P\u00ebr tri vjet jan\u00eb planifikuar 61 milion\u00eb euro, por Qeveria thot\u00eb se ende duhet t\u00eb p\u00ebrfundojn\u00eb studimet p\u00ebr p\u00ebrcaktimin e kostos s\u00eb p\u00ebrgjithshme. K\u00ebshtu, ndon\u00ebse projekti \u00ebsht\u00eb p\u00ebrfshir\u00eb n\u00eb planifikimin buxhetor, faza e p\u00ebrgatitjes mbetet nj\u00eb prej \u00e7\u00ebshtjeve kryesore para fillimit t\u00eb punimeve.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Unaza e Jashtme e Prishtin\u00ebs \u00ebsht\u00eb p\u00ebrfshir\u00eb n\u00eb projektbuxhetin qendror p\u00ebr vitet 2027\u20132029, por shuma e planifikuar prej 61 milion\u00eb eurosh ngre pik\u00ebpyetje p\u00ebr koston e p\u00ebrgjithshme t\u00eb projektit dhe m\u00ebnyr\u00ebn se si do t\u00eb financohet nd\u00ebrtimi i saj.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sipas tabel\u00ebs s\u00eb investimeve kapitale n\u00eb projektbuxhet, p\u00ebr projektin e em\u00ebrtuar \u201cNd\u00ebrtimi i Unaz\u00ebs s\u00eb Prishtin\u00ebs\u201d jan\u00eb parapar\u00eb nj\u00eb milion euro n\u00eb vitin 2027, dhjet\u00eb milion\u00eb n\u00eb vitin 2028 dhe 50 milion\u00eb euro n\u00eb vitin 2029. Vlera e p\u00ebrgjithshme e paraqitur n\u00eb tabel\u00eb \u00ebsht\u00eb 61 milion\u00eb euro.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sipas t\u00eb nj\u00ebjtit dokument, data e planifikuar p\u00ebr fillimin e projektit \u00ebsht\u00eb maji i vitit 2027, nd\u00ebrsa p\u00ebrfundimi parashihet n\u00eb dhjetor t\u00eb vitit 2029. Megjithat\u00eb, deri n\u00eb fund t\u00eb vitit 2026 nuk figurojn\u00eb shpenzime t\u00eb regjistruara p\u00ebr k\u00ebt\u00eb projekt.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">P\u00ebrfshirjen e Unaz\u00ebs n\u00eb buxhet e ka konfirmuar edhe kryeministri Albin Kurti, i cili, gjat\u00eb prezantimit t\u00eb projektbuxhetit, e ka renditur at\u00eb nd\u00ebr investimet e planifikuara n\u00eb infrastruktur\u00ebn rrugore.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Por, shifra prej 61 milion\u00eb eurosh \u00ebsht\u00eb duksh\u00ebm m\u00eb e ul\u00ebt se vlerat e p\u00ebrmendura m\u00eb her\u00ebt nga zyrtar\u00ebt e Komun\u00ebs s\u00eb Prishtin\u00ebs. Kryetari P\u00ebrparim Rama kishte deklaruar se projekti i Unaz\u00ebs s\u00eb Jashtme ishte p\u00ebrgatitur me nj\u00eb kosto prej rreth 206 milion\u00eb eurosh. Ai kishte p\u00ebrmendur edhe mund\u00ebsin\u00eb e financimit nga Banka Evropiane p\u00ebr Rind\u00ebrtim dhe Zhvillim (BERZH), p\u00ebrmes nj\u00eb kredie prej 206 milion\u00eb eurosh dhe nj\u00eb granti prej 82.4 milion\u00eb eurosh.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Zyrtar\u00ebt komunal\u00eb nuk kan\u00eb deklaruar p\u00ebr RTK-n\u00eb se shuma e parapar\u00eb n\u00eb buxhetin qendror nuk \u00ebsht\u00eb e mjaftueshme p\u00ebr realizimin e plot\u00eb t\u00eb projektit. Megjithat\u00eb, kan\u00eb th\u00ebn\u00eb se nevojitet nj\u00eb marr\u00ebveshje nd\u00ebrmjet Komun\u00ebs s\u00eb Prishtin\u00ebs dhe Qeveris\u00eb.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>A \u00ebsht\u00eb i nj\u00ebjti projekt?<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nj\u00eb nga paqart\u00ebsit\u00eb kryesore mbetet n\u00ebse projekti i p\u00ebrfshir\u00eb n\u00eb buxhetin qendror \u00ebsht\u00eb i nj\u00ebjt\u00eb me projektin prej rreth 29 kilometrash, t\u00eb prezantuar nga Komuna e Prishtin\u00ebs. Deri m\u00eb tani, nuk ka sqarime t\u00eb mjaftueshme publike n\u00ebse b\u00ebhet fjal\u00eb p\u00ebr t\u00eb nj\u00ebjt\u00ebn trase dhe t\u00eb nj\u00ebjtin v\u00ebllim punimesh, apo n\u00ebse planifikimi qendror p\u00ebrfshin vet\u00ebm nj\u00eb pjes\u00eb ose faz\u00eb t\u00eb projektit komunal.