Deklarata e re shton gjithashtu fraz\u00ebn <strong>\u201cdhe t\u00eb shmangin \u00e7do sjellje provokuese\u201d.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Q\u00ebndrimi i Departamentit t\u00eb Shtetit thot\u00eb gjithashtu se &#8220;Greqia dhe Turqia jan\u00eb t\u00eb dyja aleate t\u00eb NATO-s. Ne i inkurajojm\u00eb ato t\u00eb angazhohen n\u00eb dialog dypal\u00ebsh p\u00ebr t\u00eb adresuar \u00e7do pik\u00eb mosmarr\u00ebveshjeje midis tyre. Zgjidhja paq\u00ebsore e dallimeve t\u00eb tilla hap rrug\u00ebn p\u00ebr investime tregtare dhe aktivitete k\u00ebrkimore q\u00eb do t\u00eb p\u00ebrfitojn\u00eb t\u00eb gjith\u00eb rajonin.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">P\u00ebrgjigja e dh\u00ebn\u00eb gazet\u00ebs \u201cK\u201d jav\u00ebn e kaluar nga Departamenti Amerikan i Shtetit shkaktoi <strong>pak\u00ebnaq\u00ebsi dhe shqet\u00ebsim<\/strong> , duke \u00e7uar n\u00eb mobilizimin e Ambasad\u00ebs Greke n\u00eb Uashington, e cila, n\u00eb bashk\u00ebpunim me K\u00ebshillin Heleno-Amerikan t\u00eb Lidershipit (HALC), aleat\u00ebt e saj n\u00eb Kongres dhe organizatat amerikane hebraike, k\u00ebrkoi t\u00eb siguronte sqarime shtes\u00eb nga Departamenti i Shtetit.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Shqet\u00ebsimi kryesor ishte se pala amerikane, duke shmangur marrjen e nj\u00eb q\u00ebndrimi mbi p\u00ebrmbajtjen e memorandumit turko-libian dhe duke u kufizuar n\u00eb referenca t\u00eb p\u00ebrgjithshme p\u00ebr nevoj\u00ebn p\u00ebr dialog dhe negociata, <strong>po linte hap\u00ebsir\u00eb \u200b\u200bp\u00ebr keqinterpretime t\u00eb q\u00ebndrimit t\u00eb saj<\/strong> . N\u00eb ve\u00e7anti, mungesa e nj\u00eb q\u00ebndrimi t\u00eb qart\u00eb amerikan mund t\u00eb perceptohej nga Turqia dhe Libia si nj\u00eb pranim i heshtur i pretendimeve t\u00eb tyre.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">N\u00eb kontekstin e mobilizimit n\u00eb Uashington, &#8220;K&#8221; iu rikthye \u00e7\u00ebshtjes, <strong>duke theksuar pak\u00ebnaq\u00ebsin\u00eb e shkaktuar nga q\u00ebndrimi fillestar amerikan,<\/strong> ve\u00e7an\u00ebrisht pas zhvillimit me sukses t\u00eb Dialogut Strategjik dhe vizit\u00ebs s\u00eb Ministrit t\u00eb Jasht\u00ebm Marco Rubio n\u00eb Athin\u00eb. N\u00eb t\u00eb nj\u00ebjt\u00ebn koh\u00eb, theksoi se nj\u00eb q\u00ebndrim plot\u00ebsues mund t\u00eb kontribuonte n\u00eb adresimin e shqet\u00ebsimeve q\u00eb kishin lindur dhe n\u00eb shmangien e keqkuptimeve n\u00eb lidhje me q\u00ebndrimin e Uashingtonit n\u00eb Mesdheun Lindor.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Dit\u00ebt e fundit, brenda lobit greko-amerikan, shqet\u00ebsimi ka marr\u00eb nj\u00eb dimension shtes\u00eb, <strong>pasi memorandumi turko-libian nuk \u00ebsht\u00eb ekskluzivisht nj\u00eb \u00e7\u00ebshtje mosmarr\u00ebveshjesh greko-turke<\/strong> , por prek drejtp\u00ebrdrejt edhe interesat ekonomike dhe strategjike amerikane. Kujtojm\u00eb se n\u00eb dhjetor 2019, Departamenti i Shtetit e kishte karakterizuar marr\u00ebveshjen si <strong>&#8220;t\u00eb padobishme dhe provokuese&#8221;,<\/strong> duke v\u00ebn\u00eb n\u00eb dukje se ajo kishte rritur tensionet n\u00eb Mesdheun Lindor. M\u00eb 15 janar 2020, Departamenti i Shtetit kishte sqaruar se e drejta nd\u00ebrkomb\u00ebtare, si\u00e7 pasqyrohet n\u00eb Konvent\u00ebn mbi t\u00eb Drejt\u00ebn e Detit, n\u00eb p\u00ebrgjith\u00ebsi njeh t\u00eb drejtat e ishujve p\u00ebr nj\u00eb Zon\u00eb Ekonomike Ekskluzive dhe nj\u00eb shelf kontinental, si dhe p\u00ebr zonat kontinentale, nd\u00ebrsa kishte njohur se Greqia ka pretendime detare q\u00eb mbivendosen n\u00eb zon\u00ebn e mbuluar nga memorandumi.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Edhe m\u00eb i qart\u00eb ishte q\u00ebndrimi i N\u00ebnsekretarit t\u00eb at\u00ebhersh\u00ebm t\u00eb Shtetit p\u00ebr Burimet e Energjis\u00eb, <strong>Francis Fannon<\/strong> , m\u00eb 2 qershor 2020, i cili kishte theksuar se memorandumi turko-libian nuk mund t\u00eb ndikonte, nga pik\u00ebpamja ligjore, n\u00eb t\u00eb drejtat ose detyrimet e shteteve t\u00eb treta, si\u00e7 \u00ebsht\u00eb Greqia, duke shtuar se \u201cnuk ka ekuacion\u201d midis dy rasteve. Tre dit\u00eb m\u00eb von\u00eb, m\u00eb 5 qershor, Departamenti i Shtetit kishte p\u00ebrs\u00ebritur t\u00eb nj\u00ebjtin q\u00ebndrim, duke e karakterizuar p\u00ebrs\u00ebri marr\u00ebveshjen si \u201cprovokuese dhe t\u00eb padobishme\u201d.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Gjat\u00eb administrat\u00ebs s\u00eb Biden, m\u00eb 4 tetor 2022, <strong>pas n\u00ebnshkrimit t\u00eb nj\u00eb memorandumi t\u00eb ri turko-libian p\u00ebr bashk\u00ebpunim mbi hidrokarburet,<\/strong> Departamenti Amerikan i Shtetit kishte kujtuar se qeveria e p\u00ebrkohshme n\u00eb Tripoli ishte e detyruar nga udh\u00ebrr\u00ebfyesi politik i Libis\u00eb t\u00eb shmangte marr\u00ebveshjet q\u00eb mund t\u00eb prishnin marr\u00ebdh\u00ebniet e jashtme t\u00eb vendit ose t\u00eb krijonin detyrime afatgjata.
