{"id":38560,"date":"2026-10-21T11:55:00","date_gmt":"2026-10-21T09:55:00","guid":{"rendered":"https:\/\/kosovatimes.info\/?p=38560"},"modified":"2026-10-21T15:38:29","modified_gmt":"2026-10-21T13:38:29","slug":"nuk-miratohen-1-milion-euro-shtese-per-protezat-e-invalideve-te-luftes","status":"publish","type":"post","link":"https:\/\/kosovatimes.info\/index.php\/2026\/10\/21\/nuk-miratohen-1-milion-euro-shtese-per-protezat-e-invalideve-te-luftes\/","title":{"rendered":"Nuk miratohen 1 milion euro shtes\u00eb p\u00ebr protezat e invalid\u00ebve t\u00eb luft\u00ebs"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\"><strong>Komisioni p\u00ebr Buxhet i Kuvendit t\u00eb Kosov\u00ebs nuk e ka miratuar amendamentin p\u00ebr ndarjen e nj\u00eb milion eurove shtes\u00eb p\u00ebr pajisje, proteza dhe mjete t\u00eb tjera mjek\u00ebsore p\u00ebr invalid\u00ebt e luft\u00ebs.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Amendamenti, i propozuar nga Komisioni p\u00ebr Mir\u00ebqenie Sociale, Pun\u00eb, Familje, Vlerat e Luft\u00ebs \u00c7lirimtare, Viktimat e Dhun\u00ebs Seksuale t\u00eb Luft\u00ebs dhe Persona t\u00eb Pagjetur, mori pes\u00eb vota p\u00ebr, asnj\u00eb kund\u00ebr dhe pes\u00eb abstenime, duke mos siguruar mb\u00ebshtetjen e nevojshme n\u00eb kuad\u00ebr t\u00eb shqyrtimit t\u00eb Projektligjit p\u00ebr ndryshimin dhe plot\u00ebsimin e Ligjit p\u00ebr ndarjet buxhetore p\u00ebr vitin 2026.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Kryetari i Komisionit p\u00ebr Buxhet, Enver Haliti, prezantoi amendamentin q\u00eb parasheh ndarjen e mjeteve shtes\u00eb p\u00ebr k\u00ebt\u00eb kategori.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ministri i Financave, Hekuran Murati, kund\u00ebrshtoi amendamentin, duke th\u00ebn\u00eb se \u00e7\u00ebshtja tashm\u00eb \u00ebsht\u00eb e rregulluar p\u00ebrmes nj\u00eb udh\u00ebzimi administrativ t\u00eb Ministris\u00eb s\u00eb Sh\u00ebndet\u00ebsis\u00eb, t\u00eb miratuar n\u00eb mars t\u00eb vitit 2024, dhe se shpenzimet mbulohen p\u00ebrmes Fondit t\u00eb Sigurimeve Sh\u00ebndet\u00ebsore.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Haliti tha se, sipas informatave t\u00eb marra nga Ministria e Sh\u00ebndet\u00ebsis\u00eb, gjat\u00eb vitit 2024 jan\u00eb nxjerr\u00eb dy vendime t\u00eb ve\u00e7anta p\u00ebr invalid\u00ebt e luft\u00ebs s\u00eb U\u00c7K-s\u00eb dhe invalid\u00ebt civil\u00eb t\u00eb luft\u00ebs, p\u00ebrmes t\u00eb cilave \u00ebsht\u00eb p\u00ebrcaktuar mund\u00ebsia e mbulimit financiar p\u00ebr nd\u00ebrrimin, mir\u00ebmbajtjen dhe vendosjen e protezave.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sipas tij, nga k\u00ebto vendime kan\u00eb p\u00ebrfituar 103 persona, prej tyre 58 invalid\u00eb t\u00eb luft\u00ebs s\u00eb U\u00c7K-s\u00eb dhe 45 invalid\u00eb civil\u00eb t\u00eb luft\u00ebs. Ai tha se pothuajse t\u00eb gjitha k\u00ebrkesat p\u00ebr mbulim t\u00eb shpenzimeve jan\u00eb zgjidhur, me p\u00ebrjashtim t\u00eb nj\u00eb rasti q\u00eb \u00ebsht\u00eb ende n\u00eb shqyrtim.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Megjithat\u00eb, deputeti i PDK-s\u00eb, Mergim Lushtaku, e mb\u00ebshteti amendamentin, duke th\u00ebn\u00eb se invalid\u00ebt e luft\u00ebs vazhdojn\u00eb t\u00eb paraqesin ankesa lidhur me mbulimin e shpenzimeve p\u00ebr proteza.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Edhe deputetja e Aleanc\u00ebs, Teuta Haxhiu, e vler\u00ebsoi t\u00eb nevojsh\u00ebm amendamentin, duke theksuar se invalid\u00ebt e luft\u00ebs jan\u00eb p\u00ebrballur me v\u00ebshtir\u00ebsi n\u00eb sigurimin e protezave dhe se, n\u00eb disa raste, kan\u00eb pasur nevoj\u00eb p\u00ebr ndihm\u00ebn e miqve dhe bashkatdhetar\u00ebve n\u00eb diaspor\u00eb.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nd\u00ebrkaq, deputeti i LDK-s\u00eb, Avdullah Hoti, tha se mb\u00ebshtet ndarjen e mjeteve, por k\u00ebrkoi q\u00eb \u00e7\u00ebshtja t\u00eb zgjidhet n\u00eb m\u00ebnyr\u00eb t\u00eb p\u00ebrhershme, duke i p\u00ebrfshir\u00eb shpenzimet p\u00ebr proteza n\u00eb buxhetin e rregullt t\u00eb Klinik\u00ebs s\u00eb Ortopedis\u00eb n\u00eb QKUK.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sipas Hotit, kujdesi p\u00ebr k\u00ebt\u00eb kategori nuk duhet t\u00eb varet nga vendimet e ve\u00e7anta t\u00eb Qeveris\u00eb apo amendamentet e propozuara n\u00eb komisione, por t\u00eb jet\u00eb pjes\u00eb e financimit t\u00eb rregullt institucional.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">N\u00eb k\u00ebt\u00eb mbledhje, Komisioni diskutoi edhe ndryshimin e nenit 5 t\u00eb projektligjit, q\u00eb lidhet me kompensimin retroaktiv t\u00eb p\u00ebrvoj\u00ebs s\u00eb pun\u00ebs, n\u00eb p\u00ebrputhje me vendimin e Gjykat\u00ebs Kushtetuese.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Deputeti i PDK-s\u00eb, Mergim Lushtaku, k\u00ebrkoi sqarime p\u00ebr p\u00ebrdorimin e fjal\u00ebs \u201cmund\u201d n\u00eb dispozit\u00ebn q\u00eb parasheh se Qeveria mund t\u00eb miratoj\u00eb pages\u00ebn e kompensimeve retroaktive.
