Ai nuk \u00ebsht\u00eb d\u00ebrguar ende. Gjykata Kushtetuese tha gjithashtu se n\u00eb fakt ata nuk kan\u00eb \u00e7far\u00eb t\u00eb b\u00ebjn\u00eb sepse nuk kan\u00eb autoritet ta vler\u00ebsojn\u00eb at\u00eb. Dhe ky q\u00ebndrim u mbajt p\u00ebr nj\u00eb koh\u00eb mjaft t\u00eb gjat\u00eb.
