Shefi qeveritar tha se dekreti i l\u00ebshuar nga presidentja ishte n\u00eb shp\u00ebrputhje me Kushtetut\u00ebn e Republik\u00ebs dhe ka krijuar nj\u00eb situat\u00eb, sipas tij, e cila k\u00ebrkon qart\u00ebsi e jo konfuzion, dhe p\u00ebrgjegj\u00ebsi e jo shmangie.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cShp\u00ebrndarja e Kuvendit nuk \u00ebsht\u00eb instrument p\u00ebr t\u00eb tejkaluar v\u00ebshtir\u00ebsit\u00eb politike dhe mbi t\u00eb gjitha \u00ebsht\u00eb v\u00ebrtetuar e d\u00ebshmuar edhe nga Kushtetuesja tani q\u00eb presidenti nuk mund t\u00eb shp\u00ebrndaj\u00eb vullnetin e popullit, as n\u00eb presion t\u00eb afateve e t\u00eb paqart\u00ebsive kushtetuese. Vullneti i popullit nuk anulohet me dekrete dhe rrjedhimisht as nuk shp\u00ebrndahet. Tani pas qart\u00ebsimit dhe v\u00ebrtetimit t\u00eb k\u00ebsaj t\u00eb v\u00ebrtete t\u00eb pamohueshme, sot nuk kemi nj\u00eb boshll\u00ebk institucional para nesh, por kemi nj\u00eb detyr\u00eb t\u00eb qart\u00eb\u201d, tha ai.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Kryeqreveritari shtoi se vazhdimi i pun\u00ebs s\u00eb institucioneve \u00ebsht\u00eb m\u00eb konkret se kurr\u00eb e m\u00eb i nevojsh\u00ebm se asnj\u00ebher\u00eb m\u00eb par\u00eb.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cRruga para nesh nuk duhet t\u00eb jen\u00eb pengesat, inatet apo refuzimet p\u00ebr t\u00eb ecur p\u00ebrpara, por \u00e7ka pritet prej nesh \u00ebsht\u00eb miratimi i marr\u00ebveshjeve nd\u00ebrkomb\u00ebtare, agjenda legjislative q\u00eb e p\u00ebrmir\u00ebsojn\u00eb p\u00ebrditshm\u00ebrin\u00eb e qytetar\u00ebve, politika publike n\u00eb dobi t\u00eb brezave q\u00eb vijn\u00eb e q\u00eb k\u00ebrkojn\u00eb konsistenc\u00eb e siguri juridike, dhe t\u00eb gjitha k\u00ebto nuk mund t\u00eb mbahen peng t\u00eb nj\u00eb krize t\u00eb prodhuar politikisht.
