{"id":7012,"date":"2026-03-27T19:44:00","date_gmt":"2026-03-27T19:44:00","guid":{"rendered":"https:\/\/kosovatimes.info\/?p=7012"},"modified":"2026-03-27T22:06:45","modified_gmt":"2026-03-27T22:06:45","slug":"parate-e-planit-te-rritjes-peng-i-reformave","status":"publish","type":"post","link":"https:\/\/kosovatimes.info\/index.php\/2026\/03\/27\/parate-e-planit-te-rritjes-peng-i-reformave\/","title":{"rendered":"Parat\u00eb e Planit t\u00eb Rritjes, peng i reformave"},"content":{"rendered":"\n<h2 class=\"wp-block-heading\"><strong>Kosova ishe nd\u00ebr vendet e para t\u00eb Ballkanit Per\u00ebndimor q\u00eb miratoi agjend\u00ebn e reformave t\u00eb k\u00ebrkuara nga Plani i Rritjes i BE-s\u00eb, i cili ishte miratuar nga Komisioni Evropian n\u00eb tetor t\u00eb 2024-s.<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Megjithat\u00eb marr\u00ebveshjet u ratifikuan n\u00eb Kuvend me shum\u00eb vonesa, p\u00ebr shkak t\u00eb bllokad\u00ebs politike t\u00eb vitit 2025.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Tek n\u00eb shkurt t\u00eb k\u00ebtij viti, pas konstituimit t\u00eb legjislatur\u00ebs s\u00eb 10-t\u00eb, u ratifikuan marr\u00ebveshjet me BE-n\u00eb, nd\u00ebrsa p\u00ebrgjat\u00eb k\u00ebsaj faze do t\u00eb duhej nisja e reformave t\u00eb k\u00ebrkuara p\u00ebr thithje t\u00eb mbi 800 milion\u00eb eurove t\u00eb ndara p\u00ebr Kosov\u00ebn.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Tashm\u00eb n\u00eb 33 dit\u00ebt e mbetura, afat i vendosur nga Kushtetuesja, deputet\u00ebt e k\u00ebsaj legjislature, p\u00ebrve\u00e7 p\u00ebrpjekjeve p\u00ebr zgjedhjen e kreut t\u00eb ri t\u00eb shtetit, do t\u00eb duhej t\u00eb shtynin p\u00ebrpara projektligjet q\u00eb lidhen me marr\u00ebveshjet e ratifikuara, p\u00ebr nisjen e reformave t\u00eb nevojshme q\u00eb lirojn\u00eb parat\u00eb, t\u00eb cilat vazhdojn\u00eb t\u00eb mbeten peng i bllokadave politike.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&nbsp;\u201cK\u00ebto ligje munden brenda k\u00ebtyre 33 dit\u00ebve t\u00eb mbetura, t\u00eb vijn\u00eb n\u00eb komisione dhe t\u00eb shkojn\u00eb n\u00eb Kuvend&#8230; sepse jan\u00eb nj\u00eb num\u00eb ri madh i ligjeve q\u00eb lidhen me marr\u00ebveshjet nd\u00ebrkomb\u00ebtare etj&#8230;\u201d, ka th\u00ebn\u00eb Vigan Qorolli- n\u00ebnkryetar i Komisionit p\u00ebr Legjislacion.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Kosova ka p\u00ebr detyr\u00eb t\u00eb filloj\u00eb reformat n\u00eb drejt\u00ebsi, n\u00eb administrat\u00eb publike por edhe n\u00eb fush\u00ebn ekonomike, nj\u00eb pako q\u00eb p\u00ebrfshin 33 reforma.