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">P\u00ebr k\u00ebt\u00eb arsye, shuma prej 61 milion\u00eb eurosh nuk mund t\u00eb krahasohet drejtp\u00ebrdrejt me vlerat e p\u00ebrmendura m\u00eb her\u00ebt nga Komuna dhe BERZH-i, pa u sqaruar fillimisht p\u00ebrmbajtja dhe shtrirja e projektit t\u00eb regjistruar n\u00eb buxhet.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Edhe ministri i Financave, Hekuran Murati, pas mbledhjes s\u00eb Qeveris\u00eb, ka th\u00ebn\u00eb se p\u00ebr Unaz\u00ebn duhet t\u00eb p\u00ebrmbyllen studimet e nevojshme p\u00ebr t\u00eb p\u00ebrcaktuar koston e p\u00ebrgjithshme t\u00eb realizimit. Ai ka theksuar se p\u00ebr holl\u00ebsi rreth planeve, projektit dhe kostos duhet t\u00eb prononcohet Ministria e Infrastruktur\u00ebs dhe Transportit.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Megjithat\u00eb, nga deklarimi i ministrit nuk \u00ebsht\u00eb b\u00ebr\u00eb e ditur se cilat studime kan\u00eb mbetur p\u00ebr t&#8217;u p\u00ebrfunduar dhe n\u00ebse ato kan\u00eb t\u00eb b\u00ebjn\u00eb me fizibilitetin, projektimin teknik, vler\u00ebsimin e ndikimit n\u00eb mjedis apo shpron\u00ebsimet. Po ashtu, nuk \u00ebsht\u00eb dh\u00ebn\u00eb ndonj\u00eb afat konkret p\u00ebr p\u00ebrfundimin e tyre dhe hapjen e procedurave t\u00eb prokurimit.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Financimi nga BERZH-i, ende pa marr\u00ebveshje t\u00eb konkretizuar<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Financimi p\u00ebrmes BERZH-it ishte p\u00ebrmendur si nj\u00eb nga mund\u00ebsit\u00eb kryesore p\u00ebr realizimin e Unaz\u00ebs. Shefi i Zyr\u00ebs s\u00eb BERZH-it n\u00eb Kosov\u00eb, Sergiy Maslichenko, kishte shpjeguar se p\u00ebr nj\u00eb projekt t\u00eb k\u00ebsaj madh\u00ebsie nevojitej garanci sovrane nga Qeveria e Kosov\u00ebs. Ai kishte p\u00ebrmendur nj\u00eb investim kapital prej mbi 150 milion\u00eb eurosh, krahas kostos s\u00eb shpron\u00ebsimeve, duke e vler\u00ebsuar t\u00eb gjith\u00eb projektin n\u00eb rreth 300 milion\u00eb euro.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nd\u00ebrkaq, deklarimet e m\u00ebhershme t\u00eb Komun\u00ebs p\u00ebr financimin prej 206 milion\u00eb eurosh dhe grantin prej 82.4 milion\u00eb eurosh nuk jan\u00eb pasuar, deri m\u00eb tani, me nj\u00eb marr\u00ebveshje t\u00eb publikuar q\u00eb do ta konfirmonte p\u00ebrfundimisht k\u00ebt\u00eb financim.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Deklarata e Komun\u00ebs se marr\u00ebveshja me Qeverin\u00eb ende nuk \u00ebsht\u00eb konkretizuar tregon se mbetet e hapur \u00e7\u00ebshtja se si do t\u00eb ndahet barra financiare dhe n\u00ebse do t\u00eb vazhdohet me modelin e financimit p\u00ebrmes kredis\u00eb s\u00eb BERZH-it, me garanci sovrane, apo me nj\u00eb model tjet\u00ebr.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">P\u00ebrfshirja n\u00eb projektbuxhet \u00ebsht\u00eb nj\u00eb hap n\u00eb planifikimin financiar t\u00eb Unaz\u00ebs, por ende nuk i sqaron koston e plot\u00eb, burimet e financimit dhe afatin e nisjes s\u00eb punimeve. P\u00ebr realizimin e projektit mbeten t\u00eb domosdoshme sqarimet p\u00ebr p\u00ebrputhjen e projektit qendror me at\u00eb komunal, p\u00ebrfundimin e studimeve, marr\u00ebveshjen financiare dhe procedurat e prokurimit.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Paqart\u00ebsit\u00eb q\u00eb presin sqarime<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nj\u00eb tjet\u00ebr \u00e7\u00ebshtje \u00ebsht\u00eb faza e p\u00ebrgatitjes s\u00eb projektit, p\u00ebrkat\u00ebsisht se cilat studime dhe dokumente teknike kan\u00eb mbetur p\u00ebr t&#8217;u p\u00ebrfunduar, kur pritet t\u00eb p\u00ebrmbyllen dhe brenda \u00e7far\u00eb afati mund t\u00eb hapen procedurat e prokurimit.
