Rrahje barbare me shkopinj gome, grushtat e shkelmat, &nbsp;t\u00ebrheqjet zvarr\u00eb,&nbsp; tonelata &nbsp;gazi, p\u00ebrdorimi i plumbave t\u00eb gom\u00ebs, deri n\u00eb pjes\u00eb jetike t\u00eb trupit, ndaj protestuesve p\u00ebrb\u00ebjn\u00eb arsenalin e mjeteve policore.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nga 31 maji 2026, dit\u00ebnisja zyrtare e val\u00ebs s\u00eb protestave t\u00eb p\u00ebrditshme qytetare n\u00eb Tiran\u00eb (para Kryeministris\u00eb) dhuna policore ndaj pjes\u00ebmarr\u00ebsve n\u00eb to ka ardhur n\u00eb rritje t\u00eb ndjeshme.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em><strong>N\u00eb t\u00eb shtun\u00ebn e 24 tetorit dhuna arriti kulmin e nd\u00ebrhyrjes barbare, duke sh\u00ebnuar num\u00ebr t\u00eb ndjesh\u00ebm protesuesish t\u00eb l\u00ebnduar leht\u00eb e r\u00ebnd\u00eb. Midis t\u00eb cil\u00ebve student, gazetar\u00eb, taksapagues, e polic\u00eb. Fal\u00eb transmetimeve&nbsp; nga media pasojat e brutalitetit policor i kemi par\u00eb t\u00eb gjith\u00eb drejt\u00ebp\u00ebrdrejt\u00eb nga terreni.<\/strong><\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Me indinjat\u00eb, sigurisht sepse na duket e pakuptimt\u00eb, e pajustifikueshme nj\u00eb dhun\u00eb e till\u00eb policore ndaj popullit protestues, q\u00eb si taksapagues investon p\u00ebr policin\u00eb jo p\u00ebr tu rrahur. P\u00ebr t\u00eb p\u00ebrligjur m\u00ebnyr\u00ebn e sjelljes s\u00eb dhun\u00ebshme qeveria n\u00eb detyr\u00eb, n\u00ebp\u00ebrmjet deklaratave t\u00eb policis\u00eb, komunikon se gjithsa ndodh n\u00eb p\u00ebrballjen protestues-polici \u00ebsht\u00eb brenda standarteve t\u00eb BE.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nd\u00ebrkoh\u00eb ekspert t\u00eb pavarur i hedhin posht\u00eb deklaratat policore, duke e vler\u00ebsuar nd\u00ebrhyrjen e dhun\u00ebshme t\u00eb Policis\u00eb s\u00eb Shtetit n\u00eb tejlkalim t\u00eb standarteve. P\u00ebr t\u00eb nxjerr\u00eb nj\u00eb konkluzion&nbsp; rreth standartit apo tejkalimit t\u00eb tij po sjell statistika zyrtare vler\u00ebsuese t\u00eb sjelljeve policore anti-protesta.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Le ta nisim me p\u00ebrdorimin e plumbave t\u00eb gom\u00ebs q\u00eb p\u00ebrb\u00ebjn\u00eb pjes\u00ebn m\u00eb t\u00eb rrezik\u00ebshme t\u00eb protestave dhe trendin n\u00eb rritje t\u00eb aksioneve policore shqiptare, ve\u00e7an\u00ebrisht pas stimulimit nga qeveria me shp\u00ebrblimin 2500 euro.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">P\u00ebr p\u00ebrdorimin e plumbave t\u00eb gom\u00ebs dhe predhave t\u00eb tjera kinetike ndaj protestuesve standardet evropiane dhe nd\u00ebrkomb\u00ebtare (t\u00eb mb\u00ebshtetura nga Gjykata Europiane e Drejtave t\u00eb Njeriut(GJEDNJ) dhe praktikat e OKB-s\u00eb\/Amnesty International), p\u00ebrfshijn\u00eb disa rregulla strikte. P\u00ebrdorimi i tyre duhet t\u00eb rregullohet nga parime t\u00eb rrepta.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cPredhat e gom\u00ebs duhen p\u00ebrdorur vet\u00ebm si mjet i fundit, kur masat e tjera jo t\u00eb dhunshme kan\u00eb d\u00ebshtuar, vet\u00ebm p\u00ebrball\u00eb nj\u00eb k\u00ebrc\u00ebnimi real, t\u00eb menj\u00ebhersh\u00ebm ndaj jet\u00ebs ose integritetit fizik\u201d, detyron standardi, q\u00eb nuk lejon p\u00ebrdorjen n\u00eb m\u00ebnyr\u00eb t\u00eb verb\u00ebr, masive e t\u00eb p\u00ebrgjithshme p\u00ebr t\u00eb shp\u00ebrndar\u00eb nj\u00eb turm\u00eb protestuesish.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">\u201c\u00c7do p\u00ebrdorim duhet t\u00eb jet\u00eb i drejtuar specifikisht ndaj individit q\u00eb paraqet rrezik aktiv, duke respektuar rrept\u00ebsisht parimet e domosdoshm\u00ebris\u00eb dhe proporcionalitetit\u201d.<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Ky \u00ebsht\u00eb standarti, q\u00eb dikton ndalimin e goditjeve&nbsp; n\u00eb zona jetike si koka, fytyra, qafa, gjoksi, pasi mund t\u00eb shkaktojn\u00eb vdekje, verbim ose d\u00ebmtime t\u00eb r\u00ebnda t\u00eb pakthyeshme. Sipas udh\u00ebzimeve teknike, goditjet e lejuara me plumba gome duhet t\u00eb synojn\u00eb vet\u00ebm k\u00ebmb\u00ebt.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em><strong>Tejkalimi i k\u00ebtij standarti sjell pasoja serioze p\u00ebr sh\u00ebndetin e protestuesve.<\/strong><\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nj\u00eb rishikim sistematik mjek\u00ebsor i botuar n\u00eb revist\u00ebn \u201cBMJ OPEN\u201d doli n\u00eb p\u00ebrfundimin se 3% e rasteve t\u00eb p\u00ebrdorimit t\u00eb predhave t\u00eb gom\u00ebs rezultuan me vdekje.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">5.5% e t\u00eb mbijetuarve mbet\u00ebn me paaft\u00ebsi t\u00eb p\u00ebrhershme (kryesisht verbim). Franca \u00ebsht\u00eb nj\u00eb nga vendet ku plumbat e gom\u00ebs (t\u00eb njohur si LBD) p\u00ebrdoren gjer\u00ebsisht gjat\u00eb protestave dhe kan\u00eb shkaktuar dhjet\u00ebra raste t\u00eb humbjes s\u00eb syve apo gjymtimeve.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em><strong>Hetimet e brendshme policore shpesh i kan\u00eb shfaj\u00ebsuar oficer\u00ebt me argumentin e &#8220;vet\u00ebmbrojtjes&#8221;, nd\u00ebrsa rastet kur oficer\u00ebt p\u00ebrballen me akuza penale (si rasti i fundit n\u00eb Tours ku nj\u00eb polic u akuzua p\u00ebr verbimin e nj\u00eb 16-vje\u00e7ari) jan\u00eb t\u00eb izoluara.&nbsp;<\/strong><\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">N\u00eb Katalonj\u00eb, policia rajonale i ndaloi plumbat e gom\u00ebs n\u00eb vitin 2014 pas fushatave t\u00eb viktimave q\u00eb kishin humbur syt\u00eb, por policia komb\u00ebtare spanjolle vazhdon t&#8217;i p\u00ebrdor\u00eb ato.
