Gazeta javore tregon se nuk b\u00ebhet fjal\u00eb p\u00ebr lobim serb kund\u00ebr Malit t\u00eb Zi n\u00eb Franc\u00eb dhe an\u00ebtar\u00eb t\u00eb tjer\u00eb t\u00eb BE-s\u00eb, por p\u00ebr shfryt\u00ebzimin e rrethanave ekzistuese, humorit dhe orientimit t\u00eb disa qeverive evropiane, t\u00eb cilat p\u00ebr shkak t\u00eb rrethanave shkojn\u00eb krah p\u00ebr krah me interesat e autoriteteve n\u00eb Beograd.<\/p>\n\n\n\n

Pushteti ekzekutiv, si dhe nj\u00eb pjes\u00eb e mir\u00eb e pushtetit legjislativ n\u00eb Franc\u00eb, do t\u00eb donin ta ndalonin Malin e Zi dhe t\u00eb gjith\u00eb procesin e integrimit evropian sa m\u00eb shpejt t\u00eb jet\u00eb e mundur, por p\u00ebr momentin ata po pengohen ta b\u00ebjn\u00eb k\u00ebt\u00eb nga Presidenti Emmanuel Macron, me ndihm\u00ebn e Ministrit t\u00eb \u00c7\u00ebshtjeve Evropiane, Benjamin Adad.<\/p>\n\n\n\n

Mali i Zi po p\u00ebrballet me nj\u00eb periudh\u00eb shum\u00eb t\u00eb ndjeshme t\u00eb integrimit evropian – n\u00ebse qeveria n\u00eb Beograd vendosi ta destabilizoj\u00eb at\u00eb vend me q\u00ebllim q\u00eb t\u00eb parandaloj\u00eb ose vonoj\u00eb hyrjen e tij n\u00eb BE, tani vjen faza kur ky proces \u00ebsht\u00eb m\u00eb i preksh\u00ebm dhe kur mund t\u00eb p\u00ebsoj\u00eb vonesa serioze, t\u00eb cilat mund t\u00eb pengojn\u00eb realizimin e planit q\u00eb Mali i Zi t\u00eb hyj\u00eb n\u00eb Bashkim deri n\u00eb fund t\u00eb dekad\u00ebs.<\/p>\n\n\n\n

Presidenti serb Aleksandar Vu\u00e7i\u00e7, sipas Nedeljnik, po luan gjithashtu kart\u00ebn e r\u00ebnies s\u00eb BE-s\u00eb ose shp\u00ebrb\u00ebrjes s\u00eb saj, pasi ai beson se pushteti i tij do t\u00eb \u00e7imentohej n\u00eb at\u00eb rast – sa m\u00eb i dob\u00ebt t\u00eb jet\u00eb Unioni dhe sa m\u00eb i ngadalt\u00eb procesi i zgjerimit, aq m\u00eb pak mund\u00ebsi ka q\u00eb pushteti i Vu\u00e7i\u00e7 t\u00eb k\u00ebrc\u00ebnohet seriozisht dhe t\u00eb vihet n\u00eb pik\u00ebpyetje.<\/p>\n\n\n\n

N\u00ebse forcat e mb\u00ebshtetura nga qeveria n\u00eb Beograd fitojn\u00eb n\u00eb Evrop\u00eb, i gjith\u00eb “kontinenti i vjet\u00ebr” do t\u00eb gjendet n\u00eb telashe, p\u00ebrfshir\u00eb Serbin\u00eb. N\u00ebse fuqia e lartp\u00ebrmendur humbet, Serbia do t\u00eb gjendet n\u00eb izolim t\u00eb thell\u00eb me k\u00ebt\u00eb qeveri, thuhet aty.<\/p>\n\n\n\n

E p\u00ebrjavshmja shkruan gjithashtu se BE-ja po punon shum\u00eb p\u00ebr t\u00eb gjetur formula p\u00ebr t\u00eb p\u00ebrshpejtuar integrimin evropian t\u00eb Ballkanit Per\u00ebndimor, Ukrain\u00ebs dhe Moldavis\u00eb, dhe se p\u00ebr k\u00ebt\u00eb arsye, n\u00eb muajt e ardhsh\u00ebm, do ta leht\u00ebsoj\u00eb ndjesh\u00ebm dhe do ta b\u00ebj\u00eb metodologjin\u00eb n\u00eb procesin e zgjerimit m\u00eb t\u00eb kalueshme dhe m\u00eb t\u00eb thjesht\u00eb, me q\u00ebllim p\u00ebrshpejtimin e k\u00ebtij procesi.<\/p>\n\n\n\n

