Ajo ka evidentuar nj\u00eb s\u00ebr\u00eb shkeljesh dhe neglizhencash nga institucionet p\u00ebrgjegj\u00ebse, p\u00ebrfshir\u00eb Gjykat\u00ebn Themelore n\u00eb Pej\u00eb, Prokurorin\u00eb Themelore dhe Qendr\u00ebn p\u00ebr Pun\u00eb Sociale.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">G\u00ebrvalla b\u00ebri t\u00eb ditur se Arlinda Zekaj kishte k\u00ebrkuar mbrojtje institucionale, duke raportuar dhun\u00eb, k\u00ebrc\u00ebnime dhe frik\u00eb p\u00ebr jet\u00ebn e saj dhe t\u00eb f\u00ebmij\u00ebs. M\u00eb 7 shtator, ajo kishte k\u00ebrkuar urdh\u00ebr mbrojtjeje emergjente nga Gjykata Themelore n\u00eb Pej\u00eb, duke paralajm\u00ebruar se jeta e saj ishte n\u00eb rrezik.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cRreziku ishte raportuar shprehimisht dhe ishte i dokumentuar\u201d, deklaroi G\u00ebrvalla.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sipas raportit, gjykata nuk i kishte respektuar afatet ligjore p\u00ebr trajtimin e k\u00ebrkes\u00ebs. Edhe pse ligji parasheh afat prej shtat\u00eb dit\u00ebsh p\u00ebr vendimmarrje, seancat ishin shtyr\u00eb disa her\u00eb, nd\u00ebrsa aktvendimi p\u00ebr urdh\u00ebr mbrojtjeje ishte nxjerr\u00eb vet\u00ebm m\u00eb 16 tetor, pas m\u00eb shum\u00eb se nj\u00eb muaji.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nj\u00eb tjet\u00ebr fakt shqet\u00ebsues, sipas ministres, \u00ebsht\u00eb se m\u00eb 17 shtator Arlinda Zekaj i ishte drejtuar kryetarit t\u00eb Gjykat\u00ebs Themelore n\u00eb Pej\u00eb, Shkumbin Had\u00ebrgjonaj, duke paralajm\u00ebruar p\u00ebr vonesat dhe rrezikun ndaj jet\u00ebs s\u00eb saj. P\u00ebrgjigjen e kishte marr\u00eb m\u00eb 20 tetor, ku kryetari kishte konstatuar se gjyqtari kishte vepruar brenda afateve ligjore.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Megjithat\u00eb, G\u00ebrvalla tha se dokumentacioni dhe ligji tregojn\u00eb t\u00eb kund\u00ebrt\u00ebn. Po at\u00eb dit\u00eb, Arlinda Zekaj i kishte shkruar s\u00ebrish kryetarit t\u00eb gjykat\u00ebs, duke shprehur d\u00ebshp\u00ebrimin dhe frik\u00ebn se do t\u00eb vritej si pasoj\u00eb e neglizhenc\u00ebs institucionale.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cPes\u00eb dit\u00eb m\u00eb von\u00eb, ajo tragjikisht u vra\u201d, theksoi ministrja.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Raporti evidenton gjithashtu moszbatimin e urdhrit t\u00eb mbrojtjes. Sipas G\u00ebrvall\u00ebs, m\u00eb 20 dhe 21 tetor, Qendra p\u00ebr Pun\u00eb Sociale kishte njoftuar gjyqtarin p\u00ebrgjegj\u00ebs p\u00ebr moszbatimin e masave, por nga dokumentacioni nuk rezulton se ishin nd\u00ebrmarr\u00eb veprime t\u00eb m\u00ebtejshme ligjore.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Probleme serioze jan\u00eb evidentuar edhe n\u00eb Prokurorin\u00eb Themelore n\u00eb Pej\u00eb. Sipas raportit, prokuroria ishte informuar p\u00ebr dhun\u00ebn dhe k\u00ebrc\u00ebnimet ndaj Zekajt q\u00eb nga 10 korriku. Madje, m\u00eb 23 tetor, vet\u00ebm dy dit\u00eb para vrasjes, kryeprokurorja e at\u00ebhershme, Lumturije Vu\u00e7etaj, ishte informuar me shkrim se viktima kishte raportuar k\u00ebrc\u00ebnim t\u00eb drejtp\u00ebrdrejt\u00eb me vrasje nga Albert Sylaj.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sipas ministres, prokurorja p\u00ebrgjegj\u00ebse kishte refuzuar hapjen e rastit p\u00ebr kanosje dhe kishte k\u00ebrkuar nga personat e dyshuar sigurimin e pamjeve t\u00eb kamerave t\u00eb siguris\u00eb. Megjithat\u00eb, nuk ka dokumentacion q\u00eb d\u00ebshmon n\u00ebse k\u00ebto pamje ishin dor\u00ebzuar dhe \u00e7far\u00eb veprimesh ishin nd\u00ebrmarr\u00eb m\u00eb pas.