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;E kemi si obligim q\u00eb t\u00eb hapim konkursin q\u00eb t\u00eb hapim konkursin p\u00ebr komisionin p\u00ebr ndihm\u00eb shtet\u00ebrore, ku \u00ebsht\u00eb nj\u00eb nga k\u00ebrkesat q\u00eb bie n\u00eb fush\u00ebveprimtarin\u00eb e komisionit ton\u00eb, p\u00ebr pranimin e 5 an\u00ebtar\u00ebve, afati \u00ebsht\u00eb deri n\u00eb muajin e 6-t\u00eb, dhe ne si kryetar t\u00eb komisioneve q\u00eb t\u00eb fillojm\u00eb sa m\u00eb shpejt\u201d, ka th\u00ebn\u00eb Enver Haliti- kryetar i Komisionit p\u00ebr Financa.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Jav\u00ebn e ardhshme n\u00eb Kuvend pritet t\u00eb d\u00ebrgohen edhe 4 marr\u00ebveshje nd\u00ebrkomb\u00ebtare p\u00ebr miratim.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;Gjithashtu jan\u00eb edhe 4 marr\u00ebveshje t\u00eb tjera q\u00eb kapin vler\u00ebn e 250 milion\u00eb eurove t\u00eb cilat presim ti d\u00ebrgojm\u00eb p\u00ebr miratim n\u00eb Kuvend\u201d, ka shtuar Haliti.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">P\u00ebrfaq\u00ebsuesit e PDK-s\u00eb, Blerta Deliu dhe P\u00ebrparim Gruda, nuk kan\u00eb pranuar t\u00eb prononcohen p\u00ebr k\u00ebt\u00eb \u00e7\u00ebshtje, nd\u00ebrkaq nga LDK-ja dhe AAK-ja asnj\u00eb nga an\u00ebtar\u00ebt e k\u00ebtij komisioni nuk u \u00ebsht\u00eb p\u00ebrgjigjur thirrjeve t\u00eb RTK-s\u00eb.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">N\u00eb Grupin p\u00ebr Studime Politike dhe Juridike thon\u00eb se \u00ebsht\u00eb me r\u00ebnd\u00ebsi q\u00eb Kuvendi t\u00eb kryej\u00eb pun\u00ebn e vet legjislativ sidomos ato me karakter financiar.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cDisa nga reformat q\u00eb jan\u00eb parapar\u00eb n\u00eb agjend\u00ebn e reformave kan\u00eb karakter legjislativ, duhet t\u00eb votohen si ligje n\u00eb Kuvend, prandaj Kuvendi duhet ti votoj\u00eb edhe ato n\u00eb m\u00ebnyr\u00eb q\u00eb t\u00eb p\u00ebrfitoj\u00eb nga shtysat financiare t\u00eb Planit t\u00eb Rritjes dhe t\u00eb mos humben afatet e raportimeve\u201d, ka th\u00ebn\u00eb Besar G\u00ebrgi- hulumtues n\u00eb GLPS<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Harmonizimi me legjislacionin e BE-s\u00eb, mbetet nj\u00eb prej kushteve kryesore p\u00ebr alokim t\u00eb mjeteve,nd\u00ebrsa Kodi Civil, ai p\u00ebr institucionet mikrofinanciare dhe ato jobankare, t\u00ebr\u00ebsia e ligjeve p\u00ebr barr\u00ebn financiare, pakoja e ligjeve p\u00ebr energjin\u00eb duke p\u00ebrfshir\u00eb edhe Ligjin p\u00ebr Rregullatorin e Energjis\u00eb, mbet\u00ebn n\u00eb pakon e ligjeve e projektligjeve q\u00eb duhet t\u00eb miratohen e t\u00eb plot\u00ebsohen, n\u00ebse vendi synon t\u00eb siguroj\u00eb grantin prej 253 milion\u00eb eurove dhe 629 milion\u00eb euro t\u00eb tjera n\u00eb form\u00eb t\u00eb kredis\u00eb.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Kosova ishe nd\u00ebr vendet e para t\u00eb Ballkanit Per\u00ebndimor q\u00eb miratoi agjend\u00ebn e reformave t\u00eb k\u00ebrkuara nga Plani i Rritjes i BE-s\u00eb, i cili ishte miratuar nga Komisioni Evropian n\u00eb tetor t\u00eb 2024-s.