Dy zgjidhje n\u00eb tavolin\u00eb<\/h2>\n\n\n\n

Si\u00e7 u tha, ekzistojn\u00eb dy zgjidhje n\u00eb tryez\u00eb. E para parashikon nj\u00eb s\u00ebr\u00eb masash p\u00ebr p\u00ebrshpejtimin klasik, dhe e dyta \u00ebsht\u00eb hyrja e shpejt\u00eb n\u00eb BE me periudha m\u00eb t\u00eb gjata t\u00eb t\u00eb ashtuquajturave “masa mbrojt\u00ebse” q\u00eb do t\u00eb zgjasnin shum\u00eb m\u00eb tep\u00ebr se n\u00eb rastin e Bullgaris\u00eb, Rumanis\u00eb dhe Kroacis\u00eb. Do t\u00eb p\u00ebrfshinte mekanizma t\u00eb kontrollit dhe ndikimit t\u00eb BE-s\u00eb n\u00eb proceset n\u00eb shtetet e reja an\u00ebtare dhe do t\u00eb p\u00ebrfshinte pezullimin e t\u00eb drejtave t\u00eb vot\u00ebs n\u00eb sektor\u00ebt ku an\u00ebtari i ri nuk i p\u00ebrmbush standardet evropiane.<\/p>\n\n\n\n

Nj\u00eb plan i ashtuquajtur hibrid u krijua gjithashtu q\u00eb Komisioni Evropian t\u00eb fitonte kompetenca shum\u00eb m\u00eb t\u00eb m\u00ebdha n\u00eb procesin e negociatave, nd\u00ebrsa an\u00ebtar\u00ebt e BE-s\u00eb mund t\u00eb bllokonin p\u00ebrparimin e kandidatit me nj\u00eb t\u00eb ashtuquajtur shumic\u00eb t\u00eb kund\u00ebrt. Nj\u00eb shumic\u00eb e kund\u00ebrt do t\u00eb thot\u00eb q\u00eb propozimi i Komisionit Evropian konsiderohet i miratuar, p\u00ebrve\u00e7 rastit kur shumica e an\u00ebtar\u00ebve votojn\u00eb kund\u00ebr tij me shumic\u00eb t\u00eb kualifikuar. Nj\u00eb vendim unanim i t\u00eb gjith\u00eb an\u00ebtar\u00ebve t\u00eb BE-s\u00eb do t\u00eb nevojitet vet\u00ebm p\u00ebr t\u00eb mbyllur kapitullin, thuhet n\u00eb tekst.<\/p>\n\n\n\n

N\u00eb k\u00ebt\u00eb m\u00ebnyr\u00eb, Maqedonia e Veriut do t\u00eb ndihmohej t\u00eb dilte nga bllokimi me Bullgarin\u00eb, e cila nuk heq dor\u00eb nga k\u00ebrkesat jorealiste me q\u00ebllim zhbllokimin e procesit t\u00eb negociatave t\u00eb Shkupit, u shtua m\u00eb tej.<\/p>\n\n\n\n

Metodologjia e re do t’i mund\u00ebsonte Malit t\u00eb Zi t\u00eb p\u00ebrfundonte negociatat brenda afateve t\u00eb p\u00ebrcaktuara, thuhet dhe shtohet se Shqip\u00ebria dhe Bosnja e Hercegovina, madje edhe Serbia, do t\u00eb p\u00ebrshpejtoheshin, me kusht q\u00eb qeveria e saj t\u00eb ndryshonte q\u00ebndrimin e saj ndaj integrimit evropian – t\u00eb p\u00ebrkthente folklorin dhe p\u00ebrs\u00ebritjen boshe t\u00eb angazhimit p\u00ebr integrimin evropian n\u00eb hapa konkret\u00eb.<\/p>\n\n\n\n

Megjithat\u00eb, vet\u00ebm vendet e Ballkanit Per\u00ebndimor q\u00eb zbatojn\u00eb reforma t\u00eb v\u00ebshtira dhe k\u00ebrkuese do t\u00eb jen\u00eb n\u00eb gjendje t\u00eb p\u00ebrdorin dor\u00ebn e zgjatur t\u00eb BE-s\u00eb dhe hapjen e rrug\u00ebs p\u00ebr an\u00ebtar\u00ebsim relativisht t\u00eb shpejt\u00eb – nuk do t\u00eb jet\u00eb e mjaftueshme t\u00eb miratohen paketa reformash t\u00eb ligjeve, por do t\u00eb k\u00ebrkohet edhe zbatimi i tyre, thekson Nedeljnik.<\/p>\n\n\n\n

