Sipas kryeministrit, testimi do t\u00eb realizohet n\u00eb bashk\u00ebpunim me Qendr\u00ebn e Sh\u00ebrbimeve Arsimore, e cila po adopton modelin e provimeve t\u00eb Kembrixhit.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cP\u00ebrmes testimit komb\u00ebtar unik, kandidat\u00ebt do t\u00eb ken\u00eb mund\u00ebsi t\u00eb d\u00ebshmojn\u00eb aft\u00ebsit\u00eb e tyre p\u00ebrpara nj\u00eb standardi t\u00eb p\u00ebrbashk\u00ebt. Ky testim komb\u00ebtar do t\u00eb b\u00ebhet duke bashk\u00ebpunuar me Qendr\u00ebn e Sh\u00ebrbimeve Arsimore, e cila po adopton modelin e provimeve t\u00eb Kembrixhit. Provime t\u00eb sekretuara, standard i barabart\u00eb dhe gjith\u00e7ka p\u00ebrmes teknologjis\u00eb n\u00eb hapin e par\u00eb\u201d, deklaroi Rama.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ai b\u00ebri t\u00eb ditur se kandidat\u00ebt q\u00eb do t\u00eb kalojn\u00eb me sukses provimin do t\u00eb pajisen me nj\u00eb certifikat\u00eb t\u00eb vlefshme p\u00ebr kat\u00ebr vite, e cila do t\u2019u mund\u00ebsoj\u00eb t\u00eb konkurrojn\u00eb p\u00ebr pozicionet p\u00ebrkat\u00ebse n\u00eb administrat\u00ebn publike. Kreu i qeveris\u00eb theksoi se certifikimi nuk do t\u00eb garantoj\u00eb automatikisht nj\u00eb vend pune, por do t\u00eb krijoj\u00eb nj\u00eb baz\u00eb m\u00eb t\u00eb drejt\u00eb dhe m\u00eb t\u00eb besueshme p\u00ebr konkurrimin.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cCertifikata e provimit nuk jep automatikisht nj\u00eb vend pune, por krijon nj\u00eb baz\u00eb m\u00eb t\u00eb drejt\u00eb e m\u00eb t\u00eb besueshme p\u00ebr konkurrim. Ne do t\u00eb vendosim n\u00eb dispozicion t\u00eb t\u00eb gjith\u00ebve der\u00ebn e provimit unik komb\u00ebtar\u201d, u shpreh kryeministri.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nj\u00eb tjet\u00ebr element i r\u00ebnd\u00ebsish\u00ebm i planit \u00ebsht\u00eb krijimi i Regjistrit Komb\u00ebtar t\u00eb Talenteve, p\u00ebrmes t\u00eb cilit personat q\u00eb d\u00ebshirojn\u00eb t\u00eb kontribuojn\u00eb n\u00eb administrat\u00ebn shtet\u00ebrore do t\u00eb mund t\u00eb regjistrojn\u00eb kandidatur\u00ebn dhe gatishm\u00ebrin\u00eb e tyre p\u00ebr t\u2019u angazhuar. Sipas Ram\u00ebs, regjistri do t\u00eb sh\u00ebrbej\u00eb si nj\u00eb mekaniz\u00ebm p\u00ebr t\u00eb lidhur profesionist\u00ebt me mund\u00ebsit\u00eb e pun\u00ebsimit dhe konkurset q\u00eb hapen n\u00eb institucionet publike.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201c\u00c7\u2019do t\u00eb thot\u00eb nj\u00eb regjist\u00ebr komb\u00ebtar i talenteve? Ata q\u00eb duan t\u00eb kontribuojn\u00eb n\u00eb shtetin shqiptar do t\u00eb duhet t\u00eb regjistrojn\u00eb kandidatur\u00ebn e tyre, gatishm\u00ebrin\u00eb e tyre dhe pastaj, sipas profesionit dhe fush\u00ebs s\u00eb tyre t\u00eb dijes, t\u00eb dal\u00eb nga dokumentet e v\u00ebna n\u00eb k\u00ebt\u00eb regjist\u00ebr prej tyre, ata do t\u00eb informohen n\u00eb koh\u00eb reale p\u00ebr t\u00eb gjitha mund\u00ebsit\u00eb q\u00eb krijohen, konkurset q\u00eb hapen dhe do t\u00eb ken\u00eb mund\u00ebsi t\u00eb jen\u00eb t\u00eb informuar dhe t\u00eb jen\u00eb aktiv\u00eb n\u00eb raport me k\u00ebto mund\u00ebsi e konkurse\u201d, deklaroi kryeministri.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">P\u00ebrve\u00e7 regjistrit t\u00eb talenteve, sistemi i ri do t\u00eb p\u00ebrfshij\u00eb edhe Katalogun Komb\u00ebtar t\u00eb Pozicioneve dhe Kompetencave, si dhe sistemin MERITAI, q\u00eb sipas prezantimit t\u00eb kryeministrit do t\u00eb jet\u00eb nj\u00eb tjet\u00ebr element i mekanizmit t\u00eb ri p\u00ebr vler\u00ebsimin dhe menaxhimin e burimeve njer\u00ebzore n\u00eb administrat\u00ebn publike. Nj\u00eb tjet\u00ebr shtyll\u00eb e planit t\u00eb ri \u00ebsht\u00eb meritokracia n\u00eb drejtimin e institucioneve publike dhe rritja e p\u00ebrgjegjshm\u00ebris\u00eb p\u00ebr rezultatet e arritura. Rama b\u00ebri t\u00eb ditur se rreth dhjet\u00eb dit\u00eb m\u00eb par\u00eb drejtues t\u00eb nj\u00eb numri institucionesh q\u00eb ofrojn\u00eb sh\u00ebrbime p\u00ebr qytetar\u00ebt iu n\u00ebnshtruan nj\u00eb procesi vler\u00ebsimi t\u00eb rezultateve n\u00eb pun\u00eb.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sipas tij, ky proces nuk synon thjesht ndryshimin e emrave n\u00eb krye t\u00eb institucioneve, por evidentimin e rezultateve konkrete dhe problematikave n\u00eb drejtim.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cDhjet\u00eb dit\u00eb m\u00eb par\u00eb drejtues t\u00eb nj\u00eb numri institucionesh q\u00eb ofrojn\u00eb sh\u00ebrbime p\u00ebr qytetar\u00ebt jan\u00eb n\u00ebnshtruar nj\u00eb procesi t\u00eb vler\u00ebsimit t\u00eb rezultateve n\u00eb pun\u00eb. Kjo nuk \u00ebsht\u00eb l\u00ebvizje e panatyrshme dhe as nj\u00eb ushtrim p\u00ebr t\u00eb ndryshuar emra n\u00eb krye t\u00eb institucioneve, \u00ebsht\u00eb k\u00ebrkes\u00eb p\u00ebr t\u00eb par\u00eb me nj\u00eb sy kritik ku drejtimi ka prodhuar rezultate dhe ku ka prodhuar vet\u00ebm rutin\u00eb apo kosto p\u00ebr imazhin e institucionit\u201d, deklaroi Rama.
