00ebjtat fakte dhe rrethana p\u00ebr t\u00eb cilat ekziston nj\u00eb vendim p\u00ebrfundimtar i nj\u00eb organi gjyq\u00ebsor kompetent\u201d, ka th\u00ebn\u00eb OVL U\u00c7K-ja.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Organizata ka th\u00ebn\u00eb se kjo \u00e7\u00ebshtje \u00ebsht\u00eb e r\u00ebnd\u00ebsis\u00eb s\u00eb ve\u00e7ant\u00eb.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cKjo \u00e7\u00ebshtje \u00ebsht\u00eb e r\u00ebnd\u00ebsis\u00eb s\u00eb ve\u00e7ant\u00eb, pasi q\u00eb ish-udh\u00ebheq\u00ebsit e U\u00c7K-s\u00eb jan\u00eb gjetur fajtor\u00eb n\u00eb shkall\u00ebn e par\u00eb p\u00ebr raste t\u00eb gjykuara m\u00eb her\u00ebt n\u00eb procese gjyq\u00ebsore t\u00eb ndryshme vendore dhe nd\u00ebrkomb\u00ebtare\u201d, thuhet n\u00eb k\u00ebrkes\u00eb.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sipas OVL U\u00c7K-s\u00eb, kuadri ligjor duhet t\u00eb siguroj\u00eb q\u00eb ndryshimi i cil\u00ebsimit juridik apo i formulimit t\u00eb nj\u00eb akuze t\u00eb mos p\u00ebrdoret si baz\u00eb p\u00ebr t\u00eb rihapur t\u00eb nj\u00ebjtat fakte dhe rrethana.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cP\u00ebr k\u00ebt\u00eb arsye \u00ebsht\u00eb e nevojshme q\u00eb kuadri ligjor t\u00eb siguroj\u00eb qart\u00eb se ndryshimi i cil\u00ebsimit juridik apo i formulimit t\u00eb nj\u00eb akuze nuk mund t\u00eb p\u00ebrdoret si baz\u00eb p\u00ebr t\u00eb ricikluar t\u00eb nj\u00ebjtat fakte dhe rrethana thelb\u00ebsore q\u00eb tashm\u00eb jan\u00eb shqyrtuar dhe jan\u00eb b\u00ebr\u00eb objekt i nj\u00eb vendimi p\u00ebrfundimtar\u201d, ka th\u00ebn\u00eb organizata.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">OVL U\u00c7K-ja i ka b\u00ebr\u00eb thirrje Kuvendit t\u00eb Kosov\u00ebs dhe deputet\u00ebve q\u00eb k\u00ebt\u00eb \u00e7\u00ebshtje ta adresojn\u00eb p\u00ebrmes nj\u00eb dispozite t\u00eb ve\u00e7ant\u00eb n\u00eb kuad\u00ebr t\u00eb projektligjit.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cOrganiata e Veteran\u00ebve t\u00eb Luft\u00ebs s\u00eb U\u00c7K-s\u00eb i b\u00ebn\u00eb thirrje Kuvendit t\u00eb Republik\u00ebs s\u00eb Kosov\u00ebs dhe t\u00eb zgjedhurve t\u00eb popullit q\u00eb k\u00ebt\u00eb \u00e7\u00ebshtje ta adresojn\u00eb p\u00ebrmes nj\u00eb dispozite t\u00eb ve\u00e7ant\u00eb n\u00eb kuad\u00ebr t\u00eb Projektligjit, duke garantuar mbrojtjen efektive t\u00eb siguris\u00eb juridike, parimit t\u00eb barazis\u00eb para ligjit dhe t\u00eb drejt\u00ebs p\u00ebr nj\u00eb proces t\u00eb drejt\u00eb\u201d, thuhet n\u00eb k\u00ebrkes\u00eb.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Organizata ka th\u00ebn\u00eb se nj\u00eb garanci e till\u00eb \u00ebsht\u00eb e r\u00ebnd\u00ebsishme edhe p\u00ebr forcimin e sundimit t\u00eb ligjit dhe besimit n\u00eb institucionet e drejt\u00ebsis\u00eb.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cOrganizata e Veteran\u00ebve t\u00eb Luft\u00ebs s\u00eb U\u00c7K-s\u00eb beson se nj\u00eb garanci e till\u00eb