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">G\u00ebrvalla ngriti shqet\u00ebsime edhe p\u00ebr mosadresimin e k\u00ebrkes\u00ebs s\u00eb Arlind\u00ebs p\u00ebr t&#8217;u kthyer n\u00eb sht\u00ebpin\u00eb e saj. N\u00eb vend t\u00eb zbatimit t\u00eb vendimit gjyq\u00ebsor, asaj i ishte rekomanduar q\u00eb \u00e7\u00ebshtjen pron\u00ebsore ta zgjidhte p\u00ebrmes procedurave civile, nd\u00ebrsa n\u00eb disa raste i ishte sugjeruar t\u00eb largohej nga sht\u00ebpia p\u00ebr arsye sigurie.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cPra, n\u00eb vend q\u00eb t\u00eb largohej rreziku nga viktima, viktim\u00ebs i k\u00ebrkohej t\u00eb largohej nga rreziku duke hequr dor\u00eb nga sht\u00ebpia e saj\u201d, deklaroi G\u00ebrvalla.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sa i p\u00ebrket Qendr\u00ebs p\u00ebr Pun\u00eb Sociale n\u00eb Pej\u00eb, raporti evidenton se institucioni kishte pasur komunikim t\u00eb vazhduesh\u00ebm me Arlinda Zekajn nga korriku deri n\u00eb tetor, por nuk kishte nd\u00ebrmarr\u00eb veprimet e nevojshme p\u00ebr krijimin e kushteve p\u00ebr kthimin e saj n\u00eb sht\u00ebpin\u00eb e p\u00ebrbashk\u00ebt. Gjithashtu, qendra nuk kishte dor\u00ebzuar me koh\u00eb raportin e k\u00ebrkuar nga gjykata, gj\u00eb q\u00eb kishte ndikuar n\u00eb shtyrjen e seancave.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ministrja foli edhe p\u00ebr p\u00ebrgjegj\u00ebsit\u00eb e Komun\u00ebs s\u00eb Pej\u00ebs n\u00eb mbik\u00ebqyrjen e Qendr\u00ebs p\u00ebr Pun\u00eb Sociale, duke th\u00ebn\u00eb se deri n\u00eb p\u00ebrfundimin e raportit, nga komuna ishte pranuar vet\u00ebm nj\u00eb p\u00ebrgjigje e shkurt\u00ebr, pa informacione p\u00ebr masa konkrete lidhur me mang\u00ebsit\u00eb e evidentuara.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nd\u00ebrkoh\u00eb, G\u00ebrvalla b\u00ebri t\u00eb ditur se dy prokurore t\u00eb p\u00ebrfshira n\u00eb trajtimin e rastit tashm\u00eb jan\u00eb pezulluar nga detyra. Ajo theksoi se ky veprim nuk n\u00ebnkupton konstatim p\u00ebrfundimtar t\u00eb p\u00ebrgjegj\u00ebsis\u00eb, por mund\u00ebson zhvillimin e procedurave p\u00ebrkat\u00ebse.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ministrja k\u00ebrkoi q\u00eb t\u00eb gjitha veprimet dhe mosveprimet institucionale t\u00eb shqyrtohen n\u00eb t\u00ebr\u00ebsi dhe q\u00eb ndaj personave p\u00ebrgjegj\u00ebs, aty ku konstatohen shkelje, t\u00eb nd\u00ebrmerren masat e parapara me ligj.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ministrja e Drejt\u00ebsis\u00eb, Donika G\u00ebrvalla, \u00ebsht\u00eb pyetur nga mediat n\u00ebse do t\u00eb jap\u00eb dor\u00ebheqje pas gjetjeve t\u00eb raportit p\u00ebr trajtimin institucional t\u00eb rastit t\u00eb Arlinda Zekajt.Ajo ka k\u00ebrkuar q\u00eb fillimisht t\u2019u lejohet institucioneve t\u00eb kryejn\u00eb pun\u00ebn e tyre, me q\u00ebllim q\u00eb t\u00eb identifikohen dhe t\u00eb adresohen t\u00eb gjitha p\u00ebrgjegj\u00ebsit\u00eb p\u00ebr veprimet dhe mosveprimet n\u00eb k\u00ebt\u00eb rast.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cPo t\u00eb konsideroja q\u00eb dor\u00ebheqja do t\u00eb ishte mekanizimi q\u00eb do t\u00eb kontribuonte p\u00ebr nj\u00eb identifikim m\u00eb t\u00eb sakt\u00eb, m\u00eb t\u00eb shpejt\u00eb dhe m\u00eb t\u00eb thell\u00eb t\u00eb p\u00ebrgjegj\u00ebsive p\u00ebr veprim dhe mosveprim, un\u00eb do t\u00eb kisha dh\u00ebn\u00eb dor\u00ebheqje.
