Ai gjithashtu nxjerr n\u00eb pah nj\u00eb sfid\u00eb m\u00eb t\u00eb gjer\u00eb p\u00ebr rendin juridik nd\u00ebrkomb\u00ebtar: nevoj\u00ebn p\u00ebr t\u00eb siguruar q\u00eb marr\u00ebveshjet arbitrare dypal\u00ebshe t\u00eb mos minojn\u00eb rregullat e vendosura t\u00eb s\u00eb drejt\u00ebs nd\u00ebrkomb\u00ebtare, as t\u00eb shkelin t\u00eb drejtat e shteteve t\u00eb treta.<\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em>E drejta nd\u00ebrkomb\u00ebtare, dhe n\u00eb ve\u00e7anti Konventa e Kombeve t\u00eb Bashkuara p\u00ebr t\u00eb Drejt\u00ebn e Detit (UNCLOS), si dhe e drejta nd\u00ebrkomb\u00ebtare zakonore, p\u00ebrb\u00ebjn\u00eb korniz\u00ebn ligjore p\u00ebr p\u00ebrcaktimin e zonave detare. K\u00ebto rregulla jan\u00eb themelore p\u00ebr t\u00eb siguruar parashikueshm\u00ebri, siguri ligjore dhe marr\u00ebdh\u00ebnie paq\u00ebsore midis shteteve. Pranimi i marr\u00ebveshjeve dypal\u00ebshe q\u00eb shp\u00ebrfillin rregullat dhe parimet n\u00eb fuqi t\u00eb s\u00eb drejt\u00ebs nd\u00ebrkomb\u00ebtare do t\u00eb krijonte nj\u00eb precedent t\u00eb rreziksh\u00ebm, duke minuar rendin juridik nd\u00ebrkomb\u00ebtar dhe parimet mbi t\u00eb cilat bazohet zgjidhja paq\u00ebsore e mosmarr\u00ebveshjeve.<\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em>Memorandumi i falsifikuar turko-libian bie ndesh me k\u00ebto parime themelore. Ai injoron realitetin gjeografik dhe t\u00eb drejtat e t\u00eb gjitha shteteve bregdetare t\u00eb p\u00ebrfshira n\u00eb zonat detare, duke p\u00ebrfshir\u00eb t\u00eb drejtat e ishujve sipas Konvent\u00ebs s\u00eb Kombeve t\u00eb Bashkuara p\u00ebr t\u00eb Drejt\u00ebn e Detit. Vendimi pasues i Dhom\u00ebs s\u00eb P\u00ebrfaq\u00ebsuesve t\u00eb Libis\u00eb nuk e ndryshon k\u00ebt\u00eb realitet ligjor. Memorandumi n\u00eb fjal\u00eb mbetet i pavlefsh\u00ebm, \u00ebsht\u00eb n\u00eb kund\u00ebrshtim me t\u00eb Drejt\u00ebn Nd\u00ebrkomb\u00ebtare dhe nuk mund t\u00eb p\u00ebrb\u00ebj\u00eb nj\u00eb baz\u00eb ligjore p\u00ebr p\u00ebrcaktimin e zonave detare ose t\u00eb prodhoj\u00eb efekte ligjore p\u00ebr shtetet e treta.<\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em>Ne mbetemi t\u00eb p\u00ebrkushtuar ndaj ribashkimit t\u00eb institucioneve libiane dhe ndaj perspektiv\u00ebs s\u00eb nj\u00eb Libie t\u00eb bashkuar dhe t\u00eb begat\u00eb. Nj\u00eb Libi e q\u00ebndrueshme, q\u00eb merr pjes\u00eb aktive n\u00eb bashk\u00ebpunimin rajonal, \u00ebsht\u00eb thelb\u00ebsore p\u00ebr paqen dhe sigurin\u00eb n\u00eb t\u00eb gjith\u00eb Mesdheun. Tranzicioni politik i Libis\u00eb dhe marr\u00ebdh\u00ebniet e saj me vendet fqinje duhet t\u00eb rregullohen nga respekti p\u00ebr t\u00eb drejt\u00ebn nd\u00ebrkomb\u00ebtare dhe marr\u00ebdh\u00ebniet e fqinj\u00ebsis\u00eb s\u00eb mir\u00eb.<\/em><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><em>Si Shtete An\u00ebtare t\u00eb Kombeve t\u00eb Bashkuara, ne kemi mb\u00ebshtetur vazhdimisht zgjidhjen paq\u00ebsore t\u00eb mosmarr\u00ebveshjeve p\u00ebrmes dialogut dhe n\u00eb p\u00ebrputhje me t\u00eb Drejt\u00ebn Nd\u00ebrkomb\u00ebtare.