Marr\u00ebveshjet e pranimit p\u00ebr an\u00ebtar\u00ebsim n\u00eb BE, si\u00e7 u tha, do t\u00eb b\u00ebhen sipas recet\u00ebs s\u00eb aplikuar p\u00ebr Kroacin\u00eb, me ndryshimin se “masat mbrojt\u00ebse” do t\u00eb jen\u00eb shum\u00eb m\u00eb mir\u00eb t\u00eb formuluara, m\u00eb k\u00ebrkuese dhe m\u00eb t\u00eb rrepta, me afate kohore dhe mekanizma shum\u00eb m\u00eb t\u00eb gjata q\u00eb do t’i lejojn\u00eb Komisionit Evropian t\u00eb nd\u00ebrhyj\u00eb kur \u00ebsht\u00eb e nevojshme.<\/p>\n\n\n\n

“Masat mbrojt\u00ebse” nuk do t\u00eb reduktohen vet\u00ebm n\u00eb tre fusha, si n\u00eb rastin e Bullgaris\u00eb dhe Rumanis\u00eb, dhe nuk do t\u00eb jen\u00eb t\u00eb vlefshme vet\u00ebm n\u00eb periudh\u00ebn nga n\u00ebnshkrimi i Traktatit t\u00eb An\u00ebtar\u00ebsimit deri n\u00eb p\u00ebrfundimin e ratifikimit n\u00eb shtetet an\u00ebtare, shton Nedeljnik.<\/p>\n\n\n\n

Shkurt, BE-ja nuk d\u00ebshiron nj\u00eb Bullgari t\u00eb re n\u00eb radh\u00ebt e saj – Sofja luajti me mjesht\u00ebri “masa mbrojt\u00ebse”, priti t\u00eb kalonte koha dhe tani, pas 20 vitesh, ka probleme t\u00eb m\u00ebdha me sundimin e ligjit n\u00eb at\u00eb vend, si dhe nj\u00eb luft\u00eb t\u00eb pamjaftueshme kund\u00ebr korrupsionit.<\/p>\n\n\n\n

E p\u00ebrjavshmja thekson se pozicioni nd\u00ebrkomb\u00ebtar i Serbis\u00eb nuk ka qen\u00eb aq i keq sa \u00ebsht\u00eb tani q\u00eb nga p\u00ebrmbysja e regjimit t\u00eb Slobodan Millosheviqit n\u00eb tetor 2000, dhe se p\u00ebr her\u00eb t\u00eb par\u00eb q\u00eb nga fillimi i integrimit evropian, Serbia nuk ka ask\u00ebnd q\u00eb ta mb\u00ebshtes\u00eb at\u00eb n\u00eb institucionet evropiane.<\/p>\n\n\n\n

Edhe zyrtar\u00ebt q\u00eb ishin fuqimisht n\u00eb favor t\u00eb Beogradit, si Gert Jan K\u00f6pmann, drejtori n\u00eb Komisionin Evropian p\u00ebrgjegj\u00ebs p\u00ebr politik\u00ebn e fqinj\u00ebsis\u00eb s\u00eb mir\u00eb dhe zgjerimin, hesht\u00ebn.<\/p>\n\n\n\n

N\u00ebnshkrimi i k\u00ebtyre ligjeve, t\u00eb cilat u miratuan nga Parlamenti serb me propozimin e deputetit t\u00eb Partis\u00eb Progresive Serbe, Uglje\u0161a Mrdi\u0107, g\u00ebrryeu m\u00eb tej besueshm\u00ebrin\u00eb e pak\u00ebt q\u00eb Vu\u00e7i\u00e7 mund t\u00eb mb\u00ebshtetej n\u00eb institucionet evropiane, shton Nedeljnik.<\/p>\n\n\n\n

N\u00eb tekstin \u201cSi Vu\u00e7i\u00e7 dhe Mrdiq shkat\u00ebrruan shansin e Serbis\u00eb p\u00ebr t\u00eb hyr\u00eb n\u00eb Shengen\u201d, korrespondenti i Nedeljnik nga Roma, \u017deljko Panteli\u00e7, deklaron se deklaratat e fundit anti-evropiane nga udh\u00ebheq\u00ebsit e koalicionit qeveris\u00ebs n\u00eb Serbi, si dhe nj\u00eb s\u00ebr\u00eb takimesh dypal\u00ebshe, axhendat e t\u00eb cilave jan\u00eb n\u00eb kund\u00ebrshtim me q\u00ebndrimet dhe interesat e BE-s\u00eb, nuk kan\u00eb prodhuar reagime sepse Serbia nuk \u00ebsht\u00eb m\u00eb \u201cn\u00eb axhend\u00eb\u201d.<\/p>\n\n\n\n

