Kush e shqyrtoi? \u00c7far\u00eb veprimesh nd\u00ebrmori prokuroria? A u vler\u00ebsua seriozisht rreziku q\u00eb ajo kishte paralajm\u00ebruar? A u ekzekutua urdhri gjyq\u00ebsor q\u00eb ajo p\u00ebrmendte?\u201d, ishin disa nga pyetjet q\u00eb Nagavci ngriti n\u00eb Kuvend.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ajo theksoi se prokuroria nuk duhet t\u00eb veproj\u00eb vet\u00ebm pasi t\u00eb ndodh\u00eb krimi, por duhet t\u00eb nd\u00ebrhyj\u00eb me urgjenc\u00eb kur ekzistojn\u00eb paralajm\u00ebrime konkrete p\u00ebr rrezik ndaj jet\u00ebs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nagavci n\u00ebnvizoi gjithashtu se vendimet gjyq\u00ebsore duhet t\u00eb zbatohen dhe se institucionet p\u00ebrgjegj\u00ebse duhet t\u00eb sigurojn\u00eb q\u00eb masat mbrojt\u00ebse p\u00ebr viktimat t\u00eb jen\u00eb efektive.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201c\u00c7far\u00eb kuptimi ka nj\u00eb urdh\u00ebr gjyq\u00ebsor n\u00ebse ai nuk zbatohet?\u201d, pyeti ajo, duke shtuar se pavar\u00ebsia e sistemit t\u00eb drejt\u00ebsis\u00eb nuk n\u00ebnkupton munges\u00eb p\u00ebrgjegj\u00ebsie.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Duke folur p\u00ebr mekanizmat ligjor\u00eb p\u00ebr mbrojtjen e grave nga dhuna, Nagavci tha se Kosova ka nd\u00ebrmarr\u00eb hapa t\u00eb r\u00ebnd\u00ebsish\u00ebm, p\u00ebrfshir\u00eb p\u00ebrfshirjen e Konvent\u00ebs s\u00eb Stambollit n\u00eb Kushtetut\u00eb dhe avancimin e mekanizmave ligjor\u00eb.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Megjithat\u00eb, ajo theksoi se miratimi i ligjeve nuk mjafton n\u00ebse ato nuk zbatohen n\u00eb praktik\u00eb dhe nuk garantojn\u00eb siguri konkrete p\u00ebr qytetar\u00ebt.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sipas saj, dhuna ndaj grave nuk duhet t\u00eb trajtohet si \u00e7\u00ebshtje private, por si shkelje e t\u00eb drejtave t\u00eb njeriut, \u00e7\u00ebshtje e siguris\u00eb publike dhe p\u00ebrgjegj\u00ebsi e drejtp\u00ebrdrejt\u00eb e shtetit.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nagavci k\u00ebrkoi q\u00eb n\u00eb rastin e Arlinda Zekajt t\u00eb shqyrtohet i gjith\u00eb zinxhiri institucional, nga momenti kur ajo kishte k\u00ebrkuar mbrojtje deri te veprimet e nd\u00ebrmarra ose t\u00eb pand\u00ebrmarra para vrasjes s\u00eb saj.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ajo tha se duhet t\u00eb sqarohet n\u00ebse ka pasur neglizhenc\u00eb, vonesa t\u00eb pajustifikueshme, moszbatim t\u00eb vendimeve gjyq\u00ebsore apo munges\u00eb koordinimi nd\u00ebrmjet institucioneve, duke k\u00ebrkuar q\u00eb p\u00ebrgjegj\u00ebsit\u00eb t\u00eb p\u00ebrcaktohen n\u00eb p\u00ebrputhje me ligjin.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">N\u00eb k\u00ebt\u00eb drejtim, Nagavci b\u00ebri t\u00eb ditur se Grupi Parlamentar i L\u00ebvizjes Vet\u00ebvendosje ka k\u00ebrkuar mbajtjen e seanc\u00ebs s\u00eb jasht\u00ebzakonshme dhe ka iniciuar themelimin e nj\u00eb komisioni hetimor parlamentar p\u00ebr t\u00eb shqyrtuar p\u00ebrgjegj\u00ebsin\u00eb institucionale n\u00eb k\u00ebt\u00eb rast.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ajo sqaroi se komisioni nuk synon t\u00eb z\u00ebvend\u00ebsoj\u00eb hetimin penal apo kompetencat e organeve t\u00eb drejt\u00ebsis\u00eb, por t\u00eb identifikoj\u00eb d\u00ebshtimet eventuale p\u00ebrmes mbik\u00ebqyrjes parlamentare dhe t\u00eb propozoj\u00eb masa konkrete p\u00ebr parandalimin e rasteve t\u00eb ngjashme.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">N\u00eb p\u00ebrfundim t\u00eb fjal\u00ebs s\u00eb saj, Nagavci u b\u00ebri thirrje deputet\u00ebve q\u00eb ta miratojn\u00eb rezolut\u00ebn n\u00eb fund t\u00eb seanc\u00ebs dhe t\u00eb mb\u00ebshtesin themelimin e komisionit hetimor parlamentar.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cDrejt\u00ebsia q\u00eb vjen vet\u00ebm pas tragjedis\u00eb nuk mjafton.
