T\u00eb mpin ndjeshm\u00ebrin\u00eb, t\u00eb err\u00ebson arsyen dhe, n\u00eb fund, t\u00eb shnd\u00ebrron n\u00eb at\u00eb q\u00eb dikur e kritikoje vet\u00eb. Kjo nuk \u00ebsht\u00eb teori, por realitet q\u00eb p\u00ebrs\u00ebritet sa her\u00eb pushteti zgjat m\u00eb shum\u00eb se sa duhet.<br>N\u00eb let\u00ebr kemi shtet, institucione dhe ligje. N\u00eb praktik\u00eb, shpesh kemi nj\u00eb administrat\u00eb q\u00eb funksionon me dy standarde: nj\u00eb p\u00ebr qytetar\u00ebt dhe nj\u00eb p\u00ebr \u201ct\u00eb fort\u00ebt\u201d e sistemit. Dhe pik\u00ebrisht k\u00ebtu nis problemi real.<br>Po, ka profesionist\u00eb. Ka vajza e djem, gra e burra q\u00eb e njohin pun\u00ebn dhe p\u00ebrpiqen ta b\u00ebjn\u00eb si\u00e7 duhet. Por jan\u00eb pak. Shum\u00eb pak. N\u00eb rastin m\u00eb t\u00eb keq, t\u00eb mb\u00ebshtetur nga njer\u00ebz q\u00eb nuk kan\u00eb asnj\u00eb lidhje me shtetin, por shum\u00eb lidhje me ndikimin.<br>Dhe kur kjo ndodh, zyra nuk \u00ebsht\u00eb m\u00eb sh\u00ebrbim \u2013 b\u00ebhet mund\u00ebsi. Mund\u00ebsi p\u00ebr p\u00ebrfitim, p\u00ebr pazare, p\u00ebr abuzim me detyr\u00ebn. N\u00eb disa raste, edhe m\u00eb keq: vend ku shp\u00ebrdorohet pushteti n\u00eb forma q\u00eb cenojn\u00eb dinjitetin njer\u00ebzor.<br>Ky nuk \u00ebsht\u00eb m\u00eb thjesht problem administrativ. Ky \u00ebsht\u00eb degjenerim.<br>Nd\u00ebrkoh\u00eb, narrativa zyrtare flet p\u00ebr shtet t\u00eb nd\u00ebrtuar, p\u00ebr rregull, p\u00ebr barazi para ligjit. Por qytetari e di shum\u00eb mir\u00eb diferenc\u00ebn mes asaj q\u00eb thuhet dhe asaj q\u00eb p\u00ebrjetohet \u00e7do dit\u00eb n\u00eb sportel, n\u00eb zyr\u00eb, n\u00eb korridoret e institucioneve.<br>Po a \u00ebsht\u00eb kjo nj\u00eb histori vet\u00ebm e nj\u00eb force politike? Jo. N\u00eb thelb, modeli ka qen\u00eb i nj\u00ebjt\u00eb. Kushdo q\u00eb ka pasur pushtetin, n\u00eb shum\u00eb raste, ka r\u00ebn\u00eb n\u00eb t\u00eb nj\u00ebjtat gracka: klienteliz\u00ebm, arroganc\u00eb dhe kapje t\u00eb administrat\u00ebs.<br>Ndryshimi? M\u00eb shum\u00eb n\u00eb form\u00eb sesa n\u00eb p\u00ebrmbajtje.<br>Dikur ishte m\u00eb e hapur, m\u00eb brutale. Sot \u00ebsht\u00eb m\u00eb e rafinuar, m\u00eb e paketuar, m\u00eb e shitur si \u201csukses\u201d, \u201czhvillim\u201d, \u201cmir\u00ebqenie\u201d. Por kur heq fasad\u00ebn, thelbi mbetet i nj\u00ebjt\u00eb.<br>Sepse problemi nuk \u00ebsht\u00eb vet\u00ebm kush qeveris.
