{"id":8422,"date":"2026-04-05T19:42:00","date_gmt":"2026-04-05T19:42:00","guid":{"rendered":"https:\/\/kosovatimes.info\/?p=8422"},"modified":"2026-04-05T21:02:09","modified_gmt":"2026-04-05T21:02:09","slug":"per-dy-vite-komuna-e-prishtines-ka-lidhur-16-kontrata-te-negociuara","status":"publish","type":"post","link":"https:\/\/kosovatimes.info\/index.php\/2026\/04\/05\/per-dy-vite-komuna-e-prishtines-ka-lidhur-16-kontrata-te-negociuara\/","title":{"rendered":"P\u00ebr dy vite komuna e Prishtin\u00ebs ka lidhur 16 kontrata t\u00eb negociuara"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\"><a target=\"_blank\" href=\"https:\/\/www.linkedin.com\/shareArticle?mini=true&amp;url=https%3A%2F%2Fwww.rtklive.com%2Fsq%2Fnews-single.php%3FID%3D721628\" rel=\"noreferrer noopener\"><\/a><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Nj\u00eb seri kontratash me procedura t\u00eb negociuara jan\u00eb lidhur nd\u00ebr vite nga Komuna e Prishtin\u00ebs.<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Ligji p\u00ebr Prokurimin Publik e p\u00ebrcakton se procedurat e negociuara p\u00ebrdoren n\u00eb raste t\u00eb jasht\u00ebzakonshme, kjo pasi vler\u00ebsohet se ato shmangin konkurrenc\u00ebn dhe l\u00ebn\u00eb hap\u00ebsir\u00eb p\u00ebr favorizim t\u00eb kompanive.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pavar\u00ebsisht k\u00ebsaj, n\u00eb 2024-n Komuna e Prishtin\u00ebs lidhi 11 kontrata t\u00eb negociuara me vler\u00eb rreth 1 milion e 559 mij\u00eb euro.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nj\u00eb vit pas, n\u00eb 2025-n u lidh\u00ebn 5 kontrata t\u00eb negociuara, por vlera e t\u00eb cilave shkon n\u00eb 2.8 milion\u00eb. Komuna arsyetohet se kontratat jan\u00eb lidhur p\u00ebr arsye objektive dhe t\u00eb detyrueshme si dhe p\u00ebr arsye t\u00eb emergjencave.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cGjat\u00eb 2024 Komuna e Prishtin\u00ebs ka lidhur 11 kontrata t\u00eb negociuara me vler\u00eb rreth 1,559,000 euro nd\u00ebrsa gjat\u00eb 2025 ka lidhur 5 kontrata t\u00eb negociuara me vler\u00eb rreth 2,800,000 euro. K\u00ebto kontrata jan\u00eb lidhur p\u00ebr arsyet si n\u00eb vijim: p\u00ebr arsye objektive dhe t\u00eb detyrueshme teknike ose artistike, si dhe p\u00ebr arsye t\u00eb emergjencave ekstreme q\u00eb jan\u00eb shkaktuar nga ngjarje objektivisht t\u00eb verifikueshme t\u00eb cilat nuk kan\u00eb pasur mund\u00ebsi t\u00eb parashikohen me arsye nga autoriteti p\u00ebrkat\u00ebs kontraktues, autoriteti i till\u00eb kontraktues nuk mund ta jap\u00eb koh\u00ebn e k\u00ebrkuar p\u00ebr ushtrimin e cil\u00ebsdo procedur\u00eb tjet\u00ebr q\u00eb parashtrohet n\u00eb k\u00ebt\u00eb ligj. T\u00eb gjitha procedurat p\u00ebr lidhjen e k\u00ebtyre kontratave kan\u00eb qen\u00eb n\u00eb p\u00ebrputhje me legjislacionin n\u00eb fuqi p\u00ebr prokurimin publik&nbsp; duke p\u00ebrfshir\u00eb k\u00ebtu edhe nenin 35 t\u00eb LPP\u201d thuhet n\u00eb p\u00ebrgjigjen e Komun\u00ebs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Mir\u00ebpo, duket se jo t\u00eb gjitha kontratat e lidhura gjat\u00eb k\u00ebsaj kohe kan\u00eb qen\u00eb raste emergjente, t\u00eb nj\u00ebjtat do t\u00eb mund t\u00eb planifikoheshin m\u00eb par\u00eb.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Kjo pasi nj\u00eb pjes\u00eb e kontratave ishin p\u00ebr furnizim me ushqim p\u00ebr qent\u00eb endacak\u00eb, p\u00ebr sigurim t\u00eb objekteve, pastrim, menaxhim t\u00eb mbeturinave, dezinfektim hap\u00ebsinor dhe dekorime festive.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">P\u00ebrmes procedurave t\u00eb negociuara Komuna e Prishtin\u00ebs gjat\u00eb k\u00ebtij viti ka kontraktuar dy operator\u00eb privat p\u00ebr mbeturinat. Kontrata e dh\u00ebn\u00eb kap vler\u00ebn e 950 mij\u00eb eurove. Paraprakisht komuna ka anuluar tenderin e rregullt ku do t\u00eb mund t\u00eb aplikonte secili operator q\u00eb plot\u00ebsonte kriteret e nevojshme.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Njoh\u00ebs t\u00eb prokurimit potencojn\u00eb se kontratat e negociuara l\u00ebn\u00eb m\u00eb shum\u00eb hap\u00ebsir\u00eb p\u00ebr abuzime dhe favorizime prandaj sipas tyre nuk preferohen.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cSi procedur\u00eb rekomandohet q\u00eb t\u00eb p\u00ebrdoret shum\u00eb rrall\u00eb dhe vet\u00ebm me arsyetime t\u00eb forta t\u00eb cilat kan\u00eb baz\u00eb ligjore. P\u00ebrdorimi i saj duhet t\u00eb minimizohet nga komunat dhe mbetet p\u00ebr situata t\u00eb jasht\u00ebzakonshme pasi e kufizon mund\u00ebsin q\u00eb institucionet t\u00eb sigurojn\u00eb ofert\u00ebn m\u00eb t\u00eb favorshme, pra t\u00eb sigurojn\u00eb \u00e7mimin m\u00eb t\u00eb mir\u00eb \u201c, ka th\u00ebn\u00eb Valmir Ilazi, njoh\u00ebs i prokurimit.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Komuna e Prishtin\u00ebs pati zhvilluar procedur\u00eb t\u00eb negociuar edhe p\u00ebr sh\u00ebrbimin q\u00eb lidhet me ofrimin e makineris\u00eb shtes\u00eb p\u00ebr grumbullimin, transportimin dhe deponimin e mbeturinave me vler\u00eb 1 milion\u00eb euro.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Megjith\u00ebse, sipas Auditorit t\u00eb P\u00ebrgjithsh\u00ebm p\u00ebr t\u00eb nj\u00ebjt\u00ebn nuk jan\u00eb plot\u00ebsuar kushtet ligjore.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Nj\u00eb seri kontratash me procedura t\u00eb negociuara jan\u00eb lidhur nd\u00ebr vite nga Komuna e Prishtin\u00ebs.
