Megjithat\u00eb, sipas KDI-s\u00eb nj\u00eb reform\u00eb e till\u00eb duhet t\u00eb nd\u00ebrtohet mbi parime t\u00eb qarta kushtetuese, siguri juridike dhe respektim t\u00eb t\u00eb drejtave themelore, n\u00eb m\u00ebnyr\u00eb q\u00eb t\u00eb jet\u00eb e zbatueshme dhe e q\u00ebndrueshme n\u00eb praktik\u00eb.<br><br>\u201cNdon\u00ebse KDI e p\u00ebrkrah parimisht iden\u00eb e konfiskimit civil dhe vet\u00eb Byron\u00eb si mekaniz\u00ebm, vler\u00ebson se versioni aktual i projektligjit nuk i adreson n\u00eb m\u00ebnyr\u00eb t\u00eb plot\u00eb gjetjet e Aktgjykimit t\u00eb Gjykat\u00ebs Kushtetuese (KO46\/23) dhe rekomandimet e Komisionit t\u00eb Venecias, duke l\u00ebn\u00eb hap\u00ebsir\u00eb p\u00ebr paqart\u00ebsi dhe rrezik p\u00ebr cenim t\u00eb t\u00eb drejtave kushtetuese\u201d, thuhet n\u00eb njoftim.<br><br>N\u00eb ve\u00e7anti, KDI ngriti shqet\u00ebsime p\u00ebr dy \u00e7\u00ebshtje thelb\u00ebsore. \u201cS\u00eb pari, lidhur me vlefshm\u00ebrin\u00eb kohore t\u00eb verifikimit t\u00eb pasuris\u00eb, ku p\u00ebrcaktimi i periudh\u00ebs q\u00eb nga viti 2008 krijon pasiguri juridike dhe bie ndesh me standardet e vendosura nga Gjykata Kushtetuese, e cila ka theksuar nevoj\u00ebn p\u00ebr nj\u00eb kufizim t\u00eb arsyesh\u00ebm kohor.