Beogradi u rikthye si tem\u00eb jav\u00ebn e kaluar vet\u00ebm p\u00ebr shkak t\u00eb ndryshimeve kontroverse n\u00eb ligjet gjyq\u00ebsore, dhe kjo n\u00eb nj\u00eb kontekst jasht\u00ebzakonisht negativ, pasi miratimi i tyre i bashkoi t\u00eb gjith\u00eb n\u00eb d\u00ebnimin e Serbis\u00eb. Sundimi i ligjit \u00ebsht\u00eb shtylla mb\u00ebshtet\u00ebse e procesit t\u00eb integrimit evropian, dhe minimi i tij \u00ebsht\u00eb prov\u00eb konkrete, n\u00ebse dikush kishte ndonj\u00eb dyshim, se qeveria e Vu\u00e7i\u00e7it po b\u00ebn vet\u00ebm imitime t\u00eb angazhimit evropian, thuhet n\u00eb tekst.Bashk\u00ebbiseduesi i Nedeljnikut nga BE-ja, i cili e njeh mir\u00eb procesin e integrimit evropian t\u00eb Serbis\u00eb, tha se Vu\u00e7i\u00e7 nuk e mbajti premtimin q\u00eb i b\u00ebri personalisht Komisioneres Evropiane p\u00ebr Zgjerim Marta Kos n\u00eb forumin e fundit n\u00eb Davos – se nuk do t\u00eb n\u00ebnshkruante ndryshimet n\u00eb pes\u00eb ligje gjyq\u00ebsore q\u00eb v\u00ebn\u00eb n\u00eb pik\u00ebpyetje pavar\u00ebsin\u00eb e gjyq\u00ebsorit dhe sundimin e ligjit n\u00eb Serbi.<\/p>\n\n\n\n

Nedeljnik gjithashtu pohon se politika e jashtme e Beogradit \u00ebsht\u00eb “kaq kontradiktore dhe vet\u00eb-shkat\u00ebrruese saq\u00eb pak njer\u00ebz duan t\u00eb merren seriozisht me Serbin\u00eb”.<\/p>\n\n\n\n

Nuk ka asnj\u00eb ide se si t\u00eb trajtohet Serbia n\u00eb rrethanat e dh\u00ebna, pohon gazeta, duke shtuar se Ukraina, Moldavia, Mali i Zi dhe Shqip\u00ebria po diskutohen n\u00eb institucionet m\u00eb t\u00eb r\u00ebnd\u00ebsishme t\u00eb BE-s\u00eb, Islanda po diskutohet gjithashtu seriozisht, nd\u00ebrsa askush nuk e p\u00ebrmend Serbin\u00eb.<\/p>\n\n\n\n

Hyrja n\u00eb fuqi e ndryshimeve n\u00eb ligjet gjyq\u00ebsore n\u00eb Serbi \u00ebsht\u00eb n\u00eb kund\u00ebrshtim t\u00eb drejtp\u00ebrdrejt\u00eb me iniciativ\u00ebn e autoriteteve n\u00eb Beograd dhe kryeministrit \u00e7ek Andrej Babi\u0161 q\u00eb Serbia dhe vendet e tjera t\u00eb Ballkanit Per\u00ebndimor t\u00eb b\u00ebhen pjes\u00eb e Marr\u00ebveshjes s\u00eb Shengenit, shtohet n\u00eb njoftim.<\/p>\n\n\n\n

Hyrja n\u00eb zon\u00ebn Shengen nuk lidhet vet\u00ebm me an\u00ebtar\u00ebsimin n\u00eb BE, por edhe me p\u00ebrmbushjen e standardeve shum\u00eb t\u00eb larta n\u00eb fush\u00ebn e kontrollit kufitar dhe sundimit t\u00eb ligjit, por Qeveria dhe Parlamenti i Serbis\u00eb dhe Presidenti Vu\u00e7i\u00e7 fillimisht minuan iniciativ\u00ebn e tyre duke miratuar ndryshime ligjore q\u00eb nuk jan\u00eb n\u00eb p\u00ebrputhje me standardet evropiane, thuhet n\u00eb tekst.<\/p>\n\n\n\n
