{"id":6391,"date":"2026-03-25T10:22:00","date_gmt":"2026-03-25T10:22:00","guid":{"rendered":"https:\/\/kosovatimes.info\/?p=6391"},"modified":"2026-03-25T13:30:27","modified_gmt":"2026-03-25T13:30:27","slug":"u-raportua-se-puna-u-krye-aktakuze-per-mashtrim-ne-prokurim-publik","status":"publish","type":"post","link":"https:\/\/kosovatimes.info\/index.php\/2026\/03\/25\/u-raportua-se-puna-u-krye-aktakuze-per-mashtrim-ne-prokurim-publik\/","title":{"rendered":"U raportua se puna u krye, aktakuz\u00eb p\u00ebr mashtrim n\u00eb prokurim publik"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\"><strong>Prokuroria Themelore n\u00eb Prizren, Departamenti i Krimeve t\u00eb R\u00ebnda, ka ngritur aktakuz\u00eb ndaj dy personave p\u00ebr keqp\u00ebrdorim t\u00eb pozit\u00ebs zyrtare dhe mashtrim n\u00eb prokurim publik.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sipas njoftimit, i pandehuri B.J., n\u00eb cil\u00ebsin\u00eb e personit zyrtar dhe mbik\u00ebqyr\u00ebs i projektit \u201cNd\u00ebrtimi i infrastruktur\u00ebs n\u00eb fshatin Vlashnje, rrug\u00ebt dhe ndri\u00e7imi publik\u201d, dyshohet se gjat\u00eb periudh\u00ebs gusht 2022 deri m\u00eb 16 gusht 2024, duke shfryt\u00ebzuar detyr\u00ebn dhe autoritetin e tij zyrtar, ka tejkaluar kompetencat e tij duke p\u00ebrpiluar raporte dhe situacione fiktive p\u00ebr realizimin e punimeve.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Prokuroria b\u00ebn t\u00eb ditur se n\u00eb k\u00ebto raporte \u00ebsht\u00eb paraqitur se punimet jan\u00eb kryer sipas kontrat\u00ebs, ndon\u00ebse gjendja n\u00eb terren nuk p\u00ebrputhej me k\u00ebto pretendime.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Si pasoj\u00eb, Komisioni p\u00ebr Pranimin Teknik \u00ebsht\u00eb v\u00ebn\u00eb n\u00eb lajthim dhe ka hartuar raport pranimi duke konfirmuar gabimisht se punimet jan\u00eb realizuar n\u00eb p\u00ebrputhje me kontrat\u00ebn, edhe pse ato nuk ishin p\u00ebrfunduar si\u00e7 ishte parapar\u00eb.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">N\u00eb baz\u00eb t\u00eb k\u00ebtyre raporteve, jan\u00eb realizuar pagesa n\u00eb favor t\u00eb operator\u00ebve ekonomik \u201cM.B.G.\u201d Sh.P.K dhe \u201cA.P.\u201d Sh.P.K, ndon\u00ebse punimet nuk ishin kryer sipas kontrat\u00ebs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sipas aktakuz\u00ebs, nga k\u00ebto veprime Komun\u00ebs s\u00eb Prizrenit i \u00ebsht\u00eb shkaktuar d\u00ebm material n\u00eb vler\u00eb prej 18,765 euro, nd\u00ebrsa e nj\u00ebjta shum\u00eb konsiderohet p\u00ebrfitim i kund\u00ebrligjsh\u00ebm p\u00ebr operator\u00ebt ekonomik.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nd\u00ebrkoh\u00eb, i pandehuri J.B., si p\u00ebrfaq\u00ebsues i autorizuar i k\u00ebtyre operator\u00ebve ekonomik, dyshohet se n\u00eb bashk\u00ebpunim me B.J. ka shkelur procedurat e prokurimit publik dhe nuk ka zbatuar detyrimet kontraktuale, me q\u00ebllim p\u00ebrfitimi pasuror.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Prokurori i rastit i ka propozuar gjykat\u00ebs q\u00eb, pas shqyrtimit gjyq\u00ebsor dhe administrimit t\u00eb provave, t\u00eb pandehurit t\u00eb shpallen fajtor\u00eb dhe t\u00eb d\u00ebnohen sipas ligjit.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Prokuroria Themelore n\u00eb Prizren, Departamenti i Krimeve t\u00eb R\u00ebnda, ka ngritur aktakuz\u00eb ndaj dy personave p\u00ebr keqp\u00ebrdorim t\u00eb pozit\u00ebs zyrtare dhe mashtrim n\u00eb prokurim publik